Start with what makes Superman different
DC’s character profile describes Superman as a hero defined by goodness, compassion, and responsibility. It lists his powers as super strength, flight, invulnerability, super speed, heat vision, freeze breath, x-ray vision, superhuman hearing, and a healing factor. Clark Kent and Kal-El are among his aliases; Metropolis is his base, reporting his occupation, and Action Comics #1 (1938) his first appearance.

Those details point toward a game whose central question is not just “Can Superman win?” but “How can he help without making a bad situation worse?” A city under pressure can put people, buildings, and competing emergencies at risk. The player should feel overwhelmingly capable while still having to judge where to go, what to do, and how much force to use.

Make flight the defining way to move
Flight should be the game’s signature traversal system, not merely a faster way to reach the next marker. Players should feel speed and freedom while remaining able to steer through a dense city, read what is happening below, and choose a route to the next emergency.

- Master and upgrade Superman's unique powers - Flight, X-Ray Vision, Heat Vision, Super Hearing, Super Strength, Super Speed, Super Breath, and Freeze Breath are all available to you, so get creative
- Superman's success depends on Metropolis' health - Will you stop pursuing a super villain to prevent a tornado from wreaking havoc? Make critical decisions to save the city, but choose wisely or its citizens could pay the ultimate price
This is a proposed direction informed by past development experience, not an established recipe. A producer on Superman Returns said the team studied flying games and aimed for city flight that felt like swimming through air while still requiring three-dimensional steering. That tension—freedom paired with control—is where flight can become a skill players enjoy mastering.
Turn rescue into a meaningful part of play
Rescue should reward awareness and judgment rather than function as a string of fragile escort missions. A player might need to notice a danger, reach people in time, and decide which threat to handle first. The best outcomes would come from understanding the situation, not merely winning a fight quickly.

That distinction matters. Game producer Jason Bergman criticized past designs that made everyone but Superman vulnerable, turning the experience into an escort mission. A stronger pitch makes helping people active and player-directed: civilians are people to protect, not a recurring liability attached to every encounter.

Let combat reward restraint and improvisation
Superman’s strength does not mean every problem should be solved by hitting harder. Give players ways to de-escalate, contain, redirect, or disable threats, and make some encounters depend on environmental reasoning rather than damage output.

Steve Lycett, producer on the PlayStation 2 and GameCube versions of Superman: Shadow of Apokolips, described the challenge of designing around Superman’s responsibility to protect vulnerable people. His team created a Livewire boss encounter without a direct physical fight, encouraging players to use the environment. As Lycett put it, “So, we ended up with a boss fight without any actual fight!” (Comic Book Video Games, published May 11, 2023.)
That is a useful precedent, not proof that every boss should work the same way. It shows how a confrontation can test observation and decision-making while keeping Superman’s values relevant to the action.

Make each power useful beyond combat
Superman’s abilities offer a broad design vocabulary for puzzles, navigation, rescues, and fights. Heat vision, freeze breath, strength, x-ray vision, speed, and flight should each have more than one context, so powers feel like tools for understanding and changing the world rather than buttons reserved for enemies.

- Heat vision and super breath: Past development examples used powers to manipulate objects, creating options for environmental interactions.
- X-ray vision: It can help players inspect a space or solve a puzzle, rather than functioning only as a combat aid.
- Strength and movable objects: Objects, cover, and explosive elements can make the environment part of the player’s plan.
- Flight and speed: These can support rapid response and navigation as well as attacks, provided the situation rewards choosing a useful route.
Lycett discussed these kinds of interactions when describing Shadow of Apokolips. They are precedents to adapt, not a proven formula for the perfect game.

Preserve power without making every challenge a resource puzzle
Past Superman games illustrate two ways to create challenge around a powerful hero. In an interview with Superman Homepage, a developer of a PlayStation 2 Superman game said players had the key powers from the start, while a regenerating solar-energy limit discouraged relying on a single move. The developer explained that unlimited power in combat could lead players to use heat vision on everything, making the game boring and unchallenging.
Shadow of Apokolips took a different approach, using an animated-series interpretation in which Superman could be hurt and some powers consumed energy. The approaches differ in how they preserve the power fantasy and where they place tactical pressure:
| Approach | How it handles power | Where challenge comes from |
|---|---|---|
| PlayStation 2 game discussed by its developer | Key powers available from the outset; a regenerating solar-energy bar limited use. | Resource management intended to encourage tactical variety. |
| Superman: Shadow of Apokolips | Animated-series interpretation; Superman could be hurt and some powers used energy. | Vulnerability and power costs. |
These are historical design approaches, not mandatory rules. A fresh pitch could keep broad power access and create pressure through competing emergencies, timing, precision, collateral risk, and environmental choices. That is a design recommendation, not an objectively proven superior solution. As Bergman put it, “If you adapted the rules of Superman to a game, you’d be in god mode the entire time.” The challenge is to make the player’s power satisfying while giving situations distinct demands.

Earlier developers recognized the tension between Superman’s near-invulnerability and the vulnerability of those around him. Lycett said, “What makes the character interesting is he is close to invincible, but those around him aren’t and so to really step into his shoes, you need to make sure the player must uphold Superman’s values and protect those around him.” (Comic Book Video Games, published May 11, 2023.)
That tension offers a character-led source of stakes without needing to make Superman arbitrarily weak. Flight creates urgency and choice; rescues make attention to others playable; environmental encounters reward restraint; and varied power interactions let the player solve problems in more than one way. The result is a proposal for a Superman game built around capability and responsibility together—not a claim about an announced or authorized project.
