A file-replication routine that only one employee understands can become a hidden dependency in a government system migration. The risk is credible, but the available federal audits do not establish that an undocumented replication script caused a specific modernization failure. They do show that incomplete plans, poor legacy-system documentation, and gaps in system expertise have hindered modernization—and that workforce change can put institutional knowledge at risk.
How a file-transfer routine can become a modernization risk
Consider an agency whose legacy application depends on a scheduled script to copy files between systems. One specialist knows which directories it touches, when it runs, how it handles failures, and which downstream process relies on its output. If that knowledge is not recorded and shared, the routine may be invisible in migration planning.

That scenario illustrates a broader operational risk; it is not a documented case from the audits cited here. A migration team that does not know about a dependency may omit it from the work plan, fail to validate its replacement, or retire the old system before the receiving process is ready. These are plausible failure paths, not findings attributed to a particular federal incident.

Many critical legacy systems lack complete plans
In a 2025 review of 69 agency-reported legacy IT systems, the U.S. Government Accountability Office (GAO) identified 11 systems across 10 agencies as most in need of modernization. Only three of those 11 had fully documented modernization plans; six had partial plans, and two had none. GAO also reported that agencies cited funding and priority constraints in explaining missing plans. GAO-25-107795

GAO describes a documented plan as including milestones, a description of the work needed, and details on how the legacy system will be disposed of. Those elements make it possible to see whether migration work and retirement have been planned. The report does not specifically require documenting every file-replication script.
Poor documentation and limited expertise have affected a real modernization
In its review of the Office of Personnel Management (OPM) Trust Funds Modernization program, GAO reported delays and noted that OPM cited poor documentation and insufficient staff expertise regarding the legacy system among the reasons. This is evidence that documentation and system knowledge can matter to modernization execution. The report does not identify file replication as the affected process. GAO-22-104206

Workforce transitions can put institutional knowledge at risk
A July 2026 GAO account of workforce changes at OPM describes the loss of institutional knowledge and risks to operational capacity. It reports that OPM staff decreased by 35% between December 2024 and March 2026, and that 57% of employees who left had 11 or more years of service. These are OPM-specific figures, not a government-wide workforce rate, and the report does not connect them to file-transfer operations. GAO-26-108916

What a modernization plan should make visible
Agencies can use GAO’s planning elements as a practical test of whether a migration is sufficiently defined. The following questions apply those elements to operational dependencies; the script-specific checks are recommendations, not a separate GAO requirement.

- Milestones: Does the schedule show when migration, validation, cutover, and legacy-system retirement are expected to happen?
- Work description: Does it identify the systems, processes, and dependencies that must be understood, moved, replaced, or tested—including recurring file transfers where applicable?
- Legacy disposition: Does it state how and when the old system will be shut down, and what must be confirmed before that happens?
For any transfer routine discovered during planning, record what it moves, where and when it runs, what consumes the files, how failures are handled, who is responsible for it, and how the replacement will be tested. That documentation makes the dependency visible to the people responsible for migration and retirement; it does not by itself guarantee a successful transition.
How agencies can preserve operational knowledge through a migration
Preserving know-how is not just a matter of writing down a script. Teams need a usable account of how the operation fits into the service, plus a way to check that the account is accurate and available when the current specialist is absent or moves on.

- Identify owners and dependencies. Include the people who operate the legacy system and the teams that depend on its outputs. Map recurring transfers and their downstream uses as part of the work needed for modernization.
- Document behavior, not just code. Record schedules, inputs and outputs, destinations, error handling, restart procedures, and operational contacts. Note any manual steps that are not apparent from the script itself.
- Share and verify the knowledge. Make the documentation accessible to the migration and operations teams, then have someone other than the current specialist use it to explain or carry out the process. This is a practical continuity check, not a GAO-mandated procedure.
- Assign transition accountability. Make clear who will migrate or replace the routine, who will validate its output, and who will approve the old system’s retirement. This follows from making migration work and legacy disposition explicit in the plan.
- Keep knowledge transfer on the schedule. Treat it as work with an owner and milestone rather than an informal handoff. This matters especially when a program depends on staff whose expertise is difficult to replace.
What the evidence does—and does not—say
The audits support a careful conclusion: weak planning, poor documentation, limited legacy-system expertise, and loss of institutional knowledge are material modernization concerns. They do not prove that an undocumented file-replication script caused a particular federal modernization failure. The script scenario is useful because it shows how an unrecorded operational dependency could fit into the risks these audits identify; establishing an actual incident would require agency-specific evidence.

That figure describes government-wide spending and reported allocation, not the cost of a specific migration or script.
