A failed call-down is a finding about the notification process—not just a missed call. Record where the chain broke, what that meant for the drill objective, and who will correct and retest the affected path. A call may go unanswered, a backup contact may not know what to do, or a recipient may receive but misunderstand the message; these are examples of possible failures, not results from a particular exercise.
What a call-down drill is meant to test
A notification drill checks whether assigned personnel can initiate the process, reach the intended contacts, and communicate information clearly. For Risk Management Program facilities in the categories covered by its guidance, the U.S. Environmental Protection Agency describes notification exercises as tests of personnel understanding of system initiation, currency of emergency contact information, and clear communication of critical information. The guidance cites 40 CFR 68.96(a), 68.95(a)(1)(i), and 68.90(b)(3); applicability depends on the facility and its obligations. Check the current rule and facility-specific requirements rather than treating this as a universal call-down standard. EPA notification exercise guidance

More broadly, FEMA describes exercises as a way to test and validate plans, policies, procedures, and capabilities, and to identify gaps. A drill should therefore be evaluated against its stated objectives, preserving both what worked and what needs improvement—not reduced to whether a list of numbers was called. What to record for each attempted contact
Document the event closely enough that someone who was not on the call can determine what happened and why it mattered. EPA says callers should document contacts called, the recipient’s name, call time, relevant exercise notes, and required corrections. FEMA’s Exercise Evaluation Guides can help collect data, assess capability targets, and support after-action report development. EPA notification exercise guidance; FEMA Exercise Evaluation Guides
- Planned contact: the contact’s name and role as listed in the plan.
- Outcome: who answered, if anyone; distinguish an attempted call from a completed notification.
- Timing: the attempt time and, if received, the receipt time.
- Message and acknowledgment: whether the message was understood and acknowledged using the plan’s method.
- Channel and handoff: the channel used and any backup contact, escalation, or alternate-channel attempt.
- Obstacle and consequence: what prevented or delayed success and how that affected the drill objective.
- Follow-up: the correction, an accountable owner, a due date, and a planned retest. These fields make follow-up trackable; they are practical recommendations, not fields prescribed by the cited EPA page.
During an exercise, make its status unmistakable. EPA’s example is to start and end each call by clearly identifying it as a drill: “THIS IS AN EXERCISE. THIS IS AN EXERCISE. THIS IS AN EXERCISE.” Follow the organization’s own exercise procedures and any applicable requirements. EPA notification exercise guidance

Describe the gap, not just the symptom
A useful finding connects the expected capability to what was observed and the resulting gap. For example: “The notification objective required the designated caller to reach the listed on-call contact and obtain acknowledgment. The first contact did not answer, and the backup caller did not know the escalation step. The message was not acknowledged within the drill sequence.” This is a writing example, not a report of an actual exercise. Replace it with observed facts and the objective in your own plan.

Depending on the plan and the evidence, that might mean verifying the source of contact details, naming a primary and backup caller, revising the call sequence, clarifying how acknowledgment is recorded, or testing an appropriate secondary channel. Avoid assigning a generic action such as “improve communications” when the record shows a more specific repair is needed.

Close the action with a focused retest
FEMA drill-review material recommends an immediate post-exercise evaluation, discussion of what worked and what needs improvement, and an after-action report with improvement steps. EPA also advises correcting copies of the emergency plan after a notification exercise. Update the relevant plan copy or contact information, then retest the failed path—not merely the portions that already worked. FEMA drill-review material; EPA notification exercise guidance
In the retest, verify that the correction is in place and that the people assigned to the process can carry it out. A closed corrective action shows that a fix was made and checked; it does not prove that every future notification will succeed.

Choose communication methods by how the workflow operates
Manual calling, automated notification, and alternate communications can support different needs. The choice matters less than whether the complete workflow is assigned, maintainable, understandable, and testable. Compare methods against these operational questions:

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →- Who is authorized and able to initiate the notification?
- How are contact details maintained and verified?
- Must recipients acknowledge the message, and how is that acknowledgment captured?

- Can a drill show whether the method worked and produce a usable after-action record?
For public alerting, FEMA’s IPAWS toolkit describes alert origination software providers as vendors that supply interfaces for creating Common Alerting Protocol messages and delivering them to IPAWS-OPEN for public alert distribution. That category is not interchangeable with an internal employee or responder call tree. FEMA IPAWS toolkit
Radios or other alternate channels may be appropriate when they fit the organization’s procedures and coverage. They are supporting tools, not substitutes for assigned responsibility, accurate contacts, a clear escalation path, and a tested workflow. FEMA’s business emergency-planning guidance gives an illustrative example of a drill exposing a failed radio system and the absence of a backup radio. Ready.gov business emergency planning guidance
Use the result to improve the next exercise
Exercise materials can help planners test alerting and warning procedures with notice or no-notice scenarios. Match the scenario and evaluation method to the objectives, the applicable program, and the organization’s plan; a single successful drill is not evidence that every shift, contact path, or communication channel will work.
