A newline in extracted PDF text is not proof of an author-created paragraph break. PDF text is positioned for display, and extraction software infers lines and whitespace from drawing instructions and layout. Use character coordinates as evidence of how text is arranged on the page, then decide whether neighboring lines belong together by considering their geometry and context.
Why a PDF newline does not settle the question
PDFs generally describe where and how text is drawn, not whether a line ending was a soft wrap or a deliberate paragraph break. Glyph positions result from text state, transformation matrices, font metrics, and spacing adjustments; those positions do not carry paragraph labels. Text strings can also be emitted at arbitrary lengths and in an order that differs from natural reading order.

Adobe Systems Incorporated’s PDF Reference, Third Edition, section 5.3.1, says: “Strings presented to the text-showing operators may be of any length—even a single character per string—and may be placed on the page in any order.” The PDF 32000-1:2008 specification likewise describes glyph positioning in terms of text-space transformations, glyph displacement, and spacing parameters. A newline in extracted text is therefore an extractor’s representation of page layout, not a definitive semantic marker.

Work from the smallest useful geometry outward: characters to words, words to visual lines, lines to blocks, and blocks to page regions. Keep the original coordinates and line breaks while making these inferences; that lets you review or undo a questionable join.

- Identify the page region first. Separate columns, sidebars, captions, tables, and other regions before ordering lines. Sorting every line on a page from top to bottom and then left to right can interleave columns.
- Compare neighboring lines within that region. Look at baseline or vertical-center alignment, horizontal start and end positions, line width, indentation, and vertical spacing.
- Look for a consistent paragraph pattern. A line ending near the block’s right edge followed by a line that resumes at the block’s usual left margin, with ordinary within-paragraph spacing, is evidence of a soft wrap.
- Check for structural signals. A larger-than-usual vertical gap, a new first-line indent, a heading, list marker, table alignment, or change of page region supports keeping a boundary or preserving a separate structure.
- Record the decision and its confidence. Keep source positions alongside normalized text, and mark joins as high-confidence or heuristic rather than silently treating every decision as certain.
These are practical layout inferences, not universal rules or fixed numeric thresholds. Their reliability depends on the document and should be checked on representative pages.
How to handle ambiguous cases
Paragraph boundaries
Vertical separation greater than the document’s ordinary line spacing, a new first-line indent, or surrounding structure can indicate a new paragraph. No single cue proves it: compare the line with the typography and spacing elsewhere in the same text block.

Headings, lists, and tables
Do not flatten visibly distinct structures into prose just to remove newlines. Preserve headings, list items, and table relationships when numbering, bullets, aligned columns, borders, or spacing indicate separate units.
End-of-line hyphens
Do not automatically delete a line-ending hyphen. It may mark a word split for wrapping, or it may be part of a compound word. Retain the original glyph and use lexical or contextual checks; keep the original form when the distinction remains uncertain.

Columns and mixed layouts
Detect columns and other page regions before reconstructing reading order. Work on academic PDF extraction treats column detection and filtering non-body text as distinct stages before sentence and paragraph reconstruction; it is an example of an approach, not evidence of universal accuracy.
Scanned pages
If a page is only an image, there may be no original text glyph coordinates to inspect. Coordinates produced after optical character recognition describe OCR output, so line segmentation also depends on the recognition and layout-analysis process. Treat those coordinates as OCR-derived evidence, not as original PDF text placement.

What different extraction tools expose
Choose a representation that preserves enough structure to inspect the page, and test it against the kinds of documents in your collection. The following are documented capabilities, not results of a controlled accuracy comparison.

Compare candidates on geometry granularity, reading-order controls, whitespace behavior, handling of columns and mixed layouts, traceability to source positions, and ease of visual spot-checking. The documentation describes different interfaces and heuristics; it does not establish one universally most accurate library.

How to validate reconstructed text
- Render and inspect representative pages, including ordinary paragraphs and difficult layouts.
- Check uncertain joins against the visible line spacing, indentation, columns, headings, lists, and tables.
- Keep a reversible record: original extracted text and geometry, plus any normalized version and the decisions used to create it.
- Avoid universal point or pixel thresholds unless they have been calibrated and evaluated for the document collection in question.
There is no generalizable accuracy statistic established here for recovering true paragraph or line boundaries from PDFs. A success percentage is meaningful only when it is tied to a dataset, evaluation method, and source that actually reports it. For important output, validate the inferred flow against rendered pages and retain uncertainty where the visual evidence does not decide the case.
