In Médiamétrie’s Médiamat audience-measurement system for metropolitan France, a television set is “active” if it is used at least once a month to watch television. That is a rule for deciding which sets enter this particular panel’s measurement scope—not a universal definition of an active TV.
What Médiamat means by an active television set
The 2018 article in Economie et Statistique / Economics and Statistics describes Médiamat as a reference for measuring television audiences in metropolitan France. It says sets used at least once a month to watch television are included in the measurement scope. The article’s description of Médiamat is the clearest operational definition available here.

The article describes a panel of about 5,000 households that owned at least one TV. That is the panel description in the 2018 publication, not a current count. Included sets were connected to meters that used audio watermarking to detect the channel. Household members used a connected remote to report when they were in front of the TV; audience results for people aged four and older were fed back.
What “active” does—and does not—tell you
In this context, “active” is an inclusion threshold: the set has been used to watch television at least once within a month. It does not state how many hours the set was used, whether someone is watching right now, or how many people watched it.

Device or set-top-box activity is not necessarily proof that a person watched. A technical patent discussion of audience-measurement methods describes tuning activity as a proxy for viewing and notes that equating tuning time with viewing time can be inaccurate. A set-top box may remain on a channel without a recent command, for example, even when the signal does not establish that a person is watching.
How active sets differ from HUT and viewer share
Audience-measurement terms can describe different things. HUT and viewer share are time-specific audience measures, while Médiamat’s monthly-use rule determines whether a set is included in the panel at all.
| Term | What it describes | How it differs from the active-set rule |
|---|---|---|
| Active television set in Médiamat | A set used at least once a month to watch television in metropolitan France. | An inclusion rule for the panel’s measurement scope; it does not give a moment-specific audience figure. |
| HUT (Households Using Television) | The share of TV households in an area with at least one set in use during a stated period. | A household-level measure tied to a particular time period. |
| Viewer share | The share of active receivers tuned to a channel simultaneously. | A channel-tuning measure at a particular time, not a monthly panel-inclusion threshold. |
The definitions of HUT and viewer share are described in a technical paper hosted by the University of Nebraska–Lincoln.

A system can only measure activity it can observe. The Médiamat description says return-path data are available in specified connected-box and smart-TV scenarios, but those data do not cover TV use outside the set-top-box path. For instance, if a set is connected to an ADSL box but a programme is watched via terrestrial digital TV, that viewing is not measured through the box’s return path.

- Easy to Install: Plug the coaxial cable from your digital indoor HDTV antenna into the ANT/IN connector on the back of your TV, point the TV antenna toward your local TV tower and scan for channels. (Check "dtv gov maps" for available channels).
Another use of “active” appears in addressable advertising. Nielsen uses “active TV rate” for the rate at which addressable devices are actively replacing ads across networks. Nielsen’s 2020 article also notes that definitions and universe estimates can differ among multichannel video programming distributors and smart-TV manufacturers. This advertising-delivery KPI is not a definition of when a television set qualifies for Médiamat’s panel.

Before comparing figures or applying the term, identify what is being counted and how activity is established:
- System and geography: Is the figure about Médiamat in metropolitan France, or another measurement service and market?
- Threshold and time window: Does “active” mean use at least once in a month, use during a specific interval, or activity under a different rule?
- Meaning of activity: Is it television viewing, a device or box being on or tuned, or an ad being replaced?
- Observable viewing paths: Can the measurement detect the way the programme was watched, or only activity routed through a connected device?
- Unit being counted: Is the statistic about sets, households, viewers, channels, or ad-delivery events?
Those distinctions matter because there is no single global definition established here. The Médiamat rule describes which sets fall within one panel’s scope; it should not be applied automatically to other audience-measurement or advertising statistics.
