When Should National IDs Use Biometrics? Benefits, Risks, and Safeguards

Biometrics can help national ID systems detect duplicate registrations and authenticate identity, but inclusion, privacy, cost, performance, and alternatives should shape whether they are used.

Biometrics can help national ID systems detect duplicate registrations and authenticate identity, but those are different jobs—and neither makes biometric collection necessary for every service. Whether biometrics are justified depends on the purpose, the people affected, the available alternatives, and the safeguards for failures and sensitive data.

What biometrics do in a national ID system

A biometric system compares a captured trait, such as a fingerprint or facial image, with a stored record. The World Bank’s ID4D primer distinguishes two uses:

As an Amazon Associate I earn from qualifying purchases.

Function How the comparison works Typical purpose
Deduplication (1:N) A new template is searched against all or a subset of templates in a database. Flag possible duplicate registrations so they can be reviewed.
Authentication (1:1) A new template is compared with one stored template, for example on a card, phone, or database. Check whether someone presenting an identity is the person associated with a particular record.

The distinction matters for policy. A case for checking whether a person has already registered does not, by itself, justify requiring a biometric check every time that person accesses a service. The assurance required for a transaction should determine whether authentication is needed and how strong it must be.

What biometrics can help with—and what adoption figures show

Biometric recognition can support uniqueness checks across large populations, including where authoritative identity documents or other reliable sources are limited. It may help identify records that need investigation and provide relatively high assurance during authentication. These are potential benefits, not proof that a particular system will work well or that biometrics are the best way to meet its goals.

A World Bank document surfaced in 2024 reports that 152 of 159 country observations collected at least one biometric type, and 116 of 158 observations collected more than one. Within that multiple-biometric group, 103 countries collected fingerprints and a facial image. The underlying dataset’s exact release date was not independently confirmed, and these counts describe adoption—not effectiveness, necessity, or cause and effect.

The broader identification challenge is substantial: the World Bank estimated in 2023 that approximately 850 million people worldwide lacked any official ID. That figure gives context for the need for inclusive identity systems; it does not show that biometrics alone can solve the problem.

One country’s design is not a universal template

India’s UIDAI describes Aadhaar enrollment as collecting a face image, all ten fingerprints, and both iris images, with deduplication as a basis of the approach. That is a description of one program’s design. It does not establish that every national ID system needs the same modalities, or that collecting more biometric types is automatically better.

How biometric systems can exclude people

Some people cannot provide a particular biometric; others may be difficult to capture or match reliably. The World Bank Practitioner’s Guide identifies examples including amputees, survivors of leprosy, manual laborers, older adults, children, people with visual impairment, and people with albinism. A person may also decline to provide a biometric for cultural or religious reasons.

  • Take It Anywhere - Designed to be small and compact to fit and be taken anywhere: car keys, pocket, purse, etc.

If a system cannot enroll someone or authenticate them, the consequence may be more than an inconvenient failed scan: the person could be unable to obtain an ID or reach a service that depends on it. An inclusive design therefore needs more than a functioning scanner.

  • Provide accessible enrollment arrangements and procedures for people whose biometric cannot be captured reliably.
  • Offer a meaningful alternative to biometric authentication when the check fails or a person cannot use it.
  • Provide a way to challenge a failure, obtain human review, and correct an erroneous record or decision.
  • Do not treat a failed match on its own as proof of fraud or as a reason to deny an essential service.

Privacy, security, cost, and performance limits

Privacy and misuse

Biometrics are sensitive data tied to identifiable physical characteristics. Collection, retention, or sharing beyond the stated purpose increases the risk of misuse. The World Bank recommends legal, technical, and operational controls, including limits on unauthorized secondary use and encryption both in storage and in transit. No system is foolproof, so safeguards should address who can access the data, what they may do with it, how long it is retained, and what happens if controls fail.

  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

Rights protections also matter. In a particular case, the UN Human Rights Committee found that storing and retaining the author’s fingerprint data on an identity card amounted to arbitrary interference with privacy under Article 17 of the International Covenant on Civil and Political Rights. The Committee called for sufficient guarantees against arbitrariness and abuse and for review of the grounds for retention. This was a case-specific finding, not a ruling that all biometric identity cards violate the Covenant.

Cost and ongoing operations

Biometrics add enrollment and authentication infrastructure, specialized technical choices, and continuing operational work. The World Bank’s October 2019 ID4D Practitioner’s Guide states: “Biometrics can add significant costs to registration as well as the authentication infrastructure.” A decision should account for the full operating burden over time, not just the initial enrollment equipment.

Performance numbers depend on the test

False accept and false reject rates, failure-to-enroll rates, false non-match rates, and identification rates measure different outcomes. A result is meaningful only in context: thresholds, image quality, configuration, the people included in an evaluation, and the size of the database search can all affect it. A performance figure from a test environment may not describe production performance. One headline “accuracy” number is not a universal measure of system quality.

Questions to answer before making biometrics a requirement

Policymakers should assess the complete identity system rather than treating biometric collection as a default feature. A practical review should address:

  1. Purpose and assurance: Is the need deduplication, authentication, or both? What level of assurance does the specific transaction require?
  2. Inclusion and redress: Who may be unable to enroll or match reliably? What accessible alternative, human review, and appeal process will be available?
  3. Privacy and security: Which biometric data will be collected, retained, and shared? For what purposes, under what legal limits, and with what technical and operational protections?
  4. Cost and sustainability: What are the enrollment, infrastructure, maintenance, and ongoing operating burdens?
  5. Evidence quality: Do performance evaluations reflect the intended population, system configuration, thresholds, and database size?
  6. Alternatives and proportionality: Could existing identification, demographic deduplication, or a less intrusive authentication method meet the need?

The answers may differ by use case and location. A system designed to prevent duplicate registrations has a different purpose from a service checkpoint, and a biometric requirement should be proportionate to the particular problem it is meant to solve.
