You can buy a Windows 11 license through the Microsoft Store app or from an authorized retailer. You can also get Windows with a new PC, or with a refurbished PC if its refurbisher supplies the required product key. Be wary of unusually cheap standalone-key listings: Microsoft warns they may be stolen or counterfeit, may fail activation, or may be blocked later. A low advertised price is not necessarily a reliable deal.
Where to buy a Windows 11 license
Microsoft recognizes two activation methods: a digital license, which does not require you to enter a key, and a 25-character product key. The Microsoft Store app can sell a digital license; authorized retailers can sell boxed or digital copies. Microsoft describes the safest route as buying Windows from Microsoft or buying a PC with Windows preinstalled from Microsoft or a store you know and trust. Microsoft’s Windows activation guide and genuine Windows guidance explain these options and risks.

- Microsoft Store: Buy through the Store app for a digital license. Microsoft also describes purchases through its online store; check what format and edition the transaction provides.
- Authorized retailer: A boxed copy may include a key on a card or label; a digital copy may deliver a key by email or through the retailer’s digital locker. Confirm that the retailer is authorized and review its support and return terms.
- New PC with Windows: Windows may be preinstalled, with a key in the packaging or on the device’s Certificate of Authenticity. Compare the computer’s total cost with the cost of buying a license separately.
- Refurbished PC with Windows: Microsoft says the refurbisher—not Microsoft—must provide the product key. Ask the seller what edition is installed and how the license is documented.
Microsoft’s guide to finding a Windows product key describes where keys may be provided for different purchase formats.
How to judge whether a cheap key is worth the risk
A very low-cost key offered through an auction, classified ad, or unfamiliar online listing is not equivalent to a verified retail license. Microsoft warns that such keys may be stolen or counterfeit, already in use, unable to activate, or blocked later after they are reported stolen. If a listing does not clearly identify the seller, edition, license format, and support or return options, the low price alone is not a reason to buy.

Activation is not a genuineness check. Microsoft describes activation as pairing a product key or digital entitlement with a device’s hardware configuration; it explicitly says activation does not determine whether the copy is genuine. A key that activates initially may still be blocked later, so a successful activation should not be treated as proof that the seller provided a legitimate license.

- Match the edition. Confirm whether the license is Windows 11 Home or another edition, and make sure it matches the edition installed on the PC. A key for a different edition may not activate that installation.
- Identify what you are buying. Determine whether the offer is a digital license, a product key, or a boxed copy. Do not assume a listing described simply as a “key” includes the same license, delivery, or support as a complete retail copy.
- Check the seller and recourse. Prefer Microsoft or an authorized retailer. Before buying elsewhere, establish who is responsible if the key fails or is later blocked, and read the return and support terms.
- Compare total cost, not just the license price. If you need a computer too, compare a new or refurbished PC that includes Windows with the cost of buying a PC and license separately. For a refurbished Windows 11 PC, have the refurbisher identify the edition and provide the key.
The Microsoft sources cited here do not establish current, like-for-like retail prices or the authorization status of any particular third-party seller. Check the live listing and seller details before purchase rather than relying on a generic “cheap Windows key” price.
