But “BSP” does not guarantee a particular inbox, bot, support level, or price. Meta’s current partner documentation distinguishes Solution Partners from Tech Partners, so check a provider’s current status and spell out what its package includes before signing.
What is a WhatsApp Business Solution Provider?
“WhatsApp Business Solution Provider” (BSP) remains a common term for a third party that helps businesses use the WhatsApp Business Platform. Meta’s current documentation describes two partner roles: Solution Partners and Tech Partners. Solution Partners can provide end-to-end services, including integration and customer support; Tech Partners are third-party developers that build value-added solutions on the platform. These labels describe partner roles, not a guarantee that every provider offers the same product or service. Meta’s partner documentation is the place to check current partner information.

A provider may help a business plan and implement its WhatsApp setup, connect messaging to other systems, and support onboarding. Depending on the vendor and package, it may also supply or connect a shared inbox, customer-support software, or bot platform. Those capabilities are not automatic just because a vendor calls itself a BSP.
What does a provider do?
- Integration: Connects WhatsApp with a business’s existing systems or software. The actual integrations and whether they are native or custom depend on the provider.
- Onboarding: May guide account creation, profile setup, phone verification, business verification, API integration, and message-template preparation.
- Team tools: May provide or connect an inbox, support system, or bot platform for handling customer conversations.
- Messaging guidance: May explain opt-in collection, template compliance, quality monitoring, and gradual scaling.
- Support and billing: May assist with support requests or billing. Meta says only Solution Partners can extend a line of credit to businesses; this is not a capability to assume of every provider. Meta’s partner overview describes Solution Partner services.
Services and charges vary. Meta notes that partners may charge extra for value-added services or technology, so ask which implementation, software, messaging, support, reporting, and billing functions are included and which cost more. Meta’s partner FAQ explains the access options and partner role.

Direct Cloud API access or a partner?
Meta describes two broad routes: access the platform directly or work with a partner. Direct access requires the technical ability to call APIs and set up webhooks. A business with developers that can build and maintain the integration may prefer that route. A business that needs implementation help or a ready-made inbox, support system, or bot platform may prefer a partner. Meta’s access guidance describes these trade-offs.
Meta’s API workspace identifies Cloud API as the official WhatsApp API, Business Management API as a way to manage WhatsApp Business Accounts and associated assets, and Embedded Signup as an onboarding solution available to Solution Partners, Tech Providers, and Tech Partners. See Meta’s WhatsApp Business Platform API workspace.

How to choose a WhatsApp provider
Compare the provider’s actual product and service scope against the way your team needs to use WhatsApp. The BSP label alone does not establish that it supports a channel, integration, workflow, support commitment, or billing arrangement.
- Check technical fit. List the CRM, help desk, ecommerce platform, and internal systems that must connect. Ask which integrations are native and which require custom work, and clarify who maintains custom connections. Meta identifies connection to the rest of a business’s technology stack as a reason to use a partner. Meta’s FAQ.
- Map team workflow. Confirm whether the product actually includes a shared or omnichannel inbox, routing, automation, or bots if your team needs them. Ask how those functions work for your agents and customers; do not infer them from partner status.
- Assign onboarding tasks. Get a written breakdown of who handles account and profile setup, phone verification, business verification, API integration, and templates, and what the business must complete. Meta’s onboarding guide describes these as stages a partner may guide or assist with. Meta’s onboarding guide.
- Evaluate policy and message-quality guidance. Ask how the provider helps your team collect explicit opt-ins, prepare compliant templates, monitor message quality, and scale gradually. Meta warns that low message quality can reduce limits or lead to account blocks. Meta’s onboarding guide.
- Pin down support and escalation. Ask for support hours, the escalation route, response commitments, and who opens support tickets with Meta. Meta says a partner can submit tickets on a customer’s behalf, but that does not establish any particular provider’s service level. Meta’s FAQ.
- Separate every billable item. Request a written estimate that distinguishes Meta message delivery charges from provider subscriptions, onboarding, integrations, support, and other fees. Confirm the current Meta rate for each relevant message category and market, and whether a Solution Partner’s credit line affects how charges are invoiced.
- Set account and exit terms. Before signing, establish who controls the WhatsApp Business Account and phone number, how data and integrations are handled, and what migration or termination involves. There is no universal portability rule established here; these terms need to be confirmed with the provider.
- Test the fit. Request a demonstration using your actual workflow and references from organizations with similar needs. Meta provides a partner-finding path, but a directory listing alone does not establish product fit or service quality. Meta’s partner overview.
Onboarding, consent, and scaling
Meta’s onboarding guide organizes setup into three stages: foundations, test and learn, and scale messaging. Its guidance emphasizes understanding message quality, aligning business goals with gradual limits, and completing technical setup in line with platform policies. Read Meta’s onboarding guide.

Collect opt-ins and send relevant messages
Meta’s guide says businesses should collect explicit customer opt-ins and send messages that are expected, timely, and relevant. A provider can explain the process, but the business should be clear about how it obtains consent and manages its messaging practices.
Test before scaling
The guide describes an initial testing stage reaching 1,000 unique customers in a rolling 24-hour period. It says limits may grow from 1,000 to 10,000 to 100,000 messages per day and eventually become unlimited as high quality is maintained. These are stages described by Meta’s guide, not a guarantee that every account will receive identical limits or reach them on the same schedule. Meta’s onboarding guide.

How WhatsApp Business Platform costs work
Budget for two categories: Meta’s charges for message delivery and any fees the provider charges for software or services. Meta says its per-message model varies by category and market and took effect July 1, 2025. Its FAQ states that service messages became chargeable per message on October 1, 2026, with the first 1,000 service messages per business phone number per month free. As of October 4, 2026, that effective date has passed; check Meta’s current market-specific rates rather than relying on an old estimate. Meta’s FAQ.
Meta says direct platform access has no additional access fee, while partners may charge for value-added services or technology. For most usage when a business works with a Solution Provider, Meta bills the provider directly; Meta says the Business Agent fee is an exception that it charges directly to businesses. Ask the provider to show how usage and all additional fees appear on invoices. Meta’s FAQ.
