Which Indian Cloud Region Has the Lowest Latency for a YouTube Livestream?

Mumbai and Delhi are cloud-region candidates, not proven YouTube Live latency winners. Test the actual assigned ingest route with matched settings and compare stream stability and end-to-end delay.

There is no evidence-backed universal winner: neither Mumbai nor Delhi can be declared the lowest-latency Indian cloud region for YouTube Live without testing the actual route from the chosen server to the YouTube ingest endpoint assigned to your stream. Compare matched test streams and choose the location that repeatedly delivers stable ingest and the best end-to-end result—not the one with the lowest generic ping.

What “lowest latency” means for a YouTube livestream

YouTube defines stream latency as the delay between an encoder or camera capturing an event and that event appearing on a viewer’s stream. It is an end-to-end measure, not simply the round-trip time (RTT) between a cloud VM and some network endpoint. Encoder settings, ingest, YouTube processing and delivery to viewers all affect what viewers experience.

A low ping to a cloud provider’s test endpoint—or a low RTT between two cloud regions—does not establish that a VM has a fast or reliable route to YouTube Live. It may help with general network planning, but it is not a YouTube ingest benchmark.

What is known about Indian cloud regions

Google Cloud documents two Indian regions: Mumbai (asia-south1) and Delhi (asia-south2). They are reasonable candidates to test if they are available for your workload. Their presence in the region catalog does not show which one reaches YouTube ingest faster.

Google’s Live Stream API location documentation concerns Google’s managed streaming product. Its availability and location guidance are not a comparison of YouTube Live ingest routes from customer VMs. Similarly, cloud latency dashboards measure specific paths and endpoints: Google reports median RTT between geographic areas and regions containing VMs, while Microsoft’s regional statistics describe RTT within its Azure backbone. Neither establishes the route from your VM to YouTube.

How to compare regions fairly

  1. Choose candidate locations. Select regions actually offered for your cloud provider and VM workload. For Google Cloud in India, Mumbai and Delhi are documented candidates; other providers have their own availability and location options.
  2. Use YouTube’s assigned ingest details. In YouTube Live Control Room, obtain the stream URL and key for the test and enter them in your encoder. YouTube’s RTMPS guidance says to copy the URL shown there. Do not assume a city-specific ingest address or substitute a generic ping target for the assigned ingest endpoint.
  3. Hold the test setup constant. Use the same encoder version, resolution, frame rate, bitrate, protocol and stream configuration in every region. Keep the test content and measurement method consistent too. Otherwise, a difference cannot be attributed confidently to region.
  4. Repeat at representative times. Run tests from each candidate more than once, including at times that resemble your intended operating schedule. Record connection stability, dropped frames, YouTube stream-health warnings, ingest behavior and capture-to-viewer delay.
  5. Compare like with like. Keep the protocol constant. If your production setup permits RTMP or RTMPS, do not test one region using RTMP and another using HLS and attribute the result to geography. YouTube says HLS has higher latency because it sends video in segments rather than as a continuous stream like RTMP.
  6. Choose for the whole workload. Prefer repeatable stream performance, while also accounting for availability, resiliency, cost and proximity to other services your workflow depends on. A marginal latency result may not be worth a less suitable operational or cost trade-off.

This is a practical comparison method based on YouTube’s advice to test and monitor streams; it is not a published YouTube ranking of cloud regions.

TP-Link AX1800 WiFi 6 Router (Archer AX21 V5) | Dual Band Wireless Internet, Gigabit, Easy Mesh, Works with Alexa - A Certified for Humans Device
  • DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
  • AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
  • CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
  • EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
  • OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.

Latency, protocol and stream health

Protocol changes can affect latency independently of server location. YouTube’s HLS setup guidance explains that HLS has higher latency because it sends video in segments, and says ultra-low-latency mode is disabled for HLS. If you compare locations, use the same protocol throughout. If you are choosing a production protocol, weigh its latency and workflow requirements separately from the cloud-region decision.

YouTube recommends testing upload bitrate, testing the stream before an event and monitoring stream health. Make sure each candidate region can sustain the bitrate you intend to use, and treat dropped frames or health warnings as material results even if a basic ping looks good. A slightly lower RTT is not useful if the stream is less stable.

TP-Link Dual-Band AX3000 Wi-Fi 6 Wireless Gigabit Internet Router for Home | EasyMesh, VPN Clients & Server, HomeShield, OFDMA, MU-MIMO, USB 3.0, Secure by Design - Archer AX55
  • Next-Gen Gigabit Wi-Fi 6 Speeds: 2402 Mbps on 5 GHz and 574 Mbps on 2.4 GHz bands ensure smoother streaming and faster downloads; support VPN server and VPN client¹
  • A More Responsive Experience: Enjoy smooth gaming, video streaming, and live feeds simultaneously. OFDMA makes your Wi-Fi stronger by allowing multiple clients to share one band at the same time, cutting latency and jitter.²
  • Expanded Wi-Fi Coverage: 4 high-gain external antennas and Beamforming technology combine to extend strong, reliable, Wi-Fi throughout your home.
  • Improved Battery Life: Target Wake Time helps your devices to communicate efficiently while consuming less power.
  • Improved Cooling Design: No heat ups, no throttles. A larger heat sink and redefined case design cools the WiFi 6 system and enables your network to stay at top speeds in more versatile environments.

Why public ping and regional dashboards are not enough

  • They may test a different destination. RTT to a provider’s regional endpoint is not RTT to the YouTube ingest server assigned through Live Control Room.
  • They may measure a different network scope. A provider’s inter-region or internal-backbone statistics describe the provider’s stated paths, not necessarily the route from your VM out to YouTube.
  • They do not measure viewer delay. YouTube’s stream-latency definition covers the path from capture to display, not only the VM-to-ingest network leg.
  • They do not capture stream health. A ping alone cannot tell you whether the actual stream sustains its bitrate or triggers dropped-frame and health warnings.
