What to Know Before Contacting a Biological Parent

A practical guide to preparing for first contact with a biological parent, choosing a route, protecting privacy, and respecting mutual boundaries.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before contacting a biological parent, decide what you hope to learn or experience, prepare for several possible responses, and choose a first step that protects your privacy and respects both people’s boundaries. Finding a parent does not guarantee a reply or a reunion: contact and any relationship that follows require mutual consent.

Clarify what you hope contact will offer

Consider what you want from a first contact: family or medical history, answers to specific questions, an exchange of messages, or the possibility of a relationship. You do not need to have every expectation settled, but it helps to distinguish what you hope for from what the other person can choose to offer.

A search and a reunion are separate outcomes. The U.S. Department of Health and Human Services’ Children’s Bureau says that a person may decline contact or a relationship, and that reunion requires both parties’ consent. A biological connection does not obligate either person to respond or continue communication. Child Welfare Information Gateway, Searching for Birth Relatives (2018).

Prepare for different emotional outcomes

First contact can bring up hope, anxiety, grief, anger, guilt, or fear of rejection—for adoptees, birth parents, and adoptive relatives. The same guide recommends preparing emotionally before searching, including learning from other reunion experiences and talking with people who have been through the process. Support groups can provide emotional support and practical information; an adoption-competent professional is another option if that feels useful. Seeking support is a choice, not a test of whether you are ready.

Preparation cannot predict how the other person will react or make a particular outcome more likely. The available guidance does not establish a reliable probability of a reply, acceptance, or lasting contact, so be wary of claims that promise a predictable result.

Choose a first-contact route that fits your priorities

There is no single process that applies to every adoption. Depending on where the adoption took place, its date, and what records or services are available, you might contact the person directly, ask an agency or intermediary to approach them, or use an official registry or consent-based procedure. Compare the routes on privacy, how consent is handled, available support while you wait, control over timing, and the rules that apply to your adoption.

Route What it can offer What to check
Agency or intermediary An initial approach can be handled through a third party, which may allow a gradual exchange and avoid disclosing direct contact details at first. Ask what information will be shared, how consent is obtained, what support is available, and what happens if there is no reply. Procedures depend on the jurisdiction and service.
Official registry or consent-based process A formal route may let people record contact preferences or share identifying details when the applicable consent requirements are met. Confirm eligibility, requirements, timelines, and whether the process applies to the adoption’s date and location.
Direct contact You control when and how you send the first message. Consider what identifying information your message or account reveals, and whether you are comfortable contacting someone without an intermediary’s support.

These are options, not interchangeable guarantees. Official procedures are specific to the adoption’s jurisdiction and sometimes its date; contact the relevant agency, court, registry, or government office to find out what applies in your case.

Examples of jurisdiction-specific procedures

  • England and Wales: GOV.UK describes intermediary services for certain adoptions. If an intermediary finds the person, contact can take place only if that person agrees. The UK Adoption Contact Register also allows people to record contact preferences, including absolute and qualified vetoes. See GOV.UK: The Adoption Contact Register and GOV.UK: Intermediary agencies.
  • California: The Mutual Consent Program allows contact details to be disclosed to both parties when the department or relevant licensed agency receives consent forms from an adult adoptee aged 18 or older and the birth parent. Requirements vary according to the adoption date. See the California Department of Social Services: Post-Adoption Services.
  • Pennsylvania: The state describes routes through vital records, courts, and adoption agencies for non-identifying information or for a search seeking permission to release identifying information or facilitate contact. Pennsylvania says a court or agency is not required to arrange a search in every case. Its medical history registry may help people seeking family health information without pursuing reunion. See the Pennsylvania Department of Health: Adoption.

Protect your privacy before sending a message

Social media can make contact feel immediate, but an online message may disclose personal details before either person has had time to consider the consequences. A government guide on openness in adoption cautions that online contact can bypass support systems and raise privacy concerns. Its guidance covers children and families as well as adoption relationships more broadly, so its youth-specific advice may not apply to every adult adoptee. It recommends emotional preparation and a gradual pace. See GOV.UK: Keeping in touch with birth families in adoption.

If you want to limit what you reveal at first, ask an intermediary about anonymous or staged contact, or consider using a dedicated email account that does not disclose your usual address or other identifying details. Check the name, profile photo, signature, and account information visible to the recipient before you send anything.

Start gradually and make the first message manageable

A letter, card, or email can give each person time to read and respond at their own pace. An intermediary may be able to pass along an initial message or help arrange an exchange of photographs before direct communication. In England’s practice guidance, these are possible early steps before later communication by phone, text, or email; they are examples, not a required sequence.

Keep an opening message simple and avoid asking for an immediate decision about a meeting or ongoing relationship. You might briefly introduce yourself, explain how you found the person, say what kind of contact you are open to, and leave the next step to them. A prompt reply is not owed, and silence does not tell you why someone has not responded.

Set boundaries for communication and any meeting

Before contact, decide what you are comfortable sharing, how often you want to communicate, and whether you are ready to meet. Both people may have different limits or hopes; discuss what each is comfortable sharing rather than assuming that a first conversation makes every subject open for discussion. Boundaries can be revisited as the relationship develops.

If you choose to meet, make decisions about timing and setting at a pace that feels manageable to you. National Council For Adoption reports that most adoption counselors advise against planning to stay overnight in a birth family member’s home during a first visit, so a person has space to process afterward. This is attributed guidance, not a universal rule. See National Council For Adoption: Searching for Birth Family—How to Navigate a Reunion.
