Use AI for bounded, repeatable work that people can check quickly; keep humans in charge of consequential judgment, accountability, sensitive communication and unclear goals. The right boundary is set at the task level, not by labeling an entire occupation as “safe” or “automatable.” A claims processor, nurse, marketer or engineer may each have some tasks suited to automation and others that require human leadership.
Start with four questions: How repeatable is the task? What is the impact of an error? How easily can a reviewer detect a mistake? And is faster completion worth the cost of oversight and workflow change? Those answers determine whether AI performs a step, assists a person or stays out of the decision.

Why task-level allocation is better than labeling whole jobs
The National Institute of Standards and Technology’s AI Use Taxonomy: A Human-Centered Approach (26 March 2024) describes 16 activities in which AI can contribute to a human goal or outcome. The taxonomy is conceptual rather than a universal scoring calculator, but its central idea is practical: describe what the system does in a workflow instead of asking whether an occupation is “an AI job.”
The International Labour Organization’s occupational analysis reaches a similar conclusion. Exposure can differ sharply between tasks inside one occupation. Its 2025 update estimates potential exposure to generative AI, not job losses or actual adoption. Because most occupations still contain tasks requiring human input, the ILO says transformation is more likely than outright redundancy.

This distinction prevents two common mistakes. A low-risk task can be automated even inside a highly skilled profession, while a seemingly routine task may need human control if an error is hard to detect or carries legal, financial, safety or reputational consequences.
The four-question test for every task
1. Repeatability
Does the task follow a stable pattern with known inputs and an expected output? Recurring reports, standard document drafts, structured data aggregation and routine reminders are relatively repeatable. A negotiation, investigation or novel design brief varies from case to case and gives a model less reliable structure to follow.
2. Impact of an error
Classify the consequence of a wrong, incomplete or misleading result. An incorrect internal formatting suggestion may be cheap to fix. A wrong medical instruction, credit decision, payroll change, safety message or regulatory filing may harm people or expose the organization to liability. Higher impact calls for a stronger human role, even when the task looks repetitive.

3. Error detectability
Can a competent reviewer verify the result against a source, rule or calculation before anyone relies on it? A total can be reconciled to a ledger; a fabricated citation or subtly biased recommendation may be much harder to spot. If mistakes are difficult to detect, do not treat a nominal review checkbox as meaningful control.
4. Time sensitivity
Would faster turnaround create enough value to justify implementation, monitoring and review? Automation can improve speed and consistency, but checking outputs takes time. Microsoft’s workplace guidance describes this as a trade-off: “Automation always involves a trade‑off between efficiency and control.” A slow, high-stakes task may still deserve human handling if speed adds little value.
Three operating modes
Use these modes as starting points, then adjust them for the task’s context, risk tolerance and accountability. They are not permanent labels for occupations or departments.

| Mode | Best fit | Human responsibility | Typical examples |
|---|---|---|---|
| AI performs a bounded step; human reviews | Stable, low- or moderate-impact work with outputs that can be checked | Validate facts, completeness and formatting before sharing or acting | Recurring reports, first drafts, structured aggregation, routine reminders |
| Human leads; AI assists | Work requiring direction, prioritization or interpretation, but where AI can organize information | Set the objective, choose the evidence, make the judgment and own the result | Prioritization against known criteria, stakeholder updates, exploratory analysis |
| Human leads end to end | Final approvals, high-risk or sensitive communication, ambiguous goals and complex trade-offs | Make and document the decision; do not delegate accountability | Hiring or disciplinary decisions, safety exceptions, legal commitments, crisis messages |
Even in the first mode, “review” means more than approving a green status icon. The reviewer should have enough time, context and authority to reject or correct the output.

Where AI usually helps—and where people should stay in the lead
Good candidates for AI with review
- Creating a first draft from a defined brief and approved source material.
- Turning structured records into a recurring report with a known schema.
- Grouping, sorting or summarizing information so a person can inspect the underlying records.
- Preparing routine reminders, meeting recaps or status updates that a human checks before distribution.
- Running a repeatable transformation, such as converting fields between approved formats.
Tasks that benefit from human-led assistance
- Prioritizing cases when criteria are known but context changes the order.
- Exploring a large evidence set to find patterns that a subject-matter expert will interpret.
- Drafting a stakeholder update where the manager decides what matters and what must remain confidential.
- Comparing options with competing costs, values or risks.
- Preparing questions for an interview, audit or investigation without allowing the system to decide the outcome.
Tasks that should remain human-led
- Final approvals that commit money, rights, safety or the organization’s public position.
- High-risk, personal or sensitive communications, especially when tone and confidentiality matter.
- Decisions involving ambiguous goals, novel circumstances or unresolved value conflicts.
- Actions where an affected person needs an explanation, an appeal route or a named accountable decision-maker.
- Exceptions to policy when the consequences of a mistaken precedent are substantial.
A practical procedure for classifying a new task
- Write the task in observable terms. Replace “automate customer service” with “draft a reply to a shipping-status question using the approved policy and order record.” Define the input, output and person affected.
- Record the failure consequence. Note financial, legal, safety, privacy, discrimination and reputational effects. Include who bears the cost if the result is wrong.
- Specify the verification method. Identify the source, rule, calculation or second-person check that can catch an error. If no practical check exists, move the task toward human-led work.
- Choose a mode and an authority. Name the human reviewer or decision owner. State what the AI may do, what it may not do and when it must stop and escalate.
- Pilot with real cases and measure the whole workflow. Track completion time, correction time, error types, escalations and user outcomes. Compare total effort with the previous process, not just the model’s generation time.
- Set a review date. Reassess after policy changes, model updates, new data, incidents or changes in the people affected. A task can move between modes as its context changes.
Why automation can make a workflow worse
A 2024 paper by Auste Simkute, Lev Tankelevitch, Viktor Kewenig, Ava Elizabeth Scott, Abigail Sellen and Sean Rintel in the International Journal of Human–Computer Interaction describes four productivity-loss patterns that managers should test for.
Workers shift from production to evaluation
If generated material is unreliable, people spend their time checking, rewriting and tracing sources instead of producing the work directly. Measure the review burden and correction rate; do not count generated words as output.

The workflow is restructured in an unhelpful way
Inserting an AI step can create handoffs, duplicate data entry or new approval queues. Map the complete process before and after deployment. A faster individual step is not a gain if the end-to-end cycle becomes slower.
Interruptions erode concentration
Alerts, suggested edits and requests for approval can fragment attention. Batch low-priority assistance, define quiet periods and make escalation rules explicit.

What the published numbers do—and do not—tell you
| Figure | What it measures | Important limitation |
|---|---|---|
| One in four workers globally in occupations with some GenAI exposure (ILO, 2025) | Potential exposure across occupations | Not a forecast of layoffs, adoption or realized productivity |
| Mean automation score 0.29 in 2025, versus 0.30 in 2023 (ILO) | Average score in the ILO’s task-based assessment | Scores describe potential task automation, not actual impact |
| Standard deviation 0.14 in 2025, versus 0.30 in 2023 (ILO) | Spread of scores under the refined methodology | It does not indicate that every occupation became equally automatable |
| 57% augmentation and 43% automation (Anthropic, 2025) | Analysis of about one million Claude.ai Free and Pro conversations | Platform usage data; not a representative survey of workers |
| About 36% of occupations had AI use in at least a quarter of associated tasks; about 4% had use across three-quarters (Anthropic, 2025) | Observed use in that dataset | Do not generalize these rates to the whole labor market |
The ILO’s global analysis places about a quarter of employment in one of four exposure gradients, with differences by country income and gender. Infrastructure, skills, cost and operational barriers limit real-world adoption. The ILO and OECD’s 14 January 2026 compendium focuses on implementing a human-centered AI action plan and preparing workers; it is policy context, not a universal allocation rule.
Controls that make human review real
- Defined scope: document allowed inputs, outputs, tools and prohibited actions.
- Traceability: retain the source records, prompt or instruction set, model version where available, reviewer and final decision.
- Access limits: restrict personal, confidential and regulated data to systems approved for that use.
- Independent checks: require reconciliation, sampling or second-person review when consequences are high.
- Escalation: stop on missing information, conflicting instructions, unusual cases or uncertainty; route the case to a named owner.
- Feedback and incident handling: record errors, near misses and successful overrides, then update the task definition or training.
Accountability must remain visible to the person affected. Tell users when AI contributed, provide a way to challenge an outcome where appropriate, and make clear who can correct it.
How managers should prepare people for the change
Training should cover both tool operation and judgment. Workers need to know how to provide bounded instructions, verify claims against primary records, recognize fabricated or incomplete output, protect confidential information and escalate uncertainty. Subject-matter expertise becomes more important when AI produces plausible material that still requires interpretation.

A concise decision rule
Let AI perform a task when it is stable, low-impact, readily verifiable and valuable to complete faster, with a human review that can genuinely intervene. Let AI assist when a person must set direction or interpret context but can benefit from organization, drafting or pattern-finding. Keep the human in charge from start to finish when the work is consequential, sensitive, ambiguous or difficult to verify. Revisit the boundary whenever the workflow, data, model or consequences change.
