A promising demo or a lower subscription price is not enough. Compare both tools on real work, decide in advance what success means, and keep a fallback until the change is proven.
Start with the task, not the new technology
Write down what the existing tool is supposed to do, who uses it, what information goes in, what result comes out, and where it falls short. Then ask whether the shortfall is frequent and important enough to justify switching. NIST cautions that “AI systems may not necessarily be the right solution for a given business task or problem” and recommends weighing benefits against negative risks and checking whether a system serves its intended purpose (NIST AI RMF Playbook, Manage 1.1).

Consider whether the problem could be solved by changing the process, configuring the current tool, training users, or adding a narrower capability instead. The UK government’s AI procurement guidance frames the options as buying, building, reusing, or combining approaches, based on user needs, product maturity, and integration.
Set success and failure criteria before the trial
Choose a few measures tied to the job, not to the AI feature itself. Depending on the task, you might track completion quality, errors or rework, time to a usable result, user effort, accessibility, reliability, or cost per completed task. These are practical measures to select for your use case, not a universal standard. Record the current tool’s baseline and specify what level of improvement would justify switching.

Also set boundaries: which errors are unacceptable, what data may be used, who must review outputs, and what risks you will not accept. NIST’s guidance on intended purpose and risk supports evaluating whether the system achieves its objectives while accounting for potential harm. The more consequential the task and the more people affected, the stronger the evidence and safeguards should be.
Compare both tools on the same representative work
Use identical tasks, inputs, constraints, and evaluation rules for the incumbent and the candidate. Include routine work, a difficult but realistic case, and a relevant exception. Assess results with human review where a wrong or misleading output could matter; a benchmark score alone cannot show how the tool behaves in the workflow.
NIST’s ARIA evaluation report describes scenario-based testing that pairs people with AI applications and combines expert annotation with human testing. The practical lesson is to assess the interaction and its effects, not simply the model’s score on a narrow test.

Test whether users can complete the whole workflow
Run a small trial with the people expected to use the tool and the products, data, and processes they actually rely on. Check whether they can complete the work end to end, whether the result fits existing systems, and how much training, support, or process change is needed. Include accessibility needs in the trial rather than treating them as a later check.
The UK’s guidance on buying AI products and services recommends a small-scale trial that tests a difficult problem, integration with current products, user experience, accessibility, and deployment fit. Set the trial’s goals and decision points beforehand, and make its scope proportionate to uncertainty and impact.
Evaluate AI-specific risks, data handling, and governance
Assess the candidate across the AI trustworthiness dimensions identified in NIST’s AI Risk Management Framework: validity and reliability, safety, security and resilience, accountability and transparency, explainability, privacy, and management of harmful bias. The framework’s version 1.0 is being revised, so confirm the current framework and applicable local rules before relying on it for a live procurement.

For a third-party or generative AI service, establish what data is submitted, retained, shared, or used under the contract. Review how the provider handles system changes, incidents, and service continuity; identify who is accountable for checking outputs; and define an incident response and fallback process. The U.S. Department of State’s AI policy includes lifecycle cost and vendor-switching resources in its evaluation approach, while NIST’s framework addresses risk management throughout the AI lifecycle.
Compare whole-life cost and the difficulty of leaving
Compare the existing and proposed options over the same time period. Subscription or license price is only one part of the calculation. Include setup, integration, administration, training, support, maintenance, operation, usage-based charges if applicable, migration, parallel running, and exit costs. UK digital-delivery guidance defines whole-life cost to include capital, maintenance, management, operation, and exit (spend-control guidance).
Check whether your data and work products can be exported in usable formats, whether connected systems will continue to function, and what happens if the service changes or ends. In archived European Commission guidance, a 2013 survey found that at least 40% of respondents perceived some degree of vendor lock-in from incompatibility or lack of data transfer, while 25% cited institutional factors such as staff familiarity (Interoperable Europe guidance). Those figures are historical survey findings, not a measure of current market prevalence.

Record evidence for both tools against the same questions. If a factor is a must-have—such as a privacy safeguard, accessibility requirement, or ability to export data—treat failure as a blocker rather than letting strengths elsewhere compensate for it.

These comparison areas reflect NIST’s risk guidance and government procurement guidance, including the U.S. Department of State’s vendor evaluation policy and the UK’s guidance on trials and deployment fit.
Decide whether to replace, extend the trial, or stay put
Set a decision date and explicit thresholds before the pilot begins. A successful trial may support a staged rollout rather than an immediate full cutover. Choose among three outcomes:

- Replace: The candidate clears the task-level success threshold and all mandatory requirements, with manageable costs and a workable fallback and exit.
- Extend the trial: Results are promising but incomplete, or a specific uncertainty can be resolved with a defined additional test. Set a new decision date rather than letting the pilot continue indefinitely.
- Keep the current tool: The candidate does not produce a material improvement, fails a must-have requirement, or creates risks and costs that outweigh its benefits.
There is no universal percentage improvement or single test score that makes an AI replacement worthwhile. The threshold depends on the job, the people affected, the consequences of failure, and the cost of changing systems.
Make the transition reversible, then retire deliberately
Before moving important work, inventory dependencies and define what needs to be retained, transferred, or reproduced. Document data export and retention, connected systems, rollback steps, and who owns the fallback. Keep the old service available for an appropriate transition period where continuity matters, and verify that the replacement works in production before ending the safety net.
When retiring the existing tool, account for downstream users and systems, regulatory or legal recordkeeping duties, migration, and preservation. NIST’s decommissioning guidance treats retirement as a managed part of the system lifecycle, not an afterthought.
