That changes the recipient of the command; it does not require a special keyboard. The exact rules macOS uses to choose a recipient are not fully documented in the sources cited here, so the symptom should not be treated as proof of one universal routing rule.
Why the play/pause key may reach the wrong app
The symptom is familiar to media-player users: music is playing in one app, but pressing the hardware play/pause key affects media in a browser. A Spotify Community thread titled “Keyboard media keys (play/pause) not working” records users describing that kind of conflict, including browser media capturing the key while Spotify is playing. Apple documents controls such as play, pause, stop and seeking through its MPMediaPlayback protocol. That describes what a media-playing object can do; it does not specify how macOS chooses which app receives a physical keyboard media key. What a media-key router changes
A router is a software utility that intercepts media-key events and forwards playback commands to a selected app. One project, Mac Media Key Forwarder, describes prioritizing iTunes or Spotify from the menu bar and notes that its event tap can cause problems in rare cases. A separate project, Mac Media Keys Forwarder, describes a menu-bar app for macOS 13.0 or later, with built-in support for Spotify and Apple Music and an option to add custom apps. Its README says it uses a CGEventTap to intercept keys and AppleScript or keystroke injection to send commands. These are the projects’ own descriptions, not independent compatibility tests. What to check before choosing a router
These projects differ in their stated support and behavior. Check the current release notes and README for your macOS version and chosen player rather than assuming that a utility works with every app or release.

- macOS compatibility: Mac Media Keys Forwarder states macOS 13.0 or later. Confirm the current requirements for either project before installing.
- Player support: The newer project lists Spotify and Apple Music and says custom apps can be added. The older project describes prioritizing iTunes or Spotify.
- Permissions: Mac Media Keys Forwarder says Accessibility permission is needed to intercept media keys. The older project documents Accessibility and Automation permissions for certain older installation setups.
- Key-by-key behavior: The newer project says play/pause remains retargeted, while next and previous may fall back to normal system routing if the selected app cannot be controlled directly.
- Failure cases: The older project discloses rare event-tap issues. Check each utility’s documentation for limitations relevant to your setup.
Why Spotify’s APIs are not a system-wide fix
Spotify offers playback controls through its Web API and Web Playback SDK, but those interfaces are not general macOS keyboard routers. The Start/Resume Playback endpoint targets the active device when no device ID is supplied and is limited to Premium users. Spotify Start/Resume Playback API

When this approach makes sense
If the problem is that one app receives the play/pause key when you want another player to receive it, a router directly addresses that software-routing problem. Review its compatibility, permissions and behavior for each key before relying on it. If you are looking for an explanation of exactly how macOS selects a recipient in every situation, the cited Apple documentation does not settle that question.
