Website owners should decide separately whether to allow automated systems to find pages for search, use content to train models, or browse in real time for a person. Those activities are not interchangeable, and a vendor’s bot may perform more than one of them. Use robots.txt to express crawler preferences, but rely on authentication and server-side controls—not a disallow rule—to protect private pages.
Which kind of automated traffic is visiting?
Classifying traffic by what it does is more useful than treating every request associated with AI as the same kind of scraping. Cloudflare groups AI-related activity into three behaviors: Search, Agent, and Training. It also cautions that one bot can have more than one behavior. Cloudflare’s bot concepts documentation describes these categories.

- Search: collects or indexes material so it can help answer questions later.
- Training: crawls content that may be used to train or fine-tune a model.
- Agent: acts in real time on a person’s behalf, such as retrieving information during a browsing task.
These purposes can have different implications for search visibility, content use, and site operations. A policy that permits search indexing does not necessarily mean you want to permit model-training crawls or live automated browsing.

Some providers expose separate controls. OpenAI documents distinct crawler roles: OAI-SearchBot is used to surface sites in ChatGPT search, while GPTBot crawls content that may be used to train OpenAI foundation models. OpenAI says disallowing GPTBot indicates that content should not be used for that training. These are provider-specific descriptions, not universal rules for other services. OpenAI’s crawler documentation explains the current roles.

OpenAI says sites that opt out of OAI-SearchBot will not be shown in ChatGPT search answers, though they may still appear as navigational links. Its documentation also describes ChatGPT-User as associated with certain user actions in ChatGPT and Custom GPTs, rather than as an automatic web crawler; robots.txt rules may not apply to those user-initiated actions.
OpenAI says it can take approximately 24 hours after a robots.txt update for its systems to adjust search results. That is provider-specific guidance, not a general update time for other crawlers.

What robots.txt can—and cannot—do
The Robots Exclusion Protocol, specified in IETF RFC 9309, lets site owners state rules that crawlers are requested to honor. The standard is explicit: “These rules are not a form of access authorization.” A robots.txt file does not authenticate users, prevent access, or make a private URL secure. A disallow rule can even reveal a path that should not be exposed.

Use authentication, authorization, and server-side protections for account pages, private files, or transactional workflows. Treat robots.txt as one machine-readable preference layer for crawlers that honor it, not as a security boundary. Implementations differ, and user-directed browsing may not behave like a crawler.

Content Signals are an evolving preference layer
Cloudflare documents Content Signals for search, ai-input (real-time use such as retrieval or grounding), and ai-train. These signals are evolving and provider-specific; their presence does not guarantee that every system will interpret or honor them. Cloudflare also notes that Google Search Console may report newer directives as “Syntax not understood.” See Cloudflare’s Content Signals documentation.
How to decide what your site should allow
Set policy according to the purpose of the content and the site’s business goals. Public editorial pages, ad-supported articles, account areas, and checkout flows need not share one rule. Work through these decisions before changing settings:

- Search discovery: Do you want pages to appear in a provider’s search or answer product?
- Training use: Do you want to permit crawlers whose stated purpose includes collecting material for model training?
- Live agent access: Should an automated system be able to retrieve public information or act within a workflow for a person?
- Scope: Should a preference cover the whole site, selected paths, ad-supported pages, or only public content?
- Operational cost: Could a restriction reduce visibility or block legitimate automation? What monitoring and review will the policy require?
Cloudflare documents updated defaults for new domains effective September 15, 2026: Training and Agent behavior are blocked on pages displaying ads, while Search remains allowed. This is Cloudflare-specific. Inspect the actual zone settings and account history rather than assuming that this default applies to every site or account. A permissive robots.txt file does not guarantee that a request can get through. CDN and web application firewall rules, bot mitigation, application challenges, authentication, geography rules, and rate limits can all affect the response. Cloudflare’s bot documentation describes its product’s controls; your own hosting and application setup may differ.
- Fetch the live policy file. Request your site’s
/robots.txtand inspect the served response, user-agent groups, and any directives added or combined by your host or CDN. Cloudflare documents that managed content can be combined with an existing file and that it may serve managed disallow rules when no file exists. Cloudflare’s robots.txt documentation explains its behavior. - Review every enforcement layer. Check CDN and WAF decisions, bot mitigation, authentication, CAPTCHA or JavaScript challenges, geographic rules, HTTP response codes, and rate limits. Confirm that the behavior matches your policy for both public and restricted paths.
- Verify the request identity where possible. A user-agent string is self-declared and should not be treated as strong proof of identity. OpenAI documents Web Bot Auth for ChatGPT Work’s Cloud browser: signed HTTP requests use a Signature-Agent value, signature headers, and public keys, and supported CDN integrations may recognize or verify them. This capability is product-specific; do not assume other agents use the same method. OpenAI’s crawler and verification documentation provides details.
- Test actual outcomes. Review server and CDN logs and responses for the named crawler or verified agent. Confirm that intended public pages are reachable and that restricted pages still require authentication. Changing robots.txt alone does not establish that the rest of the stack agrees.
- Recheck after platform changes. Defaults, bot identities, user-agent strings, IP ranges, and policies can change. Revisit settings when providers or infrastructure vendors update their documentation or your account configuration.
How can you tell whether an AI agent is really visiting?
Logs can show request patterns and user-agent strings, but a user-agent alone is not reliable verification: it is a claim made by the request. Where a provider offers a supported signed-request mechanism, verify the signature using the provider’s documented method or a supported CDN integration. OpenAI’s Web Bot Auth documentation applies to its ChatGPT Work Cloud browser; it should not be generalized to other agents.
For other traffic, combine available evidence—request headers, IP information, behavior in logs, and infrastructure-level bot signals—without treating any single clue as conclusive. Apply rate limits or challenges according to the risk of the path and the cost of false positives. For pages that must remain private, enforce access through authentication regardless of how a request identifies itself.
Keep the policy specific and current
There is no single setting that cleanly controls every form of automated browsing. A practical policy distinguishes search, training, and live agent behavior; applies rules to the right pages; and uses the appropriate enforcement layer. Robots.txt and Content Signals express preferences, while authentication protects private content and CDN or application controls determine what requests can actually do. Provider-specific rules and account defaults can change, so verify the live configuration and monitor real responses.
These controls do not resolve copyright, contract, or privacy-law questions for a particular site or jurisdiction. Those outcomes depend on the facts and applicable law.
