What to Look for When Choosing a Space Situational Awareness Provider

A procurement guide to defining your SSA requirements and evaluating provider data quality, orbit coverage, operational delivery, integration and proof.

Choose a space situational awareness (SSA) provider by matching its data, coverage and operational support to your mission—not by comparing broad claims or catalog size alone. First define which decisions the service must support, then require evidence that it can deliver the right information, in time, for your orbit and operating process.

Which SSA service does your mission actually need?

“Space situational awareness” covers several different services. Before evaluating suppliers, define the service boundary: what the provider will deliver, what your team will decide, and which outside data sources the service depends on. Government SSA requirements span tracking, object characterization, event monitoring, analytics, data delivery and resilient operations as well as collision screening (UK Ministry of Defence and UK Space Agency, Cross-government Space Domain Awareness requirements, published July 21, 2023; page updated June 16, 2026).

  • Orbit regime or regimes, including altitude and inclination where relevant.
  • Mission lifetime, maneuver cadence and the time your team needs to assess and execute a response.
  • Protected spacecraft or other assets, and the operational consequences of a missed, late or incorrect alert.
  • Required functions: routine conjunction assessment, launch collision avoidance, event notification, object characterization, maneuver planning, sensor tasking or an integrated operational picture.

Ask providers to identify which elements they perform themselves and which rely on government, commercial or other third-party data. For each dependency, request the fallback plan and an explanation of what happens if a source becomes unavailable. This is a continuity question, not evidence that any particular provider has a weak or unreliable service.

How reliable are the orbit data and uncertainty estimates?

For conjunction assessment, a position or catalog entry on its own is not enough to judge whether an alert is operationally useful. Ask how the service builds and updates orbit estimates, represents uncertainty and incorporates your spacecraft’s planned actions. NASA’s Conjunction Assessment Risk Analysis (CARA) process receives ephemeris and covariance data—including planned maneuvers within the file span—and screens ephemerides against a high-accuracy catalog before risk analysis (NASA, CARA Services, updated December 14, 2023).

NASA’s Small Spacecraft Systems Virtual Institute explains that operator GNSS data and maneuver plans can help a third-party provider produce predicted ephemerides with realistic covariance. It also cautions that two-line element sets (TLEs) are not accurate enough for conjunction assessment and do not include the covariance needed to calculate probability of collision (Identification and Tracking Systems). A catalog position alone should therefore not be treated as proof of conjunction-analysis quality.

  • Quality checks, observation provenance, sensor bias and accuracy treatment, and audit trails.
  • How false or changing alerts are handled as new tracking or maneuver information arrives.

These are material assurance questions: the UK SDA requirements call for quality assurance, data audit trails and uncertainty information, including appropriate uncertainty accompanying generated data and products (requirement UKSDA-SR-14-005).

Does coverage match your orbit, object classes and time horizon?

Ask for evidence specific to the regions and objects relevant to your mission—not a general statement that a provider offers “global coverage.” The UK government requirements address LEO, MEO, HEO, GEO, cislunar and beyond-Earth-orbit cases. They describe government capability expectations, not proof that a commercial service meets them.

Have each supplier define coverage in measurable terms and explain how it varies by region, object class, operating conditions and outages. Request historical and operational evidence at relevant altitudes and inclinations, along with the provider’s definitions of coverage, track quality and catalog association. The UK requirements also address track-to-catalogue association, uncertainty-aware data management and redundant 24-hour data acquisition.

Make gaps visible in the evaluation: request expected observation or update cadence, the conditions under which it changes, and the service’s behavior when a sensor or feed is unavailable. Treat vendor-specific coverage claims as unverified until the provider supplies evidence for the mission’s region and time horizon.

Will alerts arrive in time to support a real decision?

Work backward from the mission’s maneuver process to set alert and refresh deadlines. An alert is only useful if it arrives early enough for the team to assess the event, coordinate approvals and act before its operational deadline.

Ask for normal and event-driven latency definitions, availability commitments, alert channels, escalation coverage, analyst response times and the handoff from notification to decision support. The UK requirements call for minimal data or product delay and timely event warnings; they also address human-readable decision products and user training. One requirement states: “The SoS shall ensure delivery of data and/or products from contributing sensors or sources with minimal latency or delay” (UKSDA-SR-12-004).

NASA CARA illustrates why it matters to understand what happens after screening: its described workflow includes conjunction screening, risk analysis and collision-avoidance support with mission planning and execution. NASA also describes analyst involvement for high-risk events and screening-result transfer schedules that vary by orbital category. Ask providers which of these steps they support, how quickly, and what remains your team’s responsibility; “we send alerts” does not define the full operational service.

Can the service integrate securely and continue through disruption?

Evaluate the service as part of your operations and data environment. The UK requirements address data standards, interface-control documentation, quality assurance, audit trails, uncertainty, storage, access controls, interoperability, resilience, automation with possible human intervention and training. Turn those topics into contractual and technical questions:

  • Integration: Which formats, interfaces and delivery methods are supported? Can the provider demonstrate them with your systems or representative data?
  • Governance: Who can access the data and analysis? What are the security and classification boundaries, data rights, retention terms and audit provisions?
  • Continuity: What happens when a sensor, external feed or service component is lost? How is recovery measured, and are there single points of failure?
  • Exit: Can you export the data, alerts and analysis needed to continue operations or migrate to another service?
  • Operations: What training, documentation and human support are included, and when can analysts intervene?

These prompts follow from published resilience and data-management requirements; they are not claims about a particular supplier’s architecture or performance.

What evidence should you request before selecting a provider?

Use a structured request for information and, where feasible, a pilot or acceptance test. Ask bidders to map each requirement to evidence and to define how you will decide whether it has been met. Useful evidence includes sample outputs, data provenance, uncertainty fields, alert timelines, documented performance definitions, historical cases, interface demonstrations, support commitments and independent evaluation results.

Make the evaluation mission-relevant: use representative orbit regimes, operating timelines, maneuver inputs and decision workflows, and agree on acceptance criteria before reviewing results. NOAA’s Office of Space Commerce described a commercial conjunction assessment screening (CASS) pilot with provider-data evaluation and a planned independent data-quality-monitor role in its September 8, 2025, TraCSS update. That documents a public-sector evaluation effort; it is not an endorsement of any provider.

ISO 23705:2026, Space systems: Identifying, evaluating and avoiding collisions between orbiting objects, can serve as a standards reference for collision identification, evaluation and avoidance. Ask suppliers to identify applicable clauses and show supporting evidence. The ISO public listing says that only informative sections are available there, so the listing itself should not be treated as the full text of the requirements.

How should you compare bidders on the same scorecard?

Apply the same mission-specific criteria to every provider. Record evidence and open questions separately from supplier assertions; do not treat an unverified claim as a demonstrated capability.
