What Windows’ USB Removal Policy Does—and Whether It Affects Drive Speed

Windows’ USB removal setting controls write caching, not the drive’s USB interface. See how Quick removal and Better performance differ, when to use each, and how to safely eject.

Windows’ USB removal policy controls whether it caches writes to an external drive. Quick removal avoids write caching so the drive is ready to remove; Better performance allows caching and may improve performance, but requires safely ejecting the drive before unplugging it. Microsoft publishes no benchmark or guaranteed speed increase for either setting.

Quick removal vs. Better performance

Policy Write caching Removal and risk Performance implication
Quick removal Windows does not cache disk-write operations to the device. The device remains ready for removal, though finishing active transfers before unplugging is still prudent. Microsoft says this policy can degrade system performance; it does not give a measured speed penalty.
Better performance Windows can cache write operations. Microsoft recommends also enabling “Enable write caching on the device.” Safely eject the drive before disconnecting it. If cached writes have not finished, unplugging can risk data loss. Caching is intended to improve performance, but the actual effect depends on the drive and workload. Microsoft gives no measured or guaranteed increase.

These policies change Windows’ handling of writes; they do not change the drive’s USB interface or make hardware transfer data faster by themselves. [Microsoft Learn: Windows default media removal policy]

Does changing the policy make transfers faster?

Possibly, but there is no universal speed gain to expect. Better performance permits Windows to acknowledge or queue writes using a cache, which may improve performance for some devices and workloads. The resulting transfer experience still depends on the drive, connection, and files being copied. Microsoft’s documentation describes the effect qualitatively and provides no percentage, transfer rate, test conditions, or promise of a faster result.

If transfers are slow, this setting is only one possible factor. It cannot overcome a drive or connection’s hardware limits. Consider changing it only if you understand the safe-eject requirement; it is not a guaranteed fix.

Which policy should you choose?

  • Choose Quick removal if you value being able to disconnect the drive without using the eject command each time. It is the default starting with Windows 10 version 1809.
  • Choose Better performance if you want Windows to be able to cache writes and are willing to safely eject the drive before unplugging it.

Before Windows 10 version 1809, Better performance was the default. Microsoft’s current policy documentation applies to Windows 10 and Windows 11 and was last updated August 18, 2025. The chosen policy remains in effect when that device is reconnected to the same computer port. [Microsoft Learn]

How to change the USB removal policy

  1. Open Disk Management.
  2. Find the external drive, right-click it, and select Properties. In some recent Windows versions, open the drive’s Hardware tab, select it in the All disk drives list, then select Properties.
  3. Open the Policies tab and select Quick removal or Better performance. If you choose Better performance, you can also select Enable write caching on the device.
  4. Select OK to apply the setting.

The policy is associated with the external device and persists when it is reconnected to the same computer port. [Microsoft Learn]

How to safely eject a drive

When Better performance is enabled, eject the drive before unplugging it so Windows can finish pending writes. Microsoft documents two ways to do this in Windows 10 and Windows 11:
