When the Bottleneck Moves: What Happens to Your Judgment When Building Gets Cheap?

AI can lower the cost of producing code, but studies show mixed productivity results. The harder work may be choosing, checking and integrating changes—depending on the team and task.

AI can make producing code easier without making software development uniformly faster. When implementation gets cheaper, the scarce work may shift toward choosing the right problem, specifying it clearly, and deciding whether generated output is correct and fits the system—but the evidence does not show that judgment has become the universal new bottleneck.

Does AI make software development faster, or move the hard part elsewhere?

The measured results depend on who is working, what they are building, which tools they use, and what counts as productivity. Two 2025 studies illustrate why a single headline rate is misleading.

Study Setting and participants Reported result What it does—and does not—show
Microsoft Research, 2025 three workplace field experiments Three companies; 4,867 developers using an AI coding assistant 26.08% increase in completed tasks (standard error 10.3%) A pooled result in these particular trials, with larger gains reported among less experienced developers; not a general productivity rate for all teams.
METR-affiliated authors, 2025 randomized trial 16 experienced developers working on mature open-source projects, using early-2025 AI tools Participants took 19% longer on assigned work when AI tools were allowed A bounded result for these developers, projects, tools, and period; it does not establish that AI slows software work generally.

These findings are not a clean contest with one universal winner. The workplace experiments and the open-source trial involved different work settings, participants, and conditions. One measured completed tasks across company work; the other measured time spent on assigned work in mature projects. Neither result should be casually substituted for the other.

Why cheaper code does not settle the productivity question

Software development includes more than typing code: understanding a need, making design choices, coordinating changes, testing behavior, and integrating the result. Microsoft Research’s New Future of Work Report 2025 says that earlier studies found engineers spend between 15% and 25% of their time developing code. That range is attributed to those earlier studies, not presented as a new measurement by Microsoft. The report also cautions that lines of code are an invalid, gameable measure of productivity.

If code generation reduces time spent implementing a change, the saved time may be useful only if the surrounding work can absorb it. A team still has to decide what change matters, provide enough context, check behavior, and fit the output into a codebase and release process. That makes “the bottleneck moved to judgment” a useful question to investigate—not a settled conclusion. These studies do not establish that review alone consumes the saved time.

AI amplifies the conditions around the work

Google’s DORA 2025 report draws on more than 100 hours of qualitative data and survey responses from nearly 5,000 technology professionals worldwide. Its authors describe AI as an amplifier of organizational strengths and dysfunctions: “The research reveals a critical truth: AI’s primary role in software development is that of an amplifier.” DORA report, 2025

In practical terms, a tool’s output is only part of the result. Clear requirements, accessible project context, dependable testing, and a workable review process can help a team use generated code; unclear ownership or weak feedback can make errors and rework harder to catch. DORA’s framing explains why access to the same kind of tool need not produce the same outcome across organizations.

More use does not automatically mean more trust

A Microsoft Research workplace study found developers’ views of AI-generated code trustworthiness remained unchanged after regular use, even as perceptions of usefulness and enjoyment rose. In that study, 84% of participants reported positive changes in daily work practices and 66% reported shifts in how they felt about work. These are participant-reported changes, not objective measures of productivity or proof that generated code is reliable. Microsoft Research, 2025

  • FOR PRESCHOOLERS AGES 1+: Big blocks help to develop creativity, imagination, and fine motor skills
  • GROW WITH MEGA BLOKS: Combine our building toys to level the stacking fun

The distinction matters: a developer can find an assistant convenient and still need to verify its output. Generated code must be judged against the actual requirement, existing architecture, tests, security expectations, and maintenance needs. The evidence supports treating evaluation as necessary work; it does not quantify how much time review takes or prove that review erases productivity gains.

When roles overlap, accountability still matters

Microsoft’s New Future of Work Report 2025 describes GenAI as blurring some tasks associated with product managers and software engineers. In a cited study of 885 product managers, 12% reported using GenAI for prototyping and coding. That is an example of task overlap, not evidence that product managers generally build production software or that engineering roles have inevitably changed. Microsoft Research, 2025

As more people can create prototypes or code, teams may need to be especially clear about who decides what should ship, who verifies correctness, and who owns maintenance. The cited evidence points to changing task boundaries, not a universal redistribution of responsibility.

How to tell whether the bottleneck moved in your team

Rather than asking whether AI makes development faster in the abstract, trace a real piece of work from request to usable change. These questions help distinguish faster implementation from faster delivery:

  • Which tasks are actually constrained by implementation? Identify where work waits or takes time: coding, clarifying requirements, review, testing, integration, or release.
  • What outcome are you measuring? Compare completed work and elapsed time with a clear definition of quality. Do not treat code volume, perceived usefulness, and task completion as interchangeable measures.
  • Who checks correctness and fit? Make explicit who tests the output against requirements and the codebase, and who is accountable for accepting it.
  • What organizational conditions will the tool amplify? Consider whether people have the context, feedback, ownership, and working processes needed to use generated output effectively.

If implementation is the actual constraint and the team can validate and integrate output effectively, cheaper construction may help. If work is constrained elsewhere—or generated changes add difficult-to-detect errors—the tool may shift effort without shortening delivery. The available studies show both gains and slowdowns in particular settings, not a universal answer about where every team’s bottleneck will land.
