W3C guidance expects website functionality to work through a keyboard interface, with a narrow exception for tasks whose outcome depends on the path of movement itself. Keyboard accessibility also means users can leave every component, see where focus is, and interact with custom widgets using expected keyboard behavior.
What W3C means by keyboard accessibility
WCAG Guideline 2.1 is “Make all functionality available from a keyboard.” The core outcome appears in WCAG 2.1 Success Criterion 2.1.1, Keyboard (Level A): “All functionality of the content is operable through a keyboard interface without requiring specific timings for individual keystrokes, except where the underlying function requires input that depends on the path of the user’s movement and not just the endpoints.” W3C’s Understanding page for SC 2.1.1 explains how to apply that requirement.

A keyboard interface is not limited to a physical keyboard. It can include software or hardware that generates keystroke input, such as keyboard emulation. The test is whether the user can accomplish the functionality through that interface—not whether a particular device is connected.

Freehand drawing and watercolor painting are examples of functions where the movement path matters. By contrast, moving or dragging an object to a location is not inherently path-dependent when only the destination matters. In that case, an alternative keyboard operation can make the function available without reproducing the pointer’s movement.

Comparable operation is sufficient
Keyboard users need a way to perform the same or comparable actions. WCAG does not require every pointer-operable control to be individually focusable if the action is otherwise available through the keyboard interface.
Keyboard operation, traps, and shortcuts are separate checks
Guideline 2.1 covers more than whether controls respond to keys. Its criteria include keyboard operation, avoiding a keyboard trap, a stricter no-exception keyboard requirement at Level AAA, and character-key shortcuts. These checks address different failure modes; passing the basic operation criterion does not make the others irrelevant. See W3C’s overview of the Keyboard Accessible guideline.

Let users move focus out of components
A keyboard trap occurs when focus enters a component and the user cannot move away using the keyboard. Avoiding traps is a distinct requirement, not a reason to make pointer input the only way to escape. Check that users can move onward from dialogs, embedded content, and other interactive components with the keyboard.

Check character-key shortcuts
Guideline 2.1 also addresses shortcuts triggered by character keys. Treat this as its own check when a site provides such shortcuts; it is not covered merely by confirming that buttons and links can be activated from the keyboard.

Make keyboard focus visible
WCAG 2.2 SC 2.4.7, Focus Visible (Level AA), states: “Any keyboard operable user interface has a mode of operation where the keyboard focus indicator is visible.” W3C’s explanation of SC 2.4.7 says the mode may depend on user-agent behavior—for example, a browser can show focus styling during keyboard navigation. When an indicator is shown for keyboard focus, it must remain visible rather than being time-limited.
SC 2.4.7 does not prescribe a particular shape or style. Because focus indicators are generally non-text visual information, their contrast also matters under WCAG 2.2 SC 1.4.11, Non-text Contrast. Removing the browser outline without providing another visible focus treatment can leave keyboard users unable to tell where they are.

Focus appearance has a separate Level AAA criterion
WCAG 2.2 SC 2.4.13, Focus Appearance (Level AAA), adds specific size and contrast tests. The indicator area must be at least as large as a 2 CSS-pixel-thick perimeter of the unfocused component or subcomponent. The same pixels must have a contrast ratio of at least 3:1 between focused and unfocused states. Exceptions apply to indicators determined by the user agent, and to indicators and backgrounds that the author has not modified. See W3C’s explanation of SC 2.4.13.

Keep focused content from being covered
WCAG 2.2 SC 2.4.12, Focus Not Obscured (Enhanced), is a Level AAA criterion: no part of the focused component may be hidden by author-created content. Sticky headers or footers and non-modal dialogs can cover the focused item. See W3C’s explanation of SC 2.4.12. This is the enhanced criterion; it should not be confused with the separate minimum-level focus-obscuring criterion.

Browsers provide keyboard support for native HTML form controls. For graphical components made accessible with ARIA, developers must provide the keyboard interaction behavior as well as the accessibility semantics. Adding ARIA does not by itself create keyboard operation.

The W3C ARIA Authoring Practices Guide (APG) describes patterns for predictable focus movement and interaction, including Tab and Shift+Tab between components and navigation within composite widgets such as menus, radio groups, listboxes, trees, and grids. It also covers disabled items, shortcuts, familiar platform conventions, and the distinction between focus and selection. APG is implementation guidance that helps shape widget behavior; WCAG success criteria remain the outcome-based conformance requirements.
How to check a site’s keyboard experience
- Navigate the page using a keyboard interface, such as Tab and Shift+Tab, and check that each function has a keyboard route. Do not assume that every pointer control must itself receive focus if a comparable keyboard action is available.
- Activate controls and use any custom widgets. Check that their focus movement and internal navigation follow a coherent, predictable pattern.
- Confirm that focus can leave each component without relying on a pointer.
- Watch for a visible focus indicator as you navigate. Check that it is not removed, too faint against its surroundings, or hidden by page content.
- If targeting Level AAA, separately assess the Focus Appearance and Focus Not Obscured (Enhanced) criteria, including their specific size, contrast, and visibility conditions.
W3C’s C45 technique demonstrates styling keyboard focus with the CSS :focus-visible pseudo-class. It is an example technique, not a required implementation: the actual style still needs to make focus visible. Test the result by moving keyboard focus to focusable components and checking the indicator in context.
