What VPNs Can and Can’t Hide From Websites and Internet Providers

A VPN masks your public IP from websites and encrypts traffic from your device to its server, but it does not make you anonymous or hide every identifier.

A VPN hides your original public IP address from websites and routes your traffic through a VPN provider’s server. Your internet provider and local Wi-Fi operator can generally see that you connected to a VPN, but a properly functioning encrypted tunnel obscures the traffic traveling inside it. A VPN does not make you anonymous: accounts, cookies, browser fingerprinting and other identifiers can still connect your activity to you.

What each observer can see when you use a VPN

Observer What a VPN generally hides What may remain visible
Website you visit Your ISP-assigned public IP address; the site generally receives the VPN server’s exit IP and apparent location instead. Information you submit, account sign-ins, cookies, browser fingerprint, location signals and whether the exit IP appears to belong to a VPN.
Internet provider or local Wi-Fi operator With a properly functioning encrypted VPN, the destination traffic inside the tunnel. That your device connected to a VPN server, along with connection metadata such as timing and traffic volume.
VPN provider The VPN shifts visibility away from the ISP and local network operator; it does not remove the provider from the path. The traffic and metadata handled by its servers. What it records depends on the provider’s practices.
Trackers embedded in websites A VPN may obscure your original public IP from the site hosting them. Browser characteristics and identifiers that can support tracking or profiling, including fingerprinting signals.

What a VPN hides from websites—and what it does not

When traffic exits through a VPN server, a destination website generally sees that server’s IP address rather than the public IP address assigned to you by your ISP. The apparent location is associated with the exit server, not necessarily your actual location. This can reduce what a site learns from your IP address, but it is only one identifier.

Ways a site can still recognize or track you

  • Accounts: Signing in associates activity with the account, regardless of the IP address.
  • Information you provide: A name, email address, phone number or other form entry can identify you directly.
  • Cookies and tracking pixels: These can link visits and activity to browser identifiers.
  • Browser fingerprinting: A site or embedded tracker can use characteristics exposed by your browser to distinguish it. The Electronic Frontier Foundation explains this tracking method in Cover Your Tracks: About.
  • Location signals: GPS or other location information available to an app or website may reveal location independently of the VPN’s exit IP.

A site may also detect that an IP address belongs to a VPN service. So a VPN can change the network address a site sees without hiding the fact that the address may be a VPN endpoint. The Federal Trade Commission notes that a VPN app generally does not make a user entirely anonymous in its consumer guidance on VPN apps.

What your ISP and public Wi-Fi operator can see

A VPN encrypts traffic between your device and the VPN server. If the VPN is working correctly, your ISP or the operator of the Wi-Fi network you are using cannot read the contents of traffic inside that tunnel. They can still see that your device is communicating with a VPN server and observe connection metadata, including when the connection occurs and how much data moves.

Without a VPN, HTTPS still protects the contents of a web session—such as page contents, passwords and messages—from parties along the network path. HTTPS does not necessarily hide all metadata. Domain names, connection timing and traffic sizes may remain observable, depending on the circumstances and the data available to the network operator. In a 2021 report examining six major U.S. internet service providers, the FTC said many of the providers studied continued to store customer-accessed IP addresses that could reveal website domains despite encryption. That finding describes the providers and period studied; it is not a current estimate for every ISP. See the FTC staff report, dated October 21, 2021.

What the VPN provider can see

A VPN changes which network operator handles your traffic: instead of your ISP seeing destination-side traffic, the VPN provider receives traffic through its server. The provider is therefore a new party to trust, not an invisible intermediary. It can see traffic and metadata handled by its service; what it collects or retains depends on its policies and practices.

Before choosing a provider, examine what data it collects, how its business is funded, its security practices, jurisdiction and transparency reporting. An audit or a marketing claim does not, by itself, establish how a service behaves in every situation. The Electronic Frontier Foundation’s VPN guide discusses the limits of VPN protection and factors to consider when evaluating a provider.

VPN encryption and HTTPS protect different parts of the connection

A VPN protects the tunnel from your device to the VPN server. HTTPS protects the connection between your browser and a website. With HTTPS, the VPN provider generally cannot read the protected contents of that web session simply because it routes the traffic, although it may still handle connection metadata. Without HTTPS, the VPN provider may be able to read or alter unencrypted traffic. Keep HTTPS enabled when using a VPN; one does not replace the other.

What to do if you want more privacy

  • Use HTTPS and keep your browser and operating system updated.
  • Use strong, unique passwords and two-factor authentication for accounts.
  • Review app permissions, especially access to location, and avoid signing in when you do not want activity linked to an account.
  • Use tracker-blocking and other browser privacy controls to limit cookies and tracking where practical.
  • Choose a VPN only after reviewing its data practices and security claims; do not treat it as a substitute for account security or device protection.

The U.S. government’s Staying Safe on the Internet guide likewise describes VPNs as one security measure, not a replacement for HTTPS and other protections.
