Enterprise owners can manage GitHub Copilot settings for JetBrains users through server-managed settings, device management (MDM), or a local configuration file. JetBrains is a supported Copilot client, but GitHub does not support every managed setting in every client. Check the exact key in GitHub’s client support reference before enforcing it.
What enterprise-managed settings do
Enterprise-managed settings let owners define Copilot policies centrally and distribute them to supported clients. Depending on the setting and client, administrators can control matters such as permitted agent plugins, MCP servers, sandboxing, OpenTelemetry configuration, and whether permission checks can be bypassed. These are governance controls, not a guarantee that every Copilot feature or setting is available in every IDE.

With the server-managed approach, settings apply to users whose Copilot licenses come through the enterprise or one of its organizations. Those users do not need access to the enterprise’s .github-private repository to receive its managed settings. GitHub’s setup overview explains the enterprise scope and repository deployment: Getting started with enterprise-managed settings.

GitHub identifies three Copilot entry points in JetBrains IDEs: the GitHub Copilot plugin, Copilot through JetBrains AI Assistant, and Copilot CLI in the IDE terminal. The GitHub Copilot plugin offers the broadest IDE integration, including code suggestions and the full set of IDE features, and is GitHub’s recommended entry point for those capabilities. The supported features described for the plugin include inline and next-edit suggestions, chat, agentic features, inline chat, code review, and commit-message generation. See GitHub’s Copilot in IDEs documentation.

Use the key-by-client table in the enterprise-managed settings reference to confirm whether the intended JetBrains client supports the setting.
Choose a delivery method
GitHub documents three ways to deliver managed settings. Their scope differs: server-managed settings are tied to enterprise-provided Copilot licenses, while MDM and file-based settings apply to local clients and follow the user regardless of license source.

| Method | Scope and platforms | Team overrides | Refresh behavior | Best fit |
|---|---|---|---|---|
Server-managed through .github-private |
Supported clients for users licensed through the enterprise or its organizations; includes cloud agent. | Yes, through enterprise team files and mappings. | Updates normally apply within about an hour. Restarting the client or signing in again triggers an immediate refresh. | Central review and audit history, shared settings across supported clients, or team-specific exceptions. |
| Native MDM | Local clients on macOS and Windows. Linux native MDM is not supported. Settings follow the user across license sources. | No. | Clients check for updates hourly; a restart is not required. | Applying policy to device groups through existing IT management. |
| File-based | Local clients on macOS, Windows, and Linux. Settings follow the user across license sources. | No. | Timing and offline behavior should be confirmed for the relevant client and current deployment guidance; the cited deployment page does not establish an hourly refresh interval for this method. | Local deployments without server-managed or MDM delivery, including container and Codespaces environments. |
These methods can be combined, but overlapping configuration makes the effective value harder to diagnose. When sources conflict, GitHub documents this precedence: MDM, then server-managed, then file-based, then user settings. Certain sandbox and permission controls combine toward the more restrictive outcome rather than simply taking one source’s value. Review the current details in Choosing how to deploy enterprise-managed settings to users.

Set up server-managed settings
- Choose the enterprise repository. Create or select the enterprise’s
.github-privaterepository. - Add the settings file. Put the JSON configuration at
copilot/managed-settings.json. - Commit to the default branch. GitHub distributes the configuration to eligible enterprise-licensed users on supported clients.
- Review validation results. GitHub automatically validates
managed-settings.json,team-mappings.json, and team files referenced by the mappings. Inspect validation issues in the enterprise AI Controls area. - Confirm client coverage. Check every setting you plan to enforce against the supported-key table for the intended JetBrains client.
GitHub’s setup guide covers the repository-based configuration. The file’s presence does not itself establish that a property is supported by JetBrains.

Use team exceptions where needed
Enterprise-team overrides are available only with server-managed settings. They let an enterprise keep a default policy while allowing approved teams to use different values for specific keys.
- Mark the enterprise key overridable. In
copilot/managed-settings.json, set the key’soverridablevalue. - Create team-specific JSON. Add a file under
copilot/teams/for the team’s values. - Map the team slug to its file. Add the mapping in
copilot/team-mappings.json. - Check validation. Review GitHub’s validation results in enterprise AI Controls before relying on the exception.
Only keys marked overridable can receive a different team value, except that enabledPlugins has documented additive behavior. Documented overridable categories include model selection, permission controls, MCP servers, marketplaces, and sandbox settings. If a person belongs to multiple teams, GitHub combines team files using the least restrictive value for each key, then applies that result beneath enterprise settings; platform decisions take precedence. Consult Overriding enterprise-managed settings for teams for the supported structure and rules.

Native MDM
GitHub documents Windows registry string values under HKEY_LOCAL_MACHINESOFTWAREPoliciesGitHubCopilot and forced macOS preferences in the com.github.copilot domain. Nested keys use dot notation. Booleans, arrays, and objects are JSON-encoded inside string values. Use the current deployment instructions to verify the exact policy representation for the key and management system in use.

Verify policy against the JetBrains client
- Identify the JetBrains Copilot entry point and the exact setting key you intend to control.
- Confirm that the key is supported by that client in GitHub’s managed-settings reference.
- Choose a delivery method based on license scope, client scope, operating systems, and whether teams need exceptions.
- Check precedence if more than one settings source is present; avoid overlapping values that make troubleshooting difficult.
- After changing server-managed settings, allow the documented propagation window or have users restart or sign in again to trigger an immediate refresh. For MDM, account for the hourly client check.
GitHub’s JetBrains IDE page also reports that less than one percent of Copilot suggestions typically produce public-code matches. That figure concerns GitHub’s matching system: it compares a potential inline suggestion and approximately 150 characters of surrounding code against an index of public repositories. Private repositories and code hosted outside GitHub are not included; only accepted, unchanged inline suggestions are checked, and the index is refreshed periodically. It is not a measure of enterprise risk, policy effectiveness, or code quality.
