Use the PCAOB’s Rules of the Board page for adopted rules and standards, the Rulemaking Docket for proposals and their official records, the current activities page for active projects, and Publications and Working Papers for research papers. These sources serve different purposes: a Board adoption is not necessarily an effective rule, and a paper hosted by the PCAOB is not necessarily an official Board position.

Where can you find proposed PCAOB standards and check their status?
Use the Rulemaking Docket to follow a proposal. Each matter has a docket number that collects the PCAOB’s releases, comment letters, filings with the SEC, and other records. The docket covers both open and closed matters and provides a status table.
Do not treat a proposal, a Board vote to adopt it, and an effective rule as the same thing. The PCAOB states: “PCAOB rules do not take effect unless and until approved by the SEC.” Check the docket’s current status and the linked SEC action before describing a rule as effective.
Rank #2
- Comment Period Closed: the comment period has ended; this label alone does not establish SEC approval or effectiveness.
- Adopted, Pending SEC Action: the Board has adopted the matter, but SEC action is still pending.
- Approved by SEC: the docket reports SEC approval; consult the linked record for the action and relevant effective-date details.
- Adopted, Withdrawn: the matter was adopted and later withdrawn; do not assume it remains an operative requirement.
The Rules & Rulemaking landing page is a simpler starting point if you need links to either the adopted-rule collection or the docket.
Where can you see current PCAOB projects?
The Standard-Setting, Research, Rulemaking, and Related Activities page is the hub for active projects. The PCAOB describes its agendas as dynamic and says the Office of the Chief Auditor generally updates the page at least quarterly. The agendas draw on the PCAOB’s strategic plan, oversight results, stakeholder engagement, discussions with SEC staff and other regulators or standard setters, and emerging audit issues.
When checked on October 3, 2026, the agenda included standard-setting work on negative assurance for comfort letter engagements, auditor independence, fraud, noncompliance with laws and regulations, and going concern. It also described research and supporting work involving technology and AI, digital assets, and a conceptual framework, as well as rulemaking on a proposed permanent broker-dealer inspection program. These are agenda descriptions, not adopted requirements. Consult the live page for current milestones and status.
Where does the PCAOB publish research papers?
The Publications and Working Papers page is the PCAOB’s index for research by its staff and fellows. When checked on October 3, 2026, the listing included work published in August 2026 on auditor-employed tax experts and audit quality, work published in July 2026 on U.S. multinational group audits using PCAOB data, and older academic journal papers. Open an individual paper to review its method, publication venue, and conclusions.
Rank #4
The PCAOB cautions that research papers and their conclusions solely reflect their authors’ views and are not evaluated or approved by the Board; those views do not necessarily reflect the Board, its members, or staff. Hosting on the PCAOB site does not by itself make a paper an official Board position.
How can you check for open comment opportunities?
Check the Open for Public Comment page before relying on a deadline or telling someone a matter is open. On October 3, 2026, it reported no rulemakings or other Board releases open for comment; that status can change.
The page says comments may be submitted by email or postal mail. Include the relevant docket number or release or paper number and title. Comments submitted are made public, and social-media discussion does not count as an official comment.
Quick Recap
A reliable way to verify a PCAOB requirement
- Find the text: start at Rules of the Board if the rule or standard is already adopted, or locate the matter in the Rulemaking Docket if it is a proposal or recent action.
- Check the status: read the docket’s status and open its linked SEC action. Board adoption alone does not establish that a rule has taken effect.
- Check the agenda if the matter is still developing: use the current activities page for project descriptions and milestones, not as a substitute for adopted rule text.
- Keep research claims separate from requirements: use the individual paper for its findings and methodology, and do not present the authors’ conclusions as Board policy.
