A useful way to map it is to look at two distinct public signals: the broad “Environment, Energy & Society” category in the government-backed J-Startup directory, and seven research and development projects selected by Japan’s Ministry of the Environment in 2025. Neither source ranks companies or proves commercial scale, so the examples below are best read as a guide to activity—not a league table.
How to interpret Japan’s cleantech startup lists
There is no consistent official ranking of Japan’s “prominent” cleantech startups in the sources cited here. J-Startup directory membership and selection for a government-supported project are signals of ecosystem visibility. They do not establish market leadership, technical superiority, revenue, deployment, or commercial readiness.

The J-Startup directory, operated under Japan’s Ministry of Economy, Trade and Industry (METI), includes an “Environment, Energy & Society” category. Its breadth makes it useful for finding candidate companies, but category inclusion alone does not show that each company fits a narrow definition of cleantech. See the J-Startup directory.
A different snapshot comes from the Ministry of the Environment’s 16 September 2025 announcement of seven selected startup-support projects. The projects focus on research and development related to reducing energy-related CO2 emissions. Several are explicitly feasibility studies or proof-of-concept work, and the announcement does not establish that they have reached commercial deployment. Read the ministry’s project announcement.

What Japan’s 2025 supported projects are exploring
The ministry named seven selected projects, covering approaches from industrial electrolysis and wireless power to recycling and green ammonia. Their stated project stages matter: they should not be mistaken for seven commercially available products.

The descriptions identify proposed or studied technology areas, not verified performance or market outcomes. The ministry’s announcement does not provide comparable company-level figures for revenue, deployments, or funding.

J-Startup directory names to explore
Examples visible in J-Startup’s “Environment, Energy & Society” category include INTER HOLDINGS, Innoqua, JEPLAN, Pirika, Shizen Energy, Kyoto Fusioneering, Sagri, GRA, Challenergy, and WOTA. The directory listing is a discovery signal; it is not, by itself, evidence of a specific technology, current operating scale, or a comparable commercial stage. Check each company’s own current materials before relying on a particular product or deployment claim.

Why government programs are part of the picture
Japan’s cleantech map includes technologies that can require long development timelines and substantial research investment. The New Energy and Industrial Technology Development Organization (NEDO) lists multiple startup-support programs, including deep-tech startup support and a Green Transformation (GX) field program. This is ecosystem context, not evidence that every company named in this article received NEDO funding. Review NEDO’s startup-support programs.

METI reported that 31 companies were newly selected in the fifth J-Startup selection on 13 March 2025. That figure covers the full selection round, not cleantech companies alone. METI says selection connects companies with government support measures and private-sector supporters. Read METI’s announcement.
National climate targets are context, not startup results
In its 2025 announcement, the Ministry of the Environment cited Japan’s national target to reduce greenhouse-gas emissions by 46% by fiscal 2030 compared with fiscal 2013, and to achieve carbon neutrality by 2050. These are national policy targets, not outcomes attributable to any one startup or project.

A practical way to assess companies beyond the lists
For a more meaningful comparison, use the same questions for each company rather than treating directory presence or selection as a proxy for performance:

- What exactly is documented? Separate a stated technology concept from a tested system, a demonstration, a customer deployment, or an available service.
- What stage is named? Preserve terms such as feasibility study, research, development, proof of concept, and demonstration; they are not interchangeable.
- What evidence supports scale? Look for specific deployment, customer, operating, or financial information in current company materials rather than inferring it from public selection.
The official sources cited here do not provide comparable performance, revenue, deployment, or funding metrics across the named firms, so a quantitative ranking would not be supported.
