Signal is the better choice for a privacy-first user. Signal says every message and call is end-to-end encrypted and that it keeps only the additional technical information needed to operate the service. WhatsApp also end-to-end encrypts personal messages and calls, using the Signal protocol, but its documented handling of group information, location signals, business chats, optional Meta AI and other Meta connections creates a broader data-privacy trade-off.
That is a service-level comparison, not a claim that either app can protect a message after a recipient receives it or when a phone is compromised. WhatsApp remains a strong practical option when your contacts, family or work network already use it.

The short answer: Signal has the stronger privacy position
Both services say ordinary personal messages and calls are protected with end-to-end encryption (E2EE). In a properly functioning E2EE conversation, the message is encrypted on the sender’s device and decrypted on the recipient’s device; the provider is not supposed to have a readable copy of the content in transit.

WhatsApp says personal one-to-one and group messages are end-to-end encrypted with the Signal protocol. That protects the content of those personal chats from WhatsApp according to WhatsApp’s documentation. However, WhatsApp also describes information needed to deliver groups, phone-number and IP-address signals that can inform general location estimates, optional Accounts Center linking, business messaging arrangements, Meta AI conversations and advertising contexts such as Status and Channels.
Therefore, the precise verdict is:
- Choose Signal when minimizing provider-held information is your primary goal and you can bring the people you need to a different app.
- Choose WhatsApp when network reach is decisive, while treating business chats, AI features, backups and linked Meta experiences as separate privacy decisions.
What end-to-end encryption protects—and what it does not
What the provider should not see
E2EE is designed to keep message and call content unreadable to the service while it travels between participants. WhatsApp says its protection is applied before messages leave your device and specifically identifies the Signal protocol. Signal says all messages and calls are always encrypted.
This means a provider’s ability to route a message does not automatically give it the ability to read the message body. It does not mean the service stores no information at all.
Metadata remains a separate privacy question
Metadata is information about communication rather than the words or media themselves: account identifiers, group membership, timestamps, delivery data, device or network information and details needed to provide features. E2EE can protect content while leaving some metadata visible to the service.
Signal requires a phone number to register. Its policy describes operational technical information and contact-discovery processing, so Signal is not anonymous and should not be described as collecting nothing.
WhatsApp’s privacy explanation says it handles phone numbers associated with groups and, where supplied, group names, descriptions and pictures. It also says a phone number and IP address can be used to estimate a general location. Those disclosures do not show that WhatsApp reads the text of personal chats; they show that content encryption and data minimization are different issues.
Signal and WhatsApp compared
| Privacy dimension | Signal | What it means for you | |
|---|---|---|---|
| Personal messages and calls | Signal says all messages and calls are always end-to-end encrypted and that it cannot decrypt their content. | WhatsApp says personal one-to-one and group messages are end-to-end encrypted using the Signal protocol. | Both services document strong protection for ordinary personal conversation content. |
| Registration and account data | A phone number is required to register. Signal says it stores the minimum additional technical information needed to operate the service. | WhatsApp describes phone numbers connected to groups, group details where present, and phone-number and IP-address signals that can inform general location estimates. | Signal has the stronger documented data-minimization position, but it is not anonymous. |
| Business conversations | Signal’s cited policy discusses optional third-party integrations, not a general business-messaging ecosystem comparable to WhatsApp’s. | WhatsApp distinguishes personal chats from business messaging. It says some business messages handled through Meta’s cloud storage are not considered end-to-end encrypted. | Do not assume the protection described for a personal chat applies identically to every business interaction. |
| Meta AI | No equivalent Meta AI feature is part of the comparison. | WhatsApp says that when you initiate a conversation with Meta AI, Meta receives what you or others send to the AI. | Anything sent to an AI feature is a deliberate disclosure outside the ordinary provider-to-recipient chat model. |
| Advertising and Meta connections | Signal names optional third-party integrations such as YouTube, Spotify and Giphy in its policy. | WhatsApp describes optional Accounts Center linking, Meta experiences and ads in Status or Channels contexts. It says personal messages remain encrypted and are not used for ads. | Personal-chat E2EE should not be confused with the data flows created by optional features. |
| Cloud and device backups | Signal documents optional Secure Backups protected by a recovery key, device-to-device transfers and encrypted local backups, with platform-specific limits. | WhatsApp’s 2021 announcement describes optional encrypted backups for Google Drive or iCloud, protected by a password or 64-digit key. | Backup encryption depends on the feature and settings you actually use; verify them on your current phone. |
Metadata, groups and location: the practical difference
Why Signal’s disclosures appeal to privacy-focused users
Signal’s stated design goal is to reduce information held by the service beyond what is needed to deliver messages and calls. The company says it cannot decrypt content and retains only the minimum additional technical information required for operation. Signal Support summarizes that position as: “Privacy isn’t an optional mode — it’s just the way that Signal works.”
That statement is a policy and product position, not proof that no technical traces exist. Registration still uses a phone number, and operating a messaging service requires some processing for delivery, abuse prevention, contact discovery and account management.
What WhatsApp says it needs to run groups
WhatsApp’s explanation gives more examples of service-level information around a conversation. Group delivery can involve the phone numbers of group members and group names, descriptions or pictures if the group has them. WhatsApp also says phone number and IP address can provide a general location estimate. None of those statements says the company can read the encrypted text of a personal group chat; they describe surrounding information.
For people who consider relationship, membership or location signals sensitive in their own right, this broader disclosed handling is the main reason Signal generally wins the privacy comparison.

Personal chats are not the same as business, AI or linked-service chats
WhatsApp personal messaging
WhatsApp says personal messages remain end-to-end encrypted and are not used for advertising. That claim should be read specifically: it concerns the personal messaging content covered by WhatsApp’s E2EE explanation, not every interaction available from the app.
Recommended Free Tools
Business messaging
Businesses may use different infrastructure and cloud arrangements. WhatsApp says some business messages handled through Meta’s cloud storage are not considered end-to-end encrypted. Before sending confidential information to a business, check what kind of conversation you are in and what the business says about storage and access.
Meta AI
WhatsApp says, “If you choose to chat with Meta AI, directly or in your groups, then Meta receives what you or others send it.” Treat that feature as a separate recipient: do not paste passwords, identification documents, confidential work material or private messages into an AI conversation unless you accept that disclosure.
Accounts Center and other Meta experiences
WhatsApp describes optional Accounts Center linking and other Meta-connected experiences. Linking accounts can make features more convenient, but it also creates an additional relationship between services. If minimizing cross-service data flows matters more than convenience, leave optional linking and integrations off unless you have a clear reason to use them.
Backups can change the privacy result
A message can be E2EE while it is moving between devices and still be exposed through a backup that is not protected to the same standard. Backup choices also create a recovery trade-off: stronger encryption often means that losing the recovery credential means losing access to the backup.

Signal’s documented choices
Signal documents three broad migration and backup paths:
- Signal Secure Backups: an optional backup protected by a recovery key.
- Device-to-device transfer: a direct migration path whose compatibility depends on the platforms involved.
- Encrypted local backups: a locally stored option with platform-specific constraints.
Before changing phones, open Signal’s current backup and transfer controls, confirm that your destination device is supported and store the recovery key somewhere safe. A recovery key that is lost cannot be reconstructed by Signal for you.
WhatsApp’s encrypted cloud-backup option
In a 2021 announcement, WhatsApp described optional end-to-end encrypted backups stored on Google Drive or iCloud. The user protects the backup with a chosen password or a 64-digit encryption key; WhatsApp said neither it nor the backup provider could read a properly protected backup.
That announcement is historical, so do not assume the setting is enabled today or that every platform presents it identically. On your current phone, inspect the backup controls and confirm whether end-to-end encryption is enabled before relying on it. Keep the password or 64-digit key offline and safe: losing it can make the backup unrecoverable.

A safe backup checklist
- Check the backup setting on the device you use now rather than relying on an old guide or default assumption.
- Enable the service’s encrypted-backup option if it meets your recovery needs.
- Record the recovery key, password or 64-digit key in a secure password manager or another protected location.
- Test the migration or recovery process before wiping the old phone.
- Remember that a backup can include content that is no longer protected by the same device-level controls once restored or exported.
What the 2026 technical studies actually establish
Formal models and runtime monitoring
The 2026 paper “From Specs to Apps: Verifying and Monitoring Models of Signal and WhatsApp” examined Signal Desktop and WhatsApp Web. The authors report that observed executions conformed to their formal models under stated assumptions about trusted event extraction and symbolic abstraction. They also verified authentication and secrecy properties for core Signal protocol components and documented implementation differences between the original libsignal library and WhatsApp’s fork.

This is useful evidence that tested executions matched the researchers’ models. It is not a certification of every mobile build, desktop release, feature, regional configuration or future update, and it does not prove that either app is invulnerable.
The WhatsApp account-enumeration study
A separate 2026 NDSS study, “Hey there! You are using WhatsApp: Enumerating Three Billion Accounts for Security and Privacy,” reported a historical phone-number enumeration problem. The researchers described reaching a rate of more than 100 million phone numbers per hour before reporting that the underlying rate-limiting issue was resolved through responsible remediation.
The paper also discussed approximately 3.5 billion active accounts as of early 2025. That is the researchers’ account-scale figure, not a current independently verified count. The important privacy lesson is bounded: E2EE protects message content but does not automatically prevent a platform from exposing or enabling inferences about account-level information. The reported remediation means this should not be presented as a currently exploitable flaw.

Which app should you choose?
Signal is the better fit when
- You want privacy-protective defaults rather than a large connected ecosystem.
- You prefer a service that publicly emphasizes minimizing additional technical information.
- You are willing to persuade key contacts, family members or colleagues to install another app.
- You rarely need business accounts, AI assistants or social-network integrations inside your messenger.
- You can manage a recovery key and accept the practical limits of Signal’s transfer and backup options.
WhatsApp is the better practical fit when
- Your important contacts, community, school, workplace or customers already rely on WhatsApp.
- Leaving would cause you to miss conversations that cannot realistically move.
- You want E2EE for ordinary personal chats while keeping optional features under deliberate control.
- You are prepared to distinguish personal chats from business conversations and Meta AI.
- You will inspect backup encryption and preserve the relevant password or key.
Using WhatsApp because your network requires it is not the same as claiming it has the strongest privacy defaults. Conversely, choosing Signal does not remove the need to secure your phone, protect account recovery information and think about who receives your messages.
Limits that apply to both services
The recipient is part of the security boundary
Once a message is readable on another person’s device, that person can copy, forward, photograph or otherwise disclose it. E2EE does not give the sender control over the recipient’s judgment, screenshots or device security.
A compromised device defeats a clean server policy
Malware, an unlocked phone, a malicious keyboard, notification previews or an account takeover can expose content before encryption or after decryption. Use device updates, a strong screen lock, app-level protections where available and careful account-recovery practices. Neither app’s service policy substitutes for securing the endpoints.
There is no universal privacy score
The available evidence does not provide a complete, independently audited, side-by-side inventory of every metadata field, retention period, app build, regional feature or backup default. Settings and features can vary by operating system, country and version. Signal is the stronger general recommendation for data minimization, but the right choice still depends on whether your threat model emphasizes provider metadata, network reach, business communications, account recovery or endpoint security.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesBottom line
For a reader asking which app offers better privacy by default, the answer is Signal. Its documented always-on E2EE and narrower data-minimization position make it the cleaner privacy choice. WhatsApp still provides strong E2EE for personal messages and calls, and may be the responsible practical choice when your contacts depend on it. Whichever service you use, keep business and AI conversations separate in your mind, verify encrypted-backup settings on your current device and remember that the other endpoint—not the provider alone—ultimately controls what happens to a message after delivery.
