Before it can change a live system, give it a named owner, a dedicated least-privilege identity, an allowlist of tools and destinations, explicit approval gates, hard limits on steps and spending, isolated data and secrets, complete tracing, and a tested pause-and-rollback path. Begin with read-only work in a simulation or dry-run environment, then expand authority only after the agent passes tests for normal work, denied requests, prompt injection, outages, and recovery.
The controls below form a deployment baseline. They apply whether the agent runs in a managed service or inside your own cluster; the more autonomy, tools, and infrastructure you operate yourself, the more of these controls you must implement and maintain.

1. Decide what the agent is allowed to do
Write a one-page operating contract before creating credentials. It should identify the business owner (the person accountable for outcomes), the technical owner (the person accountable for implementation), the systems in scope, and the escalation contact who can stop the agent. Record the intended workflows, measurable success criteria, support hours, retention period for prompts and traces, and the person authorized to approve production deployment.

- Which environments, clusters, namespaces, accounts, regions, and data classes are in scope.
- Which read operations are permitted and which write operations are explicitly excluded.
- What evidence the agent must collect before proposing an action.
- What outcome counts as success, what counts as a timeout, and where it must escalate.
- Who can approve a blocked action and who can invoke an emergency stop.
Keep this contract under change control. A prompt edit, new tool, model change, or expanded namespace is a permission change, not merely a content update. OpenAI’s managed-agent guidance describes the same sequence: define outcomes, connect systems, encode policies and permissions, complete security, privacy, and legal review, then use controlled rollout and rollback.
2. Give every agent a separate, short-lived identity
Never let an agent share a human administrator’s token, a node-wide service account, or a general-purpose CI credential. Create a workload identity for each agent and environment. A production remediation agent should not reuse the identity of a staging diagnostic agent, even if both use the same model.
Minimum identity settings
- Use workload-bound or on-behalf-of credentials with the shortest practical lifetime; rotate signing keys and revoke sessions centrally.
- Bind the identity to the exact account, cluster, namespace, project, or subscription it needs.
- Grant only the API verbs and resources required for the documented workflows. Prefer
get, list, andwatchbeforecreate, patch, delete, or administrative verbs. - Recheck authorization immediately before every action. Do not rely on a decision made when a plan was generated minutes earlier.
- Separate approval identity from execution identity. The agent must not be able to approve its own request.
- Review bindings on a schedule and alert on new roles, impersonation, token creation, or scope expansion.
Kubernetes treats authentication and authorization as the first line of defense for an API-driven cluster. Its RBAC guidance favors the smallest possible rights and namespace scope where feasible. Google’s workload-identity and principal-access-boundary recommendations follow the same principle: make the agent a distinct principal whose permissions can be inspected and revoked without affecting people or unrelated workloads.

| Workflow | Default access | Escalation | Reason |
|---|---|---|---|
| Read service health | Read metrics, events, logs, and resource status | None | Low-risk observation |
| Prepare a restart | Read-only plus a proposal API | Human approval before restart | A restart can hide symptoms or interrupt traffic |
| Change deployment configuration | No write permission by default | Time-limited, approved change role | Configuration drift can affect many instances |
| Delete data or infrastructure | Deny | Separate break-glass procedure | Destructive and potentially irreversible |
3. Register tools, APIs, and destinations with allowlists
Tool access is part of the security boundary. Create a registry of approved tools, MCP servers, APIs, repositories, cloud accounts, ticket queues, and notification endpoints. Deny unregistered destinations by default, including destinations discovered in tool output or supplied by a user.
For each extension, record its owner, version, requested permissions, data it can receive, network destinations, authentication method, and review date. A tool that can execute a shell command, alter IAM, send email, or upload data deserves a higher risk tier than a metrics reader. Review permission changes as you would a production code change.

Use an explicit sequence when onboarding a new integration: provision the agent identity, register the destination, attach the minimum IAM policy, apply content-security and data-handling rules, then test the integration in a non-production account. Google’s governed-agent sequence uses this order to prevent an apparently harmless connector from becoming an unmanaged egress path.
Destination controls
- Allow only named hosts, projects, clusters, repositories, and ticket queues.
- Block direct internet egress unless a documented workflow requires it; route permitted traffic through an inspected proxy.
- Reject redirects to unapproved hosts and validate DNS results where possible.
- Require TLS for API traffic and verify certificates.
- Strip credentials, cookies, and authorization headers before sending tool output to another service.
4. Make production actions approval-gated
Set the default mode to read-only or propose-only. The agent may gather evidence and produce a structured plan, but a separate human or change-control service must authorize execution. Google’s agentic-AI guidance calls for explicit approval of critical or consequential actions; Microsoft places authorization and human oversight responsibility on the customer.
Actions that should require approval
- Deleting, purging, or encrypting data, volumes, snapshots, queues, or accounts.
- Changing credentials, IAM roles, firewall rules, network routes, or security policies.
- Deploying binaries, modifying production configuration, scaling beyond a preset ceiling, or restarting a critical workload.
- Transferring data across regions, tenants, trust zones, or external services.
- Actions with legal, financial, contractual, physical, or material customer impact.
- Any request that exceeds the agent’s documented cost, time, or blast-radius budget.
Show the approver the exact tool, arguments, target, expected impact, rollback method, and expiry time. Bind approval to a hash of that request so the agent cannot alter arguments after approval. Require a fresh approval when the target, scope, or material parameters change. Keep emergency break-glass access outside the agent and log its use.
5. Cap steps, loops, time, concurrency, and spend
Autonomous planning can repeat a failing action, fan out across resources, or consume a budget while producing no useful result. Configure hard ceilings before enabling any write capability:
| Limit | What it contains | Recommended behavior |
|---|---|---|
| Maximum steps and iterations | Long plans and recursive retries | Stop and escalate when reached; do not silently reset the counter |
| Wall-clock deadline | Hung tools and unattended execution | Cancel outstanding calls and preserve the trace |
| Concurrency | Blast radius from parallel actions | Start at one target; raise only with evidence |
| Retry count and backoff | Retry storms and duplicate writes | Use idempotency keys and a bounded exponential backoff |
| Token and API budget | Runaway reasoning or expensive APIs | Deny the next call when the budget is exhausted |
| Cloud-spend ceiling | Unexpected scale-out or paid services | Enforce at the billing or project policy layer, not only in the prompt |
Detect loops by tracking repeated tool calls, unchanged state, and oscillating plans. A policy violation, authorization failure, or inconsistent tool result should terminate the run or return it to a human, not trigger an unrestricted retry.

6. Isolate data, memory, secrets, and network egress
Classify every data source the agent can read or write: public, internal, confidential, regulated, or restricted. Map each workflow to the minimum classes it needs. Do not place long-lived secrets, private keys, session cookies, or raw credentials in prompts, model context, memory, tickets, or ordinary logs. Fetch secrets just in time from a vault and pass opaque handles to tools where possible.
Recommended Free Tools
Memory settings
- Use separate memory stores and encryption keys for tenants, environments, and high-risk workflows.
- Set retention and deletion periods; support an immediate purge for incident response and legal requests.
- Attach provenance to memories: source, timestamp, identity, workflow, and confidence.
- Require review before a tool result becomes durable memory. Treat untrusted text as data, not policy.
- Prevent one customer, namespace, or incident from being recalled in another context.
Microsoft notes that customers remain accountable for data passed to tools and written to agent memory, including isolation and poisoning defenses. Content inspection should detect prompt injection, jailbreak attempts, secrets, and sensitive-data leakage before input reaches the model and before output reaches a tool. Google recommends content-security templates for these checks.
Egress and sandboxing
Run execution tools in a sandbox with a read-only filesystem unless a workflow needs writes. Apply network policies, restrict metadata-service access, and block arbitrary shell commands where a purpose-built API exists. Permit outbound traffic only to registered destinations and log every denied request. Treat files, issue comments, log lines, and web responses as hostile input: delimit them, label their origin, and prevent them from changing system instructions or approval state.
7. Harden the infrastructure that hosts the agent
For Kubernetes-based deployments, combine application policy with cluster controls. Enable TLS for API traffic, use RBAC, and apply Pod Security Admission at an appropriate enforcement level. Restrict host namespaces, privileged containers, host paths, Linux capabilities, and node selectors. Use network policies to separate the agent, tool runners, control plane, and data services.
- Use restricted instance or workload credentials rather than broad node credentials.
- Protect the cloud metadata API and prevent pods from reaching it unless explicitly required.
- Keep the agent runner on dedicated, patched nodes when its tools can affect production.
- Separate control-plane credentials from workload credentials and test revocation.
- Scan images and dependencies, sign deployment artifacts, and block unapproved images.
These controls reduce the chance that a prompt injection or compromised tool becomes a cluster-wide compromise. They also make the agent’s effective scope match the scope documented in its operating contract.

8. Capture an immutable, decision-level audit trail
Final output alone is insufficient for incident response. Record each run with a tamper-evident or immutable store and export events to the systems your operations and security teams already monitor.
| Event field | Why it matters |
|---|---|
| Agent and workload identity | Attributes actions to a revocable principal |
| Prompt or input provenance | Shows who or what supplied instructions |
| Model and policy version | Explains behavior after a model or prompt change |
| Selected tool and exact arguments | Reconstructs the attempted operation |
| Authorization decision and approver | Proves whether policy and human review were applied |
| Tool result, status, latency, and retries | Distinguishes failure, timeout, and successful change |
| Token use, API calls, and cost | Detects budget abuse and forecasts spend |
| Rollback or stop events | Shows how the run was contained |
Protect logs from the agent itself. Redact secrets and sensitive payloads while retaining hashes or references needed for forensic reconstruction. Alert on privilege changes, new tool registrations, impersonation, unusual destinations, denied-action spikes, repeated loops, and missing telemetry. Google calls for comprehensive tracing of actions and execution paths; Australian guidance also emphasizes monitoring internal operations and auditing identity and privilege changes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.9. Test in simulation and dry-run before enforcement
Create acceptance tests before granting production write access. The suite should include routine tasks, malformed requests, unavailable APIs, stale data, conflicting signals, prompt injection in logs or tickets, unauthorized destinations, budget exhaustion, and a rollback after a partially completed plan.
- Run the agent against recorded or synthetic environments with no production credentials.
- Verify that it chooses only allowlisted tools and that denied actions stop the run.
- Inject adversarial text into logs, issue descriptions, tool output, and memory; confirm that system policy and approval requirements remain authoritative.
- Measure whether traces contain every decision, argument, result, and approval without leaking secrets.
- Exercise cancellation, timeout, credential revocation, and rollback while tools are in flight.
- Repeat tests after every model, prompt, policy, tool, or infrastructure change.
Where supported, use IAM DRY_RUN or audit mode to observe authorization decisions without enforcing changes. Compare the observed calls with the intended permission matrix, remove unused rights, and fix false denials before moving to enforcement.
10. Roll out in controlled stages
Start with low-risk, read-only workflows such as health summaries, evidence collection, and draft incident timelines. Expand one capability at a time, with an explicit exit criterion for each stage.
Best Value
| Stage | Allowed behavior | Gate to advance |
|---|---|---|
| Simulation | Synthetic data and mocked tools | All safety and evaluation tests pass |
| Shadow mode | Reads live data; no external changes | Useful recommendations, complete traces, no policy bypasses |
| Human-executed proposals | Agent drafts commands or change plans | Approvers can verify scope and rollback reliably |
| Limited automation | Pre-approved, reversible actions on a small target set | Error rate, cost, and blast radius stay within budget |
| Expanded operation | Broader targets or higher concurrency | New evidence supports each increase and rollback remains tested |
Keep a prominent pause control that disables new runs and cancels queued work. Define who may use it, how it is authenticated, and how service owners are notified. A rollback plan must identify the inverse operation, data-restoration source, maximum recovery time, and the point at which humans take over. OpenAI’s deployment guidance recommends simulations, evaluations, controlled rollout, monitoring, and rollback rather than a single production cutover.
11. Choose managed or self-hosted deployment consciously
There is no universally safer hosting model. Compare the two options against the controls you must operate, not against feature lists.
| Decision axis | Managed service questions | Self-hosted questions |
|---|---|---|
| Identity and permissions | Can you use workload identities, per-agent IAM, short-lived credentials, and independent approval identities? | Who operates the identity broker, rotation, revocation, and policy engine? |
| Tool and network isolation | Are tools, MCP servers, sandboxes, and egress destinations allowlisted and inspectable? | Can your cluster enforce network policy, sandboxing, and metadata protection? |
| Data residency and retention | Where are prompts, memory, traces, and backups stored, and how are they deleted? | Can you meet encryption, residency, backup, and deletion obligations? |
| Tracing and audit export | Can decision-level events reach your SIEM and remain immutable? | Who maintains storage, schemas, alerting, and clock integrity? |
| Approval and rollback | Can approvals bind to exact arguments and expire? | Can your change system pause, cancel, and reverse in-flight work? |
| Evaluation and policy testing | Are simulation, dry-run, and regression hooks available? | Will your team build and maintain test environments and fixtures? |
| Operational burden and cost | What usage, storage, egress, and premium-control charges apply? | What is the staffing, patching, capacity, and incident cost? |
Microsoft’s responsibility model is a useful rule: customer responsibility increases as autonomy, tool breadth, and infrastructure ownership increase. Select the model that lets your team demonstrate the required controls continuously, not just during an initial review.
12. Operate the agent as a production service
Deployment is the start of governance. Schedule access recertification, model and prompt review, tool-permission review, incident drills, rollback tests, and reassessment of legal, privacy, and security obligations. Keep a change record linking each release to its evaluation results and approvers.
- Revoke unused permissions and remove tools that no longer have an owner.
- Review spend, latency, denied actions, approval rates, and rollback frequency.
- Re-run injection, leakage, outage, and authorization tests after model or tool updates.
- Drill the emergency stop and credential-revocation path with the on-call team.
- Reclassify data and memory when a workflow expands to a new tenant, region, or system.
- Threat-model new destinations, connectors, and model capabilities before enabling them.
The Australian Cyber Security Centre’s guidance, published 1 May 2026, calls for a security-first approach across design, deployment, and operation, with continuous monitoring and ongoing threat modelling. A centralized baseline covering ownership, identity, lifecycle, observability, data governance, security, and development standards prevents individual teams from silently lowering protections.
