The World Bank reports gross savings equal to 60% of gross national income (GNI) for Qatar in 2022 and 48% for Singapore in 2025. These are selected, differently dated observations—not a same-year contest or a complete top ten.
To answer “Which countries save the most?” responsibly, first specify the indicator and its denominator. To answer “Why don’t they all invest it?”, distinguish national saving from domestic investment: their difference is reflected in the current-account balance.

What does it mean for a country to save?
National saving is broader than household saving. The OECD defines its saving rate as the share of GDP saved by households, businesses, and government. Its stated measure is net of depreciation and expressed as a percentage of GDP. OECD: Saving rate
Household saving is narrower: it is the part of household income not spent on final consumption. Depending on the source and country, a household saving rate may be measured against disposable household income and reported gross or net of depreciation. It cannot be treated as the whole country’s saving rate. OECD: Household savings

The World Bank also publishes two national measures with different denominators: gross savings as a share of GNI and gross domestic savings as a share of GDP. Those percentages are not interchangeable. Gross domestic savings reflects national accounts after final consumption; gross savings divided by GNI uses a different base. World Bank: Gross savings (% of GNI) World Bank: Gross domestic savings (% of GDP)
What do the available country figures show?
The two country observations available here use the same indicator—World Bank gross savings as a percentage of GNI—but come from different years. They illustrate why a latest-available comparison is not a synchronized ranking.

| Economy | Indicator | Observation | Year |
|---|---|---|---|
| Qatar | Gross savings (% of GNI) | 60% | 2022 |
| Singapore | Gross savings (% of GNI) | 48% | 2025 |
Source: World Bank, Gross savings (% of GNI). The World Bank labels the latest observation separately for each country. Its indicator draws on official country statistics, national statistical offices, national accounts, central banks, and staff estimates. Always check the year alongside the percentage; the figures above do not establish which countries lead in a common year.
A genuine top-ten list would require one defined indicator and a single reference year with comparable coverage for all ten economies. Mixing household saving rates with whole-economy rates, or GDP and GNI denominators, would produce a misleading ranking. The OECD’s household-saving series is a separate comparison: its Economic Outlook 117, Annex Table 28, measures household saving as a percentage of disposable household income, notes that reporting systems and gross-versus-net treatment differ, and includes forecasts as well as observed years. Why can national saving differ from domestic investment?
Saving is not a pot that must be spent on investment inside the same country. The IMF states the accounting identity: “Savings (S) minus investment (I) is equal to the current account balance (CAB).” In shorthand, S − I = CAB. IMF, World Economic Outlook Statistical Appendix, October 2024
- When saving exceeds domestic investment, the current account is in surplus under this identity. The economy’s saving is not all matched by domestic investment; its external balance reflects the difference.
- When domestic investment exceeds saving, the current account is in deficit. The economy invests more domestically than it saves nationally, with the difference reflected in its external balance.
This is an accounting relationship, not a verdict on whether an economy is thrifty, wasteful, or investing well. It also does not mean that national saving is identical to household purchases of overseas assets: the identity concerns economy-wide saving, domestic investment, and the current account.

Why household wealth is not the same as a saving rate
An annual saving rate is a flow: it measures saving over a period. Financial assets are stocks held at a point in time. OECD financial accounts and balance sheets report sectoral holdings such as deposits, debt securities, loans, equity and fund shares, insurance, and pension entitlements. Those holdings can help explain how households or other sectors hold wealth, but they are not an annual national saving rate. OECD: Household financial assets OECD: Household debt

- Check the denominator: GDP, GNI, and household disposable income measure different bases.
- Check the scope: a whole-economy rate includes more than households.
- Check gross versus net: net saving deducts depreciation; gross saving does not.
- Check the observation year: latest-available country figures may refer to different years, and a series may include forecasts.
- Keep saving separate from investment: compare domestic investment or the current-account balance only when the source and period match.
A high national saving rate therefore does not show by itself that households are investing more, that saving is being invested domestically, or that an economy’s investment is productive.
