Because current level tables for Last Shelter: Survival are community- or editorial-sourced and can become outdated, use the requirements and bonuses shown in your own game client as the final authority.
The practical upgrade order
There is no single permanent build queue that is correct for every account. Your best next upgrade is the one that removes the current constraint on Headquarters (Base) progress or unlocks a capability you can use immediately.

- Check the next Headquarters requirement. Open the Headquarters and its upgrade screen before committing resources elsewhere. Buildings cannot exceed the Base level, according to the community Headquarters wiki, so the Headquarters sets the ceiling for your settlement.
- Complete the required prerequisite buildings. If a facility is listed only because it is needed for the next Headquarters level, treat it as a gate rather than a long-term production investment.
- Keep the Institute upgrading and research running. Construction-speed research compounds every later building queue. After that, choose military or resource research according to the problem currently slowing you down.
- Upgrade a troop camp when it unlocks a tier you can field. A higher camp level has little value if your Base cannot access the next troop tier or you cannot train enough units to use it.
- Fix the resource bottleneck. Upgrade the specific food, oil, iron, steel or support facility that is limiting construction or training, rather than leveling every production building evenly.
- Concentrate hero investment. Put scarce promotion, skill and enhancement materials into a few heroes that match your chosen combat role instead of spreading them across the entire roster.
This order is a decision rule, not a rigid sequence of building names. Recheck it after every Headquarters level, major troop-tier unlock or change in your resource balance.

Why the Headquarters comes first
The Headquarters (also called the Base in community references) controls the maximum level of other buildings and opens later systems. The community Headquarters page records rally-capacity milestones through level 12 and says later levels continue to add building power; those details are version-sensitive, so do not use an old table as a guarantee. Your client’s current upgrade panel is more reliable than any archived milestone list.

Keeping the Headquarters moving also prevents a common waste: spending days pushing a nonessential building above the level needed for your next Base upgrade, only to discover that another prerequisite is still missing. The correct target is the lowest-cost chain that satisfies the displayed requirements and leaves you with enough resources to start the Headquarters timer.
A requirement-first check
- Tap Headquarters and open Upgrade.
- Record every listed prerequisite, including building levels, resources, population or research conditions if the current client displays them.
- Compare those requirements with your existing queues. If a listed building is below the required level, place that upgrade before optional production or decorative projects.
- Check the completion time and resource total. Start gathering, raiding or using earned speedups only after you know the exact shortfall.
- When all requirements are met, start the Headquarters upgrade as soon as your construction plan allows. Then redirect the next queue toward the requirements for the following level.
Some early buildings are useful chiefly because they unlock a later upgrade. That is not a flaw: prerequisite buildings are investments in access, not necessarily in output. Do not judge them by resource production when their real purpose is opening the next Base level.
Keep the Institute and research moving
Why the Institute has compounding value
The community Institute page describes this building as the facility that enables research and says Institute upgrades improve research speed. It reports a possible maximum increase of 100% faster, but that figure is community-sourced and has not been verified against current official game data. Treat the displayed bonus in your client as authoritative.

A delayed Institute upgrade therefore delays the research that would have reduced later timers. Keep the Institute in the construction plan whenever its next level is required by the Headquarters or provides a meaningful speed improvement at your current stage.
Research priorities after the Institute
Pocket Gamer’s beginner guidance puts construction-speed research first, then recommends choosing military or resource research based on need. Apply that advice as a branching choice:
- Construction is constantly occupied: prioritize construction-speed nodes so every subsequent building finishes sooner.
- You are preparing for a fight or a troop-tier transition: select the military branch that improves the units you actually train, rather than unlocking unrelated bonuses.
- Resources are stopping upgrades: choose gathering, production or carrying-capacity research that addresses the specific shortage shown by your queues.
- You are waiting on research itself: raise Institute-related speed bonuses before chasing a narrow combat statistic.
Do not start a research project merely because it is available. Compare its completion time and effect with the next Headquarters requirement, then select the node that removes a real delay.

Upgrade troop camps only when the next tier matters
The unlock test
Troop camps are worthwhile when their level enables a troop tier you can access and use. The beginner guide highlights Fighter Camp milestones, but level-specific thresholds can change with game updates. Check the current troop-training screen and the Base requirements before relying on any published milestone.
Use this three-part test before upgrading a camp:
- Access: Does the camp level unlock the next tier in your current client?
- Capacity: Can your resources, queues and training speed support producing that tier?
- Purpose: Does the unit fit your selected combat focus, defense plan or event objective?
If the answer to the first question is no, the camp is usually behind Headquarters, Institute or a needed resource building in priority. If the tier is unlocked but unaffordable, improve the bottleneck first rather than leaving an expensive camp upgrade idle.
Balancing several camps
Do not automatically level every camp in parallel. Pick the camp that supports your primary formation, then bring supporting camps up when their units become relevant. A broad roster can be useful for events or specialized enemies, but spreading materials across every troop type slows the tier that would give your account the largest immediate benefit.
Use resource buildings to solve a bottleneck
Production is situational, not the default
The beginner guide recommends raising selected resource and support buildings during early progression while warning that some structures mainly exist as prerequisites. Production upgrades make sense when a shortage is actively delaying construction, research or training. These sources do not establish a current return-on-investment figure, so avoid assuming that one resource building always pays back faster than another.
Identify the limiting resource from your next two or three planned actions. If food is abundant but oil prevents a Headquarters prerequisite, an oil-focused upgrade has a clearer purpose than a general production sweep. If construction is waiting on several resource types, improve the one with the largest recurring deficit and supplement it through gathering or other activities available in your account.
When to pause resource upgrades
- Pause production leveling when the next Headquarters prerequisite is still incomplete.
- Pause it when the Institute or construction research would reduce more total waiting time.
- Pause it when a troop-tier camp upgrade is ready and your combat plan depends on that tier.
- Resume it when your queues repeatedly stop for the same resource, not merely because a production building is available.
Concentrate hero upgrades
Pocket Gamer advises concentrating costly hero-upgrade resources on a few desired heroes. That principle matters because a shallow roster can leave every formation underpowered, while a focused group reaches useful skill and promotion breakpoints sooner.

Choose a core before spending
- Select the heroes that fit the troop type or combat role you intend to use most.
- Check whether a hero is already supported by your available skills, gear or formation bonuses.
- Spend rare materials on the core group first; use common materials on secondary heroes only when a mode requires them.
- Keep enough reserve for a Headquarters, Institute or troop-camp requirement that is already visible in your plan.
The available guidance does not establish a universally best current hero or roster. Avoid treating a tier list from another version, server or game mode as a permanent rule.
A decision framework for any upgrade screen
When two upgrades compete for the same queue or resources, score them against these questions in order:

If an upgrade scores well on several rows, it is usually a safe choice. If it scores on none, leave it for later even when its button is available.

A repeatable upgrade routine
- At the start of a session, open the Headquarters upgrade panel and note the next missing requirement.
- Reserve the construction queue for that requirement or for the Headquarters itself. Avoid filling the queue with optional buildings that block the prerequisite.
- Start one research project that improves construction speed, military readiness or the resource currently stopping progress.
- Inspect troop training. If a camp upgrade unlocks a usable tier, schedule it; otherwise keep the camp behind the current Base plan.
- Compare your resource stores with the next two upgrades. Improve only the production facility tied to a repeated shortage.
- Spend hero materials last. Confirm that the expenditure will not delay a visible building, research or troop-tier requirement.
- Recalculate after completion. A finished Institute, Headquarters or camp can change the best next action, so do not copy yesterday’s queue without checking again.
Common mistakes and fixes
Following an old level table exactly
Community guides can preserve useful progression patterns, but level-specific requirements and bonuses are version-sensitive. Fix this by treating published milestones as clues and confirming every prerequisite in the current client.
Leveling every building evenly
Even upgrades feel orderly but often leave the account without a clear unlock. Fix it by following the Headquarters requirement chain and upgrading optional buildings only when they address a measured bottleneck.
Ignoring construction-speed research
Choosing only combat research can leave every future building timer unchanged. Fix it by making construction-speed research the default early priority, then switching to military or resource branches when your immediate objective demands it.

Raising camps without a tier plan
A camp level that unlocks no usable tier consumes the same queue and resources as a meaningful upgrade. Fix it by checking the next troop tier and whether you can actually train it.

Spreading hero materials across the roster
Small increases on many heroes may produce no strong formation. Fix it by selecting a core group and directing scarce materials there until the group reaches the next practical breakpoint.
Confusing similar game titles
Guides for Last War: Survival or Last Z: Survival Shooter describe different games, buildings and progression systems. Confirm that a guide names Last Shelter: Survival before applying any recommendation.
How the priority changes by situation
You are one prerequisite short of Headquarters
Build the missing prerequisite first, even if another facility offers a more attractive bonus. The Headquarters unlock is the immediate objective; return to optimization after the Base timer starts.
Your construction queue is always full
Keep the Institute moving and favor construction-speed research. Use resource upgrades only when a shortage, rather than timer length, is the reason the queue stops.
You are preparing for a troop event
Verify the event’s relevant troop type and tier in the current client, then upgrade the matching camp and military research if they are available. Do not divert the entire account to a tier you cannot sustain after the event.
Your stores are empty before every upgrade
Track which resource reaches zero first, improve that production or gathering support, and postpone unrelated camp or hero spending until the next Headquarters chain is funded.
You have limited hero materials
Choose a primary formation and invest only in its core heroes. The available guidance does not support naming one universally best roster, so use your role, current heroes and game mode as the selection criteria.

Check your own client for costs, prerequisites, bonuses and unlocks before spending scarce resources.

Use the Headquarters upgrade panel as your map: satisfy its next prerequisite, keep the Institute and construction research advancing, unlock troop tiers only when you can use them, and spend resource and hero materials where your account is actually constrained. This approach remains useful even when individual level numbers change because it is based on current requirements and measurable bottlenecks rather than an outdated fixed build order.
