What VPN Means and What a VPN Actually Does in 2026

A VPN creates a protected connection over an existing network. Here’s what that means for work access, consumer services, public Wi-Fi, and your privacy.

A VPN is a virtual private network: a virtual connection built over an existing network, such as the internet. Depending on how it is configured, it can use tunneling and encryption to protect traffic in transit or let an authorized remote user reach an organization’s private systems. It does not make you anonymous, remove malware, or protect a compromised device.

What does VPN mean?

VPN stands for virtual private network. NIST defines it as a virtual network built on top of existing physical networks, often using tunneling and encryption. The exact design varies: a work VPN connecting to a company network and a consumer VPN service routing traffic through a provider are related uses, not one universal setup. NIST’s VPN glossary includes definitions from multiple standards.

What happens when you use a VPN?

A VPN establishes a protected connection between endpoints across a network that already exists. When traffic travels through that connection, the VPN can add protections such as confidentiality, integrity, authentication of data origin, replay protection, and access control. Those are possible technical capabilities, not guarantees that every VPN implements each one or protects against every threat. NIST’s National Cybersecurity Center of Excellence describes VPN connections as adding an encryption layer between remote devices and an organization’s internal network.

Work VPNs and consumer VPN services are different

Question Organizational VPN Consumer VPN service
Main purpose Connect an authorized employee or vendor to an organization’s internal resources. Route a user’s traffic through a VPN provider’s server.
Who operates the VPN endpoint? The employer or organization operates or manages the gateway. A commercial VPN provider operates the service endpoint.
What controls matter? Identity checks, device authorization, and decisions about which resources a user can reach. The app’s permissions, encryption claims, and the provider’s information-sharing practices.
What is the main use? Protected remote access to authorized private systems. Routing traffic through the provider’s service, according to its design and policies.

NIST’s remote-device guidance explains how an organizational gateway can enforce access decisions. The FTC’s small-business cybersecurity guidance also discusses VPNs for employees and vendors who need secure remote access. For a consumer app, the FTC advises researching the app, reviewing its permissions and encryption, and checking whether it shares information with third parties.

What a VPN does not do

  • It does not make you anonymous. Websites and apps can still identify you through account sign-ins and other information. A VPN is not a guarantee that your activity cannot be linked to you.
  • It does not clean or secure an infected device. Spyware or viruses on a computer can expose passwords and undermine VPN protections, as NIST’s telecommuting guidance warns.
  • It does not prevent every online threat. It is not a substitute for protection against phishing, account compromise, or malware.
  • It does not guarantee the VPN provider will protect your privacy. With a consumer service, the provider’s app permissions and data-sharing practices matter; check them rather than assuming the VPN itself guarantees privacy.

Organizational VPNs also require careful security management. A CISA-led joint guide discusses vulnerabilities, configuration complexity, and misconfiguration in enterprise remote-access VPNs. These are risks to manage, not evidence that every VPN is unsafe.

Do you need a VPN on public Wi-Fi?

Not necessarily for ordinary browsing. The FTC says, “Because of the widespread use of encryption, connecting through a public Wi-Fi network is usually safe.” Look for HTTPS or a lock symbol in your browser, and use the right security measures for the specific task. A VPN may still be useful for a particular network, for organizational access, or as a privacy choice, but the FTC’s guidance does not make it mandatory on every public hotspot. How to decide whether a VPN fits your need

  • You need work access: Use the VPN or remote-access method approved by your organization; its gateway and access controls determine which systems you can reach.
  • You are considering a consumer VPN: Review the app’s permissions, encryption claims, and information-sharing practices before relying on it.
  • Your concern is malware, phishing, or account theft: A VPN alone does not address those problems; use protections aimed at the specific threat.
  • Your concern is routine browsing on public Wi-Fi: Check that sites use HTTPS. A VPN is an option, not a universal requirement.
