A smart buoy is a floating platform equipped to collect and share data for a specific mission—not one standardized device. Sensors measure conditions or motion; onboard electronics handle the readings; a power system runs the equipment; and a communications link or onboard storage makes observations available. What it measures and how it sends data depend on the buoy’s job.
How does a smart buoy work?
Most smart buoy systems can be understood as a chain from measurement to access. A moored environmental buoy, a fishing-gear tracker, and a tsunami warning buoy may all use sensors and communications, but their sensors, deployment, and data paths differ.

- Measure: Sensors detect selected environmental conditions, position, or movement. A buoy only measures variables for which it carries suitable instruments.
- Handle readings onboard: Electronics collect readings and may process or package them before transmission. In NOAA’s Chesapeake Bay Interpretive Buoy System (CBIBS) installation, a NexSens X2-CB data logger compiles processed sensor readings into an XML file. NOAA CBIBS
- Supply power: Batteries and, in some deployments, solar panels power the sensors, logger, and communications equipment. The design must suit the mission and deployment conditions.
- Send or store data: A buoy can transmit observations to shore, a satellite network, or another receiving station. Data may then appear on a website, in an app, or in another service; some systems also store readings onboard.
For its documented CBIBS configuration, NOAA describes three 57-watt solar panels and three 28 Ah, 12-volt batteries. That buoy is held in place with a single-point mooring, chain, and steel anchor. These are details of that installation, not standard specifications for smart buoys. NOAA CBIBS

Data timing varies too. NOAA says CBIBS collection intervals range from 6 to 60 minutes depending on the parameter; its technical page describes six-minute and hourly examples. An observation interval is not necessarily the same as the time it takes for a reading to become available to a user. NOAA CBIBS FAQ NOAA CBIBS technical information

What can a smart buoy measure?
The mission determines the sensor suite. Environmental observing buoys may carry instruments for weather, water conditions, waves, currents, or location. NOAA’s CBIBS network lists air temperature, wind, barometric pressure, currents, waves, water temperature, and salinity. Some stations also measure dissolved oxygen, turbidity, and chlorophyll-a, or use acoustic receivers to log signals from tagged fish. Not every buoy has every instrument, and some measurements are available only at certain CBIBS locations. NOAA CBIBS NOAA CBIBS FAQ
Other buoy types may focus on just one kind of information. A fishing-gear tracker reports the location and movement of deployed gear; it is not necessarily an environmental monitoring station. A tsunami detection system uses a specialized link to a seafloor pressure sensor. The word “smart” does not tell you which sensors are onboard.

How does a buoy send data to shore?
There is no single communications design. CBIBS describes wireless transmission to shore and a shoreside database. By contrast, NOAA’s example of the Farallon Smart Buoy for commercial fishing gear uses a satellite network. Its listed user options include an app, SMS alerts, a web interface for historical data and analytics, and optional chart-plotter integration. Tsunami detection has a different path. NOAA’s Deep-ocean Assessment and Reporting of Tsunamis (DART) system links a surface buoy to a pressure sensor—called a tsunameter—on the seafloor. The surface buoy relays measurements to a ground station through the Iridium satellite network. NOAA says the second-generation DART system supports two-way communications. NOAA Ocean Service: DART

What are smart buoys used for?
Environmental monitoring
Fixed observing buoys such as CBIBS collect combinations of meteorological, oceanographic, and water-quality data. The observations can help resource managers monitor water conditions, give forecasters information about wind and waves, and help boaters assess conditions. NOAA also identifies education as a CBIBS purpose; users can view current and historical observations through its website and mobile apps. NOAA CBIBS NOAA CBIBS FAQ
More broadly, NOAA’s Integrated Ocean Observing System (IOOS) supports uses such as harmful algal bloom tracking and emergency response, including search and rescue. IOOS is a coordinated observing network, not a single buoy or a claim that every buoy supports every application. NOAA describes it as “a coordinated network of people and technology that work together to compile and distribute data on our coastal waters, Great Lakes, and oceans.” NOAA Ocean Service: What is IOOS?

Fishing-gear tracking
NOAA lists the Farallon Smart Buoy as a commercially available system for tracking fishing gear. Its stated applications include pots, longlines, gillnets, aquaculture, and ropeless gear. This example is about gear location and movement, rather than the suite of weather and water-quality measurements found on an environmental station. NOAA Technology Partnerships Office: Blue Ocean Gear
Tsunami detection
DART systems provide observations used in tsunami forecasting and can support decisions about watches, warnings, or evacuations. NOAA reported 74 DART buoy systems worldwide on December 13, 2024; that is a dated count, not a current live total. NOAA Ocean Service: DART

Is a smart buoy a self-propelled robot?
Not necessarily. The documented CBIBS buoy is moored in place, rather than described as a self-propelled vehicle. The fishing example tracks gear deployed in the water. “Smart buoy” refers to a mission-equipped platform, not a promise that it can navigate under its own power.
What should you compare when evaluating buoy systems?
Start with the job the system must perform. Two buoys are not directly comparable just because both float and send data. Check the factors that determine whether a system can collect and deliver the observations you need:
- Mission and sensors: Confirm the measured variables, instrument availability, and whether the buoy reports environmental conditions, gear movement, or another target.
- Deployment: Check whether it is fixed, moored, attached to gear, or otherwise deployed, and whether that arrangement suits the location.
- Power endurance: Look for the specified power source and operating assumptions. A NOAA SBIR story says the Blue Ocean Gear buoy can go up to six months between charges depending on usage; that figure applies to that product and depends on use, not to buoys generally. NOAA Technology Partnerships Office: Blue Ocean Gear
- Communications and coverage: Identify whether data travels wirelessly to shore, by satellite, or through another link, and whether the connection works where the buoy will be used.
- Timing and access: Distinguish how often instruments take readings from how quickly users receive them. Check the available interface, historical access, and any conditions on data access.
- Maintenance: Establish what upkeep the deployment requires and how the instruments, power supply, and mooring are serviced.
NOAA’s CBIBS FAQ describes its network as “a network of observing platforms (buoys) that collect meteorological, oceanographic, and water-quality data and relay that information using wireless technology to a variety of users.” That description captures one kind of smart buoy; a gear tracker or DART system has a different mission and architecture.
