Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Start with three checks: choose cooling capacity for the room, make sure the unit fits your window, and compare efficiency ratings among models of similar size and construction. Then weigh comfort features and estimated operating costs. A high-efficiency rating cannot compensate for a poorly sized or incompatible unit, and no label can predict your personal electricity bill.
1. Match cooling capacity to the room
Measure the area you want to cool, then use ENERGY STAR’s room air conditioner buying guidance and its sizing chart to identify an appropriate capacity. Room area is a starting point: check the chart’s guidance for room conditions rather than selecting a unit by square footage alone.

More capacity is not automatically better. ENERGY STAR warns that an oversized air conditioner can cost more, waste energy, and cool a room before it has removed enough humidity, leaving the space clammy. Make fit and sizing your first filters before comparing efficiency or features.

Use CEER for similarly sized, similarly constructed units
The Combined Energy Efficiency Ratio (CEER) expresses cooling output in Btu per watt-hour under the U.S. Department of Energy test procedure. A higher CEER indicates greater efficiency under that procedure, but compare ratings within a similar capacity and construction class: thresholds differ across room-AC designs.

For units without reverse cycle and with louvered sides, ENERGY STAR Version 5.0 (2023) sets these CEER criteria by cooling capacity:
| Capacity | ENERGY STAR CEER criterion |
|---|---|
| Below 6,000 Btu/h | 13.1 |
| 6,000–7,999 Btu/h | 13.7 |
| 8,000–13,999 Btu/h | 14.7 |
| 14,000–19,999 Btu/h | 14.4 |
| 20,000–27,999 Btu/h | 12.7 |
| 28,000 Btu/h or more | 12.2 |
These thresholds apply only to the stated unit class. ENERGY STAR has different criteria for other designs, including units without louvered sides, reverse-cycle models, and casement units; check the applicable category in its room air conditioner criteria. ENERGY STAR says certified room air conditioners are at least 19–36% more energy efficient than minimum federal government standards. That is a category-level program comparison, not a promise that a particular household’s bill will fall by that percentage.

Read the EnergyGuide label as a comparison, not a bill forecast
The yellow EnergyGuide label provides estimated energy use and cost using stated assumptions. Use it to compare models with similar capacity and under the same label assumptions; your actual cost depends on factors such as your electricity rate and how many hours you operate the unit. The Federal Trade Commission explains the label and its estimates in its Energy Labeling Rule guidance.

As an illustration of how assumptions shape a cost estimate, the U.S. Department of Energy’s 2024 FEMP example used a 12,000 Btu/h unit operating 750 hours per year and an assumed federal-facility electricity price of 11.1 cents/kWh as of July 2024. Its ENERGY STAR model had CEER 14.7, used 612 kWh annually, and had an estimated annual energy cost of $67 and nine-year lifetime energy cost of $480. Those are results for that example’s assumptions, not a typical household forecast. See the DOE FEMP room air conditioner guidance for context.

3. Check the window and mounting design
Before buying, measure the window opening and compare it with the exact model’s installation requirements. Confirm that its mounting style works with your window and that the installation instructions can be followed in your home. A unit that does not fit securely is not a sensible efficiency choice.
Some U-shaped or saddle-style designs bracket the sill, may preserve window operation, and position the compressor farther outside. Those are design possibilities, not guarantees for every model or window. Verify the individual unit’s dimensions, mounting instructions, and any restrictions on opening the window after installation. ENERGY STAR’s buying guidance also notes that proper fit and installation matter to efficient operation.

4. Weigh comfort and convenience features
Variable-speed compressors
ENERGY STAR recommends considering variable-speed compressors: variable output can support quieter cooling and energy savings. Treat that as a feature to evaluate, not a substitute for correct sizing. Check the model’s capacity, CEER, and listed energy use alongside compressor type.
Smart controls and reminders
Remote control, scheduling, energy feedback, and filter reminders can make a unit easier to manage. Decide whether you will use those functions and whether they justify any price premium. A reminder can help you keep up with filter care, but the feature alone does not establish how efficient a model is.

Heating mode and refrigerant
If you want a unit that can provide heat as well as cooling, confirm that the model has a heating mode and compare the details for that mode separately. ENERGY STAR identifies R-32, R-454B, and R-290 as lower-global-warming-potential (GWP) refrigerant choices for room air conditioners. Check the specific model listing to see which refrigerant it uses; do not infer it from the brand or product family.
For a sense of the range rather than a product recommendation, an ENERGY STAR Most Efficient listing accessed in 2026 showed the Midea MAH09W1AGR at 9,500 Btu/h, CEER 17.6, and 404.8 kWh/year. The listing also described a variable-speed compressor, heating mode, a straddling-window-sill design, and R-32 refrigerant. Listings can change, and this example is not an endorsement or confirmation of current retail availability. See ENERGY STAR Most Efficient room air conditioners.
5. Make the final comparison
Once you have found models that fit the room and window, compare them in this order:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Capacity: Does the unit match the room area and relevant conditions in the sizing guidance?
- CEER: Which comparable models perform better within the same capacity and construction class?
- EnergyGuide: Which has lower estimated energy use or cost under the same label assumptions?
- Installation: Do the dimensions and mounting style work for your specific window?
- Features: Would variable speed, quieter operation, smart controls, heating mode, or a stated refrigerant choice matter to you?
- Ownership cost: Consider purchase price, your expected hours of use, local electricity rates, and any utility rebate for which you may qualify. Verify rebate eligibility and terms for your location.
Efficiency standards and product criteria provide context, not a forecast for a particular purchase. DOE said its 2023 finalized standards were projected to save about $1.5 billion annually on electricity bills and reduce CO₂ emissions by 106 million metric tons over 30 years; it also said the typical new room air conditioner uses 39% less energy than its 1990 counterpart. These are DOE’s projections and historical comparison, not savings estimates for an individual model or home. Read the DOE announcement on room air conditioner standards.
