What Zero-Trust Governance Means for Supply-Chain Simulations

Zero-trust governance makes a supply-chain simulation’s scope, access decisions, risk assumptions and evidence explicit, then connects its findings to organizational C-SCRM decisions.

Zero-trust governance for a supply-chain simulation means making its identities, devices, resources, access decisions, risks, scope and evidence explicit—and connecting what the exercise reveals to the organization’s cybersecurity supply-chain risk-management (C-SCRM) process. It is a practical application of NIST guidance, not a named simulation-specific standard or a guarantee that a supplier or component is secure.

What does zero trust change in a simulation?

Zero trust treats access as a decision made in context, rather than assuming that a user, device or service is trustworthy simply because it is inside a network or has accessed a resource before. NIST’s zero-trust implementation guidance describes evaluating access requests and relevant conditions, then applying safeguards in proportion to risk.

As an Amazon Associate I earn from qualifying purchases.

For an exercise, that means showing who or what requests access, which resource is requested, what device or service is involved, what conditions inform the decision, and what safeguards follow. This is a recommended way to make a scenario useful for analysis—not a NIST-prescribed simulation template.

The exercise should make changes in context visible, too. For example, participants might consider how a decision changes when an account’s role, a device’s state, a supplier dependency or the requested resource changes. The point is to examine the decision and its consequences, not to assume that adopting a zero-trust label settles the question.

What belongs in scope?

NIST’s C-SCRM guidance covers information and communications technology (ICT) and operational technology (OT) supply chains across a product or service’s life cycle: design and development, distribution, deployment, acquisition, maintenance and destruction. A simulation cannot represent every stage and dependency by default, so its boundaries need to be stated.

  • Life-cycle stages: Identify which stages the scenario covers and which it excludes.
  • Supply-chain tiers: State which suppliers, subcontractors or other tiers are represented, rather than implying visibility into tiers the model does not include.
  • Assets and dependencies: Name the ICT or OT systems, products, services and dependencies that matter to the scenario.
  • Assumptions: Record what participants are asked to treat as true, including assumptions about supplier access, components or available evidence.

This boundary-setting matters because a scenario about software services, hardware components or an OT environment may need to represent different dependencies and operational constraints. Do not imply that every supply-chain simulation covers all three.

How should access decisions be represented?

Make the access decision traceable through the scenario. At minimum, participants should be able to identify:

  • the resulting safeguards, such as limiting the permitted access.

NIST’s SP 1800-35 implementation documentation describes approaches including enhanced identity governance, software-defined perimeter, microsegmentation and secure access service edge (SASE). It documents 19 interoperable, open-standards-based implementations; that count describes the project, not measured effectiveness, and does not establish a required design for a simulation.

How does governance connect the exercise to risk decisions?

NIST SP 800-161 Rev. 1 integrates C-SCRM into organizational strategy, policy, plans and risk assessments. Use those existing governance artifacts to give the exercise a clear purpose and a route into decision-making. The following are practical design recommendations, not a claim that NIST mandates a specific exercise workflow.

  1. Name an owner. Assign responsibility for the scenario, its assumptions and the handling of its results.
  2. Set decision thresholds. Specify which outcomes should prompt escalation, further assessment or a change in risk treatment.
  3. Connect to existing artifacts. Identify which C-SCRM plan, risk assessment or other organizational decision the exercise is meant to inform.
  4. Capture follow-through. Record decisions, unresolved assumptions, action owners and next steps so results can be considered in the organization’s risk-management process.

NIST SP 800-18 Rev. 2, published in June 2026, addresses system security, privacy and cybersecurity supply-chain risk-management plans and supersedes Rev. 1. It is relevant context for plan-based governance; it does not turn a simulation into a certification or dictate a particular exercise format.

What evidence should the exercise preserve?

Record where scenario inputs came from, how old they are, how much confidence participants place in them, and what they do not establish. This applies to supplier and component assumptions as well as the broader scenario data.

NIST’s supply-chain assurance work addresses whether computing-device components are genuine and have not been unexpectedly altered during manufacturing or distribution. That focus illustrates why provenance matters, but an exercise using component evidence cannot establish more than the evidence and scenario allow. NIST’s practice guide also said its proof-of-concept tools had not been commercialized as of that publication.

  • Identify the source and date of important inputs.
  • State which supplier, component or dependency each input represents.
  • Distinguish observed evidence from assumptions supplied for the exercise.
  • Write down limitations, gaps and conclusions the exercise cannot support.

A simulation can test how participants respond to stated evidence and assumptions. It cannot, on its own, prove that a supplier is secure, that a component is genuine, or that an unrepresented part of a supply chain is free of risk.

What changes when the scenario involves OT?

OT scenarios need to account for operational context rather than assuming enterprise IT controls transfer unchanged. Joint U.S. government guidance announced on April 29, 2026 highlights comprehensive asset visibility, secure supply chains, identity and access management, and network zones and conduits.

Where OT is in scope, show which assets are visible, how access is handled, how relevant supplier and supply-chain risks enter the scenario, and how zones and conduits affect the scenario’s boundaries. Include operational constraints that could affect a proposed response. The 2026 guide is OT-specific context, not a universal design standard for every supply chain.

How can you compare simulation designs?

The sources do not establish a standard scoring rubric for supply-chain simulations. These comparison questions are a practical way to assess whether a design matches the decisions it is meant to support.

Comparison area What to examine
Scope and fidelity Which supply-chain tiers, life-cycle stages, dependencies and ICT or OT assets are represented—and which are outside scope?
Access-decision detail Can participants follow the identities, devices, requested resources, changing conditions and resulting safeguards?
Governance connection Are ownership, assumptions, relevant risk assessments and follow-up decisions connected to organizational C-SCRM artifacts?
Evidence quality Can participants trace scenario assumptions and supplier or component claims to evidence, with its age and limitations stated?
OT relevance If OT is in scope, does the design address asset visibility, identity and access, secure supply chains, zones and conduits, and operational constraints?

What the exercise can—and cannot—tell you

A well-governed exercise can expose how assumptions, access decisions, dependencies and evidence shape a risk discussion. Its value depends on what it represents and how its outputs feed into organizational decisions. Do not present participation, a favorable scenario outcome or a particular implementation approach as proof of security or as a measured reduction in risk.

NIST SP 800-161 Rev. 1 provides the C-SCRM management context; NIST’s zero-trust implementation materials provide examples of implementation approaches; and the April 2026 joint guide adds OT-specific context. These sources support informed exercise design, but none establishes a single required model or standardized effectiveness score for supply-chain simulations.
