Build it as a traceable document pipeline, not just a vector index: extract manuals faithfully, preserve their page and section context, combine exact-term and meaning-based search, enforce access rules, and test answers against the original sources.
What a dependable manual-search system needs
A technical-manual knowledge base must solve two different problems: find the right passage and show that the passage supports the answer. Embeddings can help with the first, but they cannot recover text that was misread during extraction, resolve conflicting revisions by themselves, or prove that a generated answer is correct.

Plan for a pipeline with six connected parts: source inventory, document parsing, provenance-preserving cleanup, structure-aware chunking, hybrid retrieval with metadata filters, and evaluation. Keep the untouched originals available throughout so users and maintainers can verify results against the manuals.
1. Inventory manuals and preserve their identity
Start with authorized files and assign each manual a distinct document identity. A new revision should not silently replace an older one: specifications and procedures may differ, and search needs to distinguish which source applies.
#1 Best Overall
For each file, record useful attributes such as manufacturer, product family, exact model, revision, publication date, language, source URL or repository location, and permissions. This is a practical metadata recommendation, not a schema required by a particular vendor. Preserve page and section identity so it can travel with extracted text and appear in search results.
- Keep an untouched copy of every source file.
- Record revision and model explicitly rather than relying on filenames alone.
- Track permissions and the source location alongside descriptive metadata.
- Retain page and section information for every passage that may be retrieved.
2. Parse each file according to how it was made
Machine-readable PDFs may yield usable text through ordinary digital parsing. Scanned pages and text embedded in images require OCR. Manuals with columns, tables, lists, headings, or complex reading order benefit from layout-aware parsing, which aims to preserve relationships between structural elements. Google Cloud documents these as distinct parsing approaches. Its documentation also states that its OCR processor parses the first 500 pages of a PDF; pages beyond that product-specific limit are not processed. This is a limit of that processor, not a general OCR limit.
Inspect extraction before bulk ingestion
Review representative pages from each kind of manual before processing the full collection. Look for lost characters, incorrect reading order, and broken relationships between table headings, rows, values, and units. Check warning labels and symbols as carefully as ordinary prose: a missing minus sign or unit can change the meaning of a specification.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesHandle diagrams and visual information deliberately
Plain text extraction may not capture what a diagram communicates. If visual resources carry essential information, retain the page image, add a reviewed description, or use a system that can process visual content. Amazon describes a multimodal route for documents with visual resources; whether it is appropriate depends on the source material and the chosen system.
Where the parser exposes extraction errors or OCR confidence, store those signals with the page or passage. They help identify low-quality text for review instead of treating every extracted character as equally reliable.
3. Clean text without erasing context
Remove repeated headers and footers only after checking that they do not contain model, revision, or other identifying information. Preserve section titles and nearby context; a value separated from the heading that defines it may be difficult to retrieve or interpret correctly.
Attach provenance to each extracted passage, including document ID, revision, page, and section. Preserve enough original text to let a user open or inspect the relevant source location. Cleaning should make content easier to search without making it harder to verify.

Chunks are the units a retrieval system searches. Split around coherent content—such as a section, paragraph, procedure, or table unit—instead of cutting text solely to meet an arbitrary size. Keep a warning with the steps it governs, and keep table values with their labels and units.
MongoDB documents several approaches: fixed-token chunks, fixed-token chunks with overlap, recursive splitting, language-specific recursive splitting, and semantic splitting. It associates language-specific recursive splitting with code or technical documentation. These are options to evaluate, not universal settings; test chunk size, overlap, and boundaries using representative manual questions.
For each resulting chunk, retain its source document and location metadata. A chunk without a reliable link to its manual may be searchable, but it is not readily auditable.
5. Combine exact-term search with semantic retrieval
Technical questions often contain identifiers that must match exactly as well as descriptions that may be phrased many ways. Use lexical search for exact strings and dense-vector retrieval for meaning-based matches, then combine their results with hybrid ranking.

|---|---|---|
| Sparse or lexical search, such as BM25 | Exact error codes, model numbers, part IDs, and literal specification strings | A question phrased differently from the manual may not share enough matching terms. |
| Dense vector retrieval | Paraphrases and conceptually related questions whose wording differs from the manual | Related meaning is not the same as an exact identifier or a verified answer. |
| Hybrid retrieval | Queries that need both exact matches and conceptual matches | Ranking and weighting still need evaluation on the actual manual collection. |
Store the original passage text and metadata alongside its embedding; do not treat a vector as a substitute for the source. NVIDIA’s RAG Blueprint uses reciprocal rank fusion by default and also exposes weighted hybrid search. Those are implementation examples, not evidence that one ranking configuration is best for every corpus.

6. Filter results by model, revision, language, and permission
Apply reliable metadata filters before or during retrieval. A question about one model should not be answered from a similar model’s manual, and revision-sensitive instructions should not be blended without making the difference visible. Filter by attributes such as product family, exact model, revision, and language when the query or user context provides them.
Enforce authorization at retrieval time, not only when files are uploaded. Amazon says its managed knowledge bases support document-level permission filtering, with the Web Crawler connector as an exception. Check the equivalent behavior in any platform under consideration; connector and deployment details matter.
7. Return answers that can be checked
Present the answer with the manual title, revision, and page or section that supports it, and provide a way to open the original passage. Amazon documents citations in generated responses as a way to check the source. A citation is useful only when it points to the relevant material and the material actually supports the claim.

A confident response cannot repair a passage that was never retrieved, nor can it fix text that OCR or parsing extracted incorrectly. When evidence is missing or conflicting, the system should make that clear rather than presenting an unsupported resolution.

8. Evaluate with real manual questions
Build a test set from actual support, service, and maintenance questions. Include questions that exercise different failure modes:
- Exact model and part identifiers.
- Error-code lookup and numeric specifications with units.
- Procedures with multiple steps and warnings tied to those steps.
- Questions where the correct answer depends on product revision.
- Ambiguous questions that should trigger a model or revision clarification.
For each test, inspect whether retrieval found the right passage, whether it retained enough surrounding context, and whether the final answer is supported by the cited text. Track retrieval failures separately from answer-generation failures so the fix targets the responsible stage.
Amazon, MongoDB, and other reviewed product documentation describes retrieval or testing mechanics, but does not establish a universal accuracy threshold for technical-manual collections. Set acceptance criteria for your own use case and validate them against the manuals and questions that matter to your users.
Managed knowledge base or self-managed stack?
A managed knowledge base can reduce the pipeline work by supplying connectors, parsing, retrieval, citations, or permission features. A self-managed stack offers more control over ingestion, parsing, indexing, and storage, while leaving the team responsible for the supporting infrastructure. Neither approach is inherently more accurate or cheaper on the evidence available here.
| Choice | What it can suit | What to verify |
|---|---|---|
| Managed knowledge base | Teams seeking less pipeline maintenance and product-provided connectors or retrieval features | File-format coverage, OCR and layout quality on sample manuals, permission behavior, regional availability, traceability, and operating cost |
| Self-managed stack | Teams that require control over parsing, storage, deployment, or retrieval behavior and can maintain those components | How the team will operate ingestion, parsing, indexing, storage, access controls, updates, and monitoring |
Amazon documents both managed knowledge bases and a customer-managed approach in which operators control ingestion, parsing, indexing, and storage and manage the related infrastructure. Compare candidates using your own representative files and questions rather than assuming a feature description guarantees performance on your manuals.
Quick Recap
Use a practical comparison checklist
- Parsing: Can it handle native PDF text, scanned pages, tables, diagrams, and layout hierarchy from your sample files?
