The best VPN for Japan depends on which IP address you need. If you want Japanese websites or streaming services to see a Japan-based IP while you are abroad, choose a provider with Japan servers. If you are visiting Japan and need services from home, choose a provider with servers in your home country. For public Wi-Fi, the priority is a trustworthy VPN with sound security features—not a Japanese server in particular.
Which VPN use case fits your trip?
Get a Japanese IP address while abroad
Connect to a VPN server in Japan. Sites and services will generally see the VPN server’s Japanese IP address rather than the IP address assigned by your local network. This may help with services such as TVer, NHK+, Abema, U-NEXT, DAZN Japan, Hulu Japan, or Netflix Japan, but it does not guarantee access: services may block VPN traffic, and their availability and terms can change. Check the service’s current rules and test access before relying on it.

Use your home-country IP while in Japan
Select a VPN server in your home country, not Japan. That makes your traffic appear to come from the selected location, which may help with home-region sites and services. Whether a particular service works still depends on its own access rules and VPN detection.
Add privacy on public Wi-Fi
A VPN encrypts traffic between your device and the VPN endpoint, which can reduce what people on the local Wi-Fi network can observe. You can use a nearby or otherwise suitable server; the destination country matters only if you also need a particular regional IP. A VPN does not make you anonymous or protect you from phishing, account tracking, malware, or unsafe downloads. It also shifts trust to the VPN provider.

Which providers list servers in Japan?
VPN LIFE counted provider-published locations on October 3, 2026. Its snapshot found that all six providers it tracked listed at least one Japan location, and four listed multiple cities. These are published locations, not a guarantee that a server will be reachable from your network or available when you connect.
| Provider | Japan cities listed by VPN LIFE | Reader-relevant note |
|---|---|---|
| ExpressVPN | 4 | Listed in Top10VPN’s Japan comparison. |
| NordVPN | 2 | Listed in Top10VPN’s Japan comparison; VPN LIFE also reported a Tokyo speed measurement. |
| CyberGhost | 1 | VPN LIFE’s refund-window comparison says its longest refund period applies only to longer plans. |
| Private Internet Access | 2 | Included in Security.org’s provider comparison. |
| Mullvad | 2 | Listed in VPN LIFE’s Japan location snapshot. |
| Windscribe | 1 | Its provider page describes Japan servers and security policies. |

What the comparisons establish—and what they do not
Top10VPN says its guide, updated September 18, 2026, tested 59 VPNs and names ExpressVPN, NordVPN, and Windscribe among its Japan recommendations. That is the publisher’s editorial selection, not a market census or a universal ranking. Security.org compares NordVPN, Private Internet Access, CyberGhost, and other providers using criteria including Japan server presence, protocols, leak testing, and price.
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minutePC Slower Than It Used to Be?

On its 780 Mbps Tokyo line, it measured 444.9 Mbps for NordVPN. These are publisher-specific results under its own test conditions, not expected speeds for every customer, location, device, or time of day. A nearby server, local network quality, device, and VPN protocol can all affect your result.
For streaming, treat a country server as a necessary location choice, not a promise. Top10VPN and provider comparisons discuss Japanese services, but access can fail if a service detects or blocks VPN connections. Recheck the specific service and plan you intend to use rather than relying on a general claim that a VPN “works with Japan.”
How to choose a VPN for Japan
- Choose the exit country. Select Japan for a Japanese IP, your home country for home-region access while traveling, or a suitable nearby location for general public Wi-Fi privacy.
- Confirm cities and availability. Check the provider’s current server list and app. Multiple listed Japanese cities can offer a choice, but a published location does not establish that it is reachable from your particular network.
- Check security features and evidence. Look for modern protocols, a kill switch, and DNS leak protection. Review whether independent audits are named and what they cover. A provider’s own no-logs statement is a company claim, not independent proof.
- Check your devices and plan limits. Confirm support for your operating systems and the number of simultaneous connections you need. Compare the exact plan, renewal price, refund terms, and whether manual server selection or streaming access is restricted.
- Test the actual service and connection. After subscribing, connect to the intended country, check that the IP location is correct, and try the relevant service. If it fails, try another server in the same country or contact provider support; do not assume changing regions is permitted by the service’s terms.
Are free VPN plans enough?
Not necessarily. Top10VPN reports that Proton VPN’s free tier selects a server automatically and did not access the Japanese services in its tests. Proton says Japanese Netflix streaming servers are available only on paid plans. Those findings are specific to the cited tests and Proton’s stated plan limits; confirm current features before choosing a plan. A free plan may still suit basic use if its locations, data limits, device support, and server-selection options meet your needs.

Proton’s Japan server page lists Tokyo and Osaka and describes features including a kill switch and DNS leak protection. These are provider statements; verify current plan availability and do not treat a feature list as independent performance testing.
Do you need a VPN in Japan?
No—not simply because you are in Japan. VPN LIFE describes domestic internet access as fast and unfiltered and identifies public Wi-Fi privacy and regional access as more compelling reasons to use one. Whether it is useful depends on your specific need: a foreign or Japanese IP, protection on networks you do not trust, or another requirement. Use a VPN as one security measure, not as a substitute for safe browsing or account protections.
Is VPN use legal in Japan?
Proton’s FAQ says VPN use is legal in Japan, but that is the provider’s statement, not a Japanese government or statutory source. Do not treat a VPN as permission to break the law or a service’s terms. If legality is material to your situation, check current Japanese legal guidance from an authoritative source.
What to verify before paying
- That the exact plan includes a Japan server or your required home-country location.
- That the city choice, device support, protocol, kill switch, and DNS leak protection suit your needs.
- That any streaming claim applies to your named service and is current; access is not guaranteed.
- The total price for the term, renewal price, refund window, and restrictions attached to the exact plan.
- Whether privacy claims are supported by named independent audits, rather than relying only on a provider’s own no-logs statement.
Prices, server counts, plan limits, audit status, and streaming access change. VPN LIFE says refund periods across the providers it tracked ranged from 7 to 45 days; its comparison notes that CyberGhost’s longest window applied only to longer plans. Confirm the terms for the plan and region you are buying before checkout.
