Protect first the information that must remain confidential for the longest time. An attacker can copy encrypted files or traffic now and try to decrypt those captures later if a cryptographically relevant quantum computer becomes available. The first priorities are therefore long-lived secrets—such as national-security information, personally identifiable information (PII), trade secrets, personal health information (PHI), and sensitive justice-system records—along with the systems, keys and suppliers that handle them.
There is no universal queue for every organization. After secrecy lifetime, rank systems by mission impact, safety and operational criticality, cryptographic role, interconnections, information sharing and the effort and timing required to migrate them.

Why secrecy lifetime comes before data volume
Traditional security planning often emphasizes what is easiest to steal or what is most valuable today. Quantum-risk planning adds a different question: How long would disclosure remain harmful? If a record will still be sensitive years or decades from now, an adversary can collect its encrypted form today and wait. This is commonly called “harvest now, decrypt later.” The joint CISA, NSA and NIST factsheet dated August 17, 2023, warns that early planning is necessary because threat actors could target data now that will still require protection in the future.

Examples of long-secrecy-lifetime information
- National-security information: plans, intelligence and mission data whose sensitivity outlasts current operations.
- Personally identifiable information: identity, financial, employment or account records that could enable fraud or lasting harm if exposed later.
- Industrial trade secrets: source designs, formulas, research results and manufacturing methods that retain commercial value.
- Personal health information: medical histories, genomic information and treatment records that remain private even after a specific episode of care ends.
- Sensitive justice-system information: investigative, witness, victim, court or correctional records whose disclosure could threaten people or proceedings.
These categories are examples from CISA critical-infrastructure guidance, not a complete list. Your own retention obligations, contracts, mission requirements and threat model determine whether another dataset belongs above or below them.
Rank the systems that protect the data
Data rarely sits in one database. A priority record may pass through applications, identity services, backups, messaging systems, cloud platforms, supplier products and operational technology (OT). A migration plan that changes only the obvious storage system can leave the same information exposed in transit, in a backup or inside a signing service.
Cryptographic functions to locate
- Storage protection: encryption on databases, file systems, archives, removable media and backups.
- Communications protection: encrypted links between users, sites, applications, cloud services and external partners.
- Identity and access: certificates, authentication mechanisms, privileged-access controls and authorization services.
- Key management: hardware or software key stores, key-generation services, escrow, rotation and recovery processes.
- Signing and integrity: software, firmware, documents, updates, certificates and transaction signatures.
- Trust dependencies: directory services, certificate authorities, build pipelines, time services and supplier-managed components.
Key stores and signing keys deserve special attention because compromise can affect many datasets or allow an attacker to impersonate a trusted system. A system that does not store the records itself may still be a high-priority control point if it authenticates users, issues certificates or signs updates.

- List information assets. Start with datasets rather than application names. Record what the information contains, who owns it, where copies and backups exist, and the date or event after which disclosure would no longer cause material harm.
- Set a confidentiality horizon. For each dataset, state how long secrecy is required: months, several years, the life of a product, a person’s lifetime or an indefinite period. Document the legal, contractual, safety and mission reason for that horizon.
- Describe the consequence of disclosure. Consider national-security, safety, health, privacy, financial, legal and competitive effects. Include harm to individuals and partners, not only direct loss to your organization.
- Map every processing path. Connect each dataset to storage, transmission channels, identity controls, key stores, signing processes, applications, cloud services, suppliers and external recipients.
- Identify quantum-vulnerable dependencies. Record the algorithms and protocols in use, certificate and key lifetimes, where cryptographic libraries are embedded, and which components cannot be upgraded without replacement.
- Rank by lifetime and impact. Give the earliest attention to information with long confidentiality requirements and systems whose failure would affect safety, essential services, mission delivery or many downstream systems.
- Add reach and exposure. Increase priority when a system connects many environments, shares information externally, serves numerous tenants or concentrates high-value keys.
- Check migration feasibility. Ask what upgrade, replacement, testing and downtime are required, and when the responsible supplier expects to support the needed post-quantum changes.
- Assign ownership and a date. Name the business owner, security owner and technical owner. Set a discovery deadline, a decision checkpoint and a migration target that can be tracked.
Compare competing systems with the same criteria
When several projects request the same engineering capacity, compare them consistently. The table is a practical decision aid; it is not an official scoring formula. Use qualitative ratings or your own documented weights.
| Criterion | Questions to ask | Signals for earlier action |
|---|---|---|
| Required secrecy lifetime | How long would disclosure still cause harm? | Decades-long, indefinite or legally protected confidentiality |
| Impact and criticality | What mission, safety, financial or operational function depends on the system? | Essential services, safety functions, irreplaceable operations or high-impact decisions |
| Cryptographic role | Does it encrypt data, authenticate users, control access, hold keys or sign software and firmware? | Root keys, signing keys, certificate authorities or shared identity services |
| Dependency and reach | Which systems, suppliers, cloud services and external partners rely on it? | Many interconnections, broad information sharing or a single service protecting many environments |
| Migration effort and timing | What upgrades or replacements are needed, and when can the supplier deliver them? | Long procurement cycles, embedded devices, infrequent updates or uncertain supplier support |
A system can rank high even when its own data is not especially sensitive if it controls access to higher-value information. Conversely, a very sensitive dataset may require a coordinated program rather than an immediate isolated change if its suppliers or devices cannot yet be upgraded safely.
Operational technology and high-impact environments
OT, industrial control and other high-impact environments require a broader assessment than a server inventory. CISA states that prioritizing one system over another for cryptographic transition depends heavily on an organization’s functions, goals and needs.
Questions for OT owners
- Could a cryptographic failure interrupt a process, create a safety hazard or stop an essential service?
- Which controllers, gateways, engineering workstations and maintenance links exchange sensitive information?
- Are firmware signatures, remote-access credentials or vendor update channels part of the trust chain?
- How often can equipment be patched, and what testing or outage window is required?
- Which systems must continue operating during a transition, and what compensating controls are available?
Inventory datasets that need extended protection as well as the assets and keys that protect them. Include equipment that is difficult to replace, isolated today but connected during maintenance, or dependent on a supplier’s long product-support cycle.

Build a cryptographic inventory before choosing a migration order
Discovery is often the hardest part because cryptography is embedded in applications, libraries, appliances, scripts and supplier services. Create a record that can be searched and updated rather than a one-time spreadsheet that becomes obsolete.
Minimum inventory fields
- System, application, device or service name and accountable owner
- Datasets handled and required confidentiality lifetime
- Storage and transmission locations, including backups and replicas
- Algorithms, protocols, certificates, key sizes, key stores and signing functions
- Certificate and key expiration, rotation and recovery procedures
- Upstream and downstream connections, cloud services and external information recipients
- Supplier, product version, support status and stated post-quantum upgrade path
- Operational constraints, testing requirements, downtime limits and replacement lead time
- Current risk rating, planned action, dependencies and target date
Validate automated discovery with system owners. A scanner may miss cryptography in custom code, firmware, legacy devices or a supplier-managed service, while an owner may know about a connection that is not visible from network records.
Engage suppliers and cloud providers early
Your organization cannot complete a migration if a critical product, service or partner has no compatible update. Ask each supplier for concrete information rather than relying on a broad announcement.
Questions that produce usable answers
- Which product versions and deployment modes support the relevant post-quantum standards or transition mechanisms?
- When will support reach your exact edition, appliance, firmware branch or managed-service region?
- Will migration require new hardware, certificates, key stores, licenses, data conversion or an outage?
- How will existing encrypted data, backups, signatures and archived records remain accessible after a change?
- What testing evidence, interoperability limits and rollback procedures are documented?
- Who owns the change when the service is shared with other customers, and how much notice is provided?
Capture expected upgrade timing, dependencies and costs in the roadmap. Treat an uncommitted future feature as a planning risk, not as proof that a system is ready.

Turn priorities into a migration program
Quantum readiness is a program of governance, inventory, architecture and controlled change. It is not a single software switch.
Phase 1: establish accountability
Create an executive sponsor, a security lead, technical owners and representatives from procurement, legal, privacy, operations and major suppliers. Define what “protected” means for each dataset: upgraded cryptography, reduced exposure, a compensating control or an approved exception.
Phase 2: discover and assess
Complete the dataset and cryptographic inventories, identify long-secrecy information, map dependencies and record the consequences of disclosure or system failure. Separate confirmed facts from assumptions so that unknowns receive owners and due dates.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Phase 3: test representative paths
Use non-production environments to test certificates, key rotation, authentication, signing, backups, interoperability, performance and rollback. Include the oldest supported client, the most constrained device and the busiest integration rather than testing only an ideal path.
Best Value
Phase 4: sequence production changes
Start with high-lifetime, high-impact assets and shared cryptographic control points. Coordinate changes across connected systems, preserve recovery procedures and monitor authentication, signatures, latency and failure rates. Keep a rollback plan that does not restore an obsolete trust path indefinitely.
Phase 5: maintain the inventory
Make cryptographic records part of architecture review, procurement, supplier management, incident response and system retirement. Reassess priorities when data retention, business impact, interconnections or supplier support changes.
What the 2035 criterion does—and does not—mean
CISA’s federal strategy uses a specific inventory criterion: information recorded now that would still be mission-sensitive if a cryptographically relevant quantum computer decrypted it in 2035. That year is a reporting and inventory scenario for the federal strategy. It is not a universal deadline for every organization and is not a prediction that quantum capability will arrive in that year.
Organizations outside that federal context can use the underlying question without adopting the date: if an adversary captured this information now, would it still be sensitive when future decryption became possible? Set the horizon using your mission, legal duties, contracts and risk tolerance.
Common mistakes that delay protection
- Sorting only by today’s data volume: a small archive can have a much longer secrecy lifetime than a large operational dataset.
- Counting storage but not copies: backups, logs, exports, email, analytics stores and supplier replicas may preserve the same secret.
- Ignoring keys and signatures: control-plane compromise can expose or falsify many otherwise protected systems.
- Assuming an announcement equals readiness: verify support for your product edition, firmware, region and deployment model.
- Leaving suppliers out of the plan: an unupgradable dependency can determine the schedule for an entire service.
- Treating OT like ordinary IT: patch windows, safety testing and long equipment lifetimes change the migration sequence.
- Using 2035 as a blanket cutoff: a federal criterion should not replace an organization-specific confidentiality horizon.
- Waiting for a dated forecast: the guidance calls for preparation and migration planning, not certainty about when a quantum computer will exist.
A concise first-90-day checklist
- Name an accountable program owner and identify the business owners for sensitive datasets.
- List information requiring extended confidentiality and record the reason and duration.
- Map storage, transmission, backups, identities, keys, signatures, suppliers and cloud services.
- Mark systems with high mission, safety or operational impact, including OT.
- Identify unknown cryptographic dependencies and assign discovery work.
- Ask critical suppliers for product-specific post-quantum plans, timing, prerequisites and rollback details.
- Approve a ranked roadmap that shows dependencies, decision dates and exceptions.
- Begin controlled testing on representative systems while continuing inventory work.
The result should be a living, evidence-based queue: long-lived secrets first, then the systems and trust mechanisms whose failure would expose them or disrupt essential functions.
