Microsoft’s documentation describes two main ways to put development apps on the console: deploy from Visual Studio, or manually sideload a signed app package and its dependencies through Xbox Device Portal. For manual sideloading, the documented process starts with creating a signed APPX package using Visual Studio or command-line tools; it is not a way to install arbitrary unsigned files.
Develop and test Xbox app experiences
Microsoft identifies Visual Studio as the primary IDE for Xbox app development. Its UWP development material describes routes using XAML, C#, JavaScript, and web apps, with details varying by app model. The development-options guidance was last updated October 24, 2022; treat it as a documented development route, not a guarantee that every older tool version remains the right choice.

Deploy apps from a development PC
Microsoft documents pairing a development PC with the Xbox for Visual Studio deployment. A user must be signed in on the Xbox. If Visual Studio cannot connect, Microsoft recommends checking that Developer Mode is active, verifying development-PC setup and network reachability to the console’s IP address, and using the specified Universal (Unencrypted Protocol) authentication setting. Microsoft recommends a wired connection for best deployment performance; these are its troubleshooting recommendations, not independent performance tests.
Manually sideload signed packages
For manual deployment, Microsoft’s documented route is to create a signed appx package, then use the Home tab in Xbox Device Portal to sideload the app and its dependencies. This is still a development workflow: signing and package dependencies matter.

Developer Mode versus Retail Mode

Microsoft says the Home button leads to Dev Home while the console is in Developer Mode. The modes are distinct; switching to Retail Mode is the documented path back to ordinary gameplay.

- It does not publish an app for you. Microsoft routes app publication through Partner Center and review. Its FAQ says UWP games are no longer accepted in the Xbox Store and directs game developers to ID@Xbox.
- It does not support x86 app development or store submissions. Microsoft’s UWP Xbox FAQ says Xbox no longer supports either.
- It does not expose every Windows API or run all PC software. Microsoft points to known issues for API availability and to system-resource documentation for Xbox One app and game capabilities; compatibility depends on the app model and supported APIs.
- It is not a license for a competing storefront. Microsoft’s activation terms prohibit distributing a digital storefront that competes with Microsoft Store.
Can you use it for emulators?
Developer Mode’s documented package sideloading workflow does not establish that a particular emulator, game, or third-party package will work. Microsoft’s official material cited here does not promise broad emulator compatibility or endorse a specific emulator. Check the package’s own compatibility information and applicable rules rather than assuming that any emulator can be installed or run.

Which consoles and development kits are covered?
The consumer activation terms specifically name retail Xbox One consoles. They do not establish consumer activation eligibility for Xbox Series X|S, nor do the cited materials provide a current model-by-model eligibility table. Verify the exact console against Microsoft’s current activation guidance before relying on Developer Mode instructions.
A retail Xbox One in Developer Mode is also not the same thing as an Xbox GDK development kit. Microsoft’s documentation on changing modes for GDK development kits is restricted to members of an Xbox developer program; those kit instructions should not be treated as consumer-console instructions.

Important terms and update caveats
Microsoft’s Xbox One activation terms say Developer Mode may involve updates unavailable to non-development consoles and that such software could temporarily diminish or remove console functionality. The terms state this as a possibility, not as a typical outcome. The same terms identify Microsoft Corporation—or an affiliate, depending on the user’s location—as the contracting party.
