From a safe position, photograph visible markings, record the exact location and condition, then report it to the authority that matches what you can identify. In the United States, a suspected NOAA oceanographic drifter should be reported to NOAA’s Global Drifter Program; a buoy washed ashore should be reported to the nearest Coast Guard District. A leak, suspected hazardous material, immediate danger to people, or a navigation hazard requires faster escalation, including 911 or the appropriate Coast Guard command center.
Start with safety, not identification
A buoy on the sand may be ordinary marine equipment, a navigation aid, an oceanographic instrument, or unrelated debris. You cannot reliably determine which one it is by appearance alone, and a damaged object can have sharp edges, stored energy, batteries, fuel, chemicals, or entangling line. NOAA Marine Debris Program guidance, updated June 22, 2026, states: “If you don’t know what an item is, don’t touch it.” Treat that as the default rule.

Stay clear of unknown or damaged objects
- Do not touch, open, drag, roll, tow, or put the buoy in a vehicle.
- Keep children, pets, and other beach users away. Stand upwind if there is an odor or vapor.
- Do not cut ropes, nets, antenna wires, straps, or fishing gear attached to it; those materials can be under tension or conceal wildlife.
- Back away if the object is leaking, hissing, smoking, unusually warm, badly corroded, swollen, or surrounded by dead fish or an unusual sheen.
Observe from a safe distance
Use your phone’s camera zoom rather than approaching. Record the beach name, nearest landmark or coordinates, date and time, tide or waterline position if relevant, and whether the object is stable or moving. Photograph the entire object and any readable serial number, logo, color band, label, telephone number, or instruction panel. Include a scale reference only if you can do so without getting closer; never place an object beside it for comparison.

Markings and apparent function determine the first organization to contact. Condition and risk can override that choice: an otherwise identifiable drifter that is leaking is an emergency or hazardous-material report, not a routine recovery request.

| What you can establish safely | Typical clues | First action in the United States |
|---|---|---|
| Possible NOAA oceanographic drifter | A surface float carries NOAA, Global Drifter Program, project, serial, or contact information; the design appears intended to travel with currents rather than mark a channel. | Send all information printed on the float to a member of NOAA’s Global Drifter Program. |
| Buoy washed ashore, function unclear | Large float, navigation-style colors or fittings, heavy chain or hardware, or no readable program identification. | Report it to the nearest U.S. Coast Guard District. |
| Potential navigation hazard | Large debris, equipment in a shipping approach, channel, inlet, harbor, or surf zone where vessels could strike it. | Immediately contact the nearest Coast Guard Sector Command Center. |
| Leaking or potentially hazardous debris | Unknown liquid, powder, gas, strong chemical odor, smoke, fire, damaged battery housing, or a sheen in water. | Keep away; contact 911 for a serious immediate danger and the relevant local, state, environmental-health, or hazardous-material authority. The National Response Center number in this guidance is 1-800-424-8802. |
| Outside the United States | The object is found in another country or territory. | Use that location’s maritime safety, coast guard, harbor-master, environmental, and emergency channels; U.S. contacts may not dispatch there. |
If it looks like a NOAA drifting buoy
An oceanographic drifter is built to move with currents and collect measurements. NOAA’s Global Drifter Program asks anyone who finds one to contact the program with “any/all information listed on the surface float.” The printed information is therefore more useful than a guess based on shape or color.
Prepare the report
- Photograph the surface float and every readable panel from a safe distance.
- Transcribe the identification number, project name, organization, phone number, email address, and any handling instruction exactly as printed.
- Provide the discovery location as precisely as possible, including beach, municipality, state or territory, country, and coordinates if your phone captured them.
- State when you found it and describe its condition: intact, beached, floating nearby, tangled, broken, leaking, or missing components.
- Contact a member of the Global Drifter Program using the contact information associated with the program or printed on the float. Include the photographs and all observed details.
What NOAA may do
NOAA says it may attempt to redeploy a drifter when its batteries and sensors are still operational. That decision belongs to the program. Do not test the electronics, recharge a battery, replace parts, push the instrument back into the water, or transport it to another site unless NOAA or a local authority gives you specific instructions.

Do not generalize the drifter disposal advice
For a Global Drifter Program drifter that is no longer operational, NOAA says it can be disposed of as an alkaline-battery product. That statement applies to the program’s own drifters and does not identify the contents or disposal method for an unknown buoy. An unidentified or damaged object should remain untouched until the responsible authority provides handling instructions.
If it is a buoy washed ashore
The Coast Guard Office of Navigation Systems gives a specific answer for a buoy found on a beach: report it to the nearest Coast Guard District. This remains the appropriate route when you cannot establish that the object is a NOAA drifter or another named research program.

Information to give the Coast Guard
- Exact location, including the beach, access point, nearest landmark, and coordinates if available.
- Whether it is above the high-tide line, in the surf, in a channel, near a jetty, or obstructing a launch or landing area.
- Visible colors, numbers, lights, radar reflectors, bells, chains, anchors, solar panels, and agency or owner markings.
- Approximate dimensions and whether it is stable, drifting back into the water, or likely to be moved by the next tide.
- Any damage, entanglement, leaking fluid, odor, exposed wiring, sharp metal, or injured wildlife.
- Your photographs and the time of observation.
Escalate hazards immediately
Routine identification and emergency reporting are different jobs. Do not wait for a program email response if the buoy threatens people, vessels, or the environment.
Immediate danger to people
Call 911 when there is fire, an active spill, toxic vapor, an explosion risk, a person injured or trapped, or another serious hazard requiring immediate attention. Tell the dispatcher that the object is unidentified marine equipment, give the precise location, and describe what you observed without approaching it.

Possible hazard to navigation
For large debris or equipment that could be struck by vessels, NOAA advises immediately contacting the nearest Coast Guard Sector Command Center. This is especially important in a harbor entrance, shipping lane, inlet, or other navigable waterway. Explain whether the object is still afloat, partly submerged, or likely to refloat with the tide. Do not enter the water to secure it or attempt to tow it.

Leaking or potentially hazardous material
Keep people away and avoid contact with liquid, residue, vapor, smoke, or contaminated sand. NOAA advises contacting local authorities, the relevant state emergency-response or environmental-health agency, and the National Response Center at 1-800-424-8802. Those contacts and procedures are U.S.-specific. If the situation is an immediate threat, call 911 first and follow the dispatcher’s instructions.

What not to do after you report it
- Do not take the buoy home as a souvenir or store it in a garage, boat, or car.
- Do not post an exact location publicly if doing so could draw people into a hazardous area; give it directly to responders.
- Do not assume that a familiar color pattern proves ownership. Navigation aids, research instruments, fishing gear, and private equipment can look similar.
- Do not return an object to the sea. A navigation aid put back in the wrong position can create a hazard, and a damaged instrument may pollute or drift into shipping traffic.
- Do not dispose of an unidentified buoy through household trash, a marina dumpster, or a beach-cleanup collection unless the responsible authority explicitly approves that method.
If responders ask you to document the site
Only do additional documentation if it can be done without touching or approaching the object. From a public, safe position, note whether the tide is rising, whether waves are moving it, and whether people or boats are entering the area. Keep the original photographs and preserve the timestamps. If you already handled the item before recognizing the risk, tell responders exactly what you touched and whether any liquid contacted your skin, clothing, or equipment; do not conceal that information.
Reporting outside the United States
The Coast Guard District, Coast Guard Sector Command Center, 911, and National Response Center instructions above are U.S.-oriented. Other countries may assign responsibility to a coast guard, maritime safety agency, harbor master, police or fire service, environmental regulator, or local municipality. Use the emergency number and maritime reporting system for the country where the buoy is located. If the float carries a research-program contact, you can also notify that program, but local authorities still need to know about a hazard to navigation or people.
A quick decision checklist
- Stop and look: Is it unknown, damaged, leaking, energized, entangled, or otherwise unsafe? If yes, keep away.
- Document safely: Capture markings, location, time, condition, and photographs without moving closer.
- Match the channel: NOAA Global Drifter Program for a clearly marked NOAA drifter; nearest Coast Guard District for a buoy washed ashore; Coast Guard Sector Command Center for a navigation hazard.
- Escalate danger: Call 911 for an immediate serious threat. For potential hazardous material in the United States, also use local or state emergency channels and the National Response Center at 1-800-424-8802.
- Wait for instructions: Leave recovery, redeployment, transport, and disposal to the agency that accepts the report.
Why identification matters
The safest response depends on both what the object is and what condition it is in. A functioning NOAA drifter may be recoverable or redeployable by its program. A navigation buoy belongs in the Coast Guard’s reporting system. A leaking or obstructive object needs emergency or hazardous-material attention regardless of its label. When the identity is uncertain, preserving distance and providing accurate observations gives responders the information they need without turning a beach discovery into an injury, contamination, or navigation incident.
