AWS Professional Services, IBM Consulting, Accenture, Deloitte and Capgemini each describe relevant migration or transformation services, but the available official descriptions do not establish a universal winner or comparable delivery results.
Five cloud migration consulting companies to consider
This is a criteria-led starting shortlist, not a definitive ranking. Provider service descriptions show what each company says it offers; they do not independently verify quality, customer satisfaction, price or outcomes. Offerings and positioning can change, so confirm the scope directly when seeking proposals.

| Provider | What its cited offering describes | Useful fit to investigate |
|---|---|---|
| AWS Professional Services | AWS describes migration supported by frameworks and automated tools, alongside modernization and services focused on scale and security. It distinguishes AWS Professional Services from third-party AWS Partners, and says combining them can bring technical expertise, industry knowledge, choice and longer-term support. AWS Professional Services | Teams targeting AWS that want to consider the cloud vendor’s own services separately from an AWS Partner or a combined model. |
| IBM Consulting | IBM describes end-to-end migration for public, private and hybrid clouds, including on-premises-to-cloud, cloud-to-cloud and data-center modernization. Its page names AWS, Microsoft Azure, Google Cloud and Oracle Cloud, and presents migration as a foundation for modernization and AI readiness. IBM Consulting cloud migration | Organizations evaluating multiple named platforms, hybrid environments or data-center modernization. |
| Accenture | Accenture describes migration, optimization and managed services across AWS, Azure and Google Cloud. Its AWS group outlines a delivery continuum from strategy through migration to operations. Accenture’s cloud page says the company was positioned as a Leader in the 2026 Gartner Magic Quadrant for Public Cloud Optimization and Transformation Services; that is Accenture’s account of its positioning, not an independent assessment made here. Accenture cloud services · Accenture AWS services | Teams seeking proposals that cover migration plus optimization or ongoing operations across the platforms named on its pages. |
| Deloitte | The cited Deloitte US service page focuses on Microsoft technology and Azure hybrid cloud, including application modernization and migration. Deloitte says it starts with desired business outcomes and considers cloud-native capabilities. Deloitte Microsoft cloud services | Organizations considering Azure hybrid cloud and application transformation. The cited evidence is Azure-focused; it does not establish equal coverage across other hyperscalers. |
| Capgemini | Capgemini describes cloud transformation across partner ecosystems, with roadmaps that include application migration, application modernization and cloud-native development. Capgemini cloud services | Teams looking to assess migration as part of a broader transformation roadmap and partner ecosystem. |
These five are a useful evidence-backed starting set, not an exhaustive directory of regional specialists or systems integrators.

Match platform expertise to your environment
Start with the destination platform and any planned multi-cloud strategy. Among the offerings cited here, IBM names AWS, Azure, Google Cloud and Oracle Cloud; Accenture names AWS, Azure and Google Cloud; the cited Deloitte page is focused on Microsoft and Azure; and AWS Professional Services is AWS-focused. Ask each bidder to identify the specific teams and recent work relevant to your intended architecture rather than relying on a broad company-wide capability claim.
#1 Best Overall
Define the workload scope, not just the move
Ask whether the proposed engagement includes discovery, migration planning, execution, application refactoring, data movement, testing, cutover and rollback. The provider pages establish migration and modernization as general service areas, but do not offer a consistent, phase-by-phase comparison. Treat each phase as a procurement question and make the answers explicit in the statement of work.
Plan for operations after cutover
Clarify who owns the environment when the migration team leaves, what support or managed services are included, and how optimization, security and internal-team enablement will work. AWS describes partner support over the longer term, while Accenture explicitly describes managed services and a path through operations. Those descriptions do not settle your handoff; require a named operating model, responsibilities and service levels in the proposal.
Rank #2
Test hybrid and regulatory requirements
If some workloads must remain on premises, assess the proposed architecture and operating model against that constraint. IBM explicitly describes private and hybrid cloud scenarios; Deloitte’s cited page describes Azure hybrid cloud. The reviewed service descriptions do not independently establish regulatory suitability, so ask for evidence tied to your actual geography, industry, workload and controls.

- Proposed team composition and the roles that will do the work.
- References for migrations with relevant platforms, scale and constraints.
- A migration-wave plan, dependencies, assumptions and acceptance criteria.
- Service levels, change-order rules and total cost, including ongoing operations where applicable.
The cited official pages do not provide comparable prices or independent delivery results. Do not infer value or likely performance from service breadth or marketing claims alone.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What this shortlist can—and cannot—tell you
Enterprise migration commonly sits alongside modernization, optimization or ongoing operations in the services these providers describe. That makes lifecycle scope a more useful comparison than the transfer phase alone. At the same time, vendor and platform coverage differs: the cited descriptions range from IBM’s named multi-cloud scope to AWS-specific and Azure-focused offerings.
Rank #4
No universal best provider is established by these sources. Treat “top” as a shortlist matched to your environment, then use buyer-relevant references, a defined delivery plan and comparable commercial terms to decide. The provider pages are statements of service scope, not independent evidence of outcomes, cost or fit.
