Then check whether the free Taxpayer Advocate Service (TAS) may be able to help. Depending on your situation, a Low Income Taxpayer Clinic (LITC) or an IRS collection appeal may be a better fit.
Start with your notice, issue, and deadlines
Before making another call or requesting help, put the case facts in one place. Record the tax year, notice or letter number, what the IRS says is wrong or owed, the response deadline, the contacts you have already made, and any date the IRS promised to respond. Keep copies of notices and correspondence. TAS offers help finding information by notice number, and its balance-due guidance warns that timing can matter.

Do not wait for a separate advocate or clinic response if your IRS notice requires action by a particular date. Follow the notice’s instructions or get qualified help promptly; this article cannot determine the deadline or the right response for your specific case.

How to get help from the Taxpayer Advocate Service
TAS is an independent organization within the IRS. It offers free assistance to taxpayers who cannot resolve an IRS issue and meet its criteria. Its contact page describes the service as free, and its qualifier tool can help you assess whether your problem may fit. A positive tool result is only an initial screen: a TAS advocate decides whether to accept a request.

Situations that may qualify
TAS identifies three broad areas: financial hardship, IRS system problems, and fair and equitable treatment. Examples include:
- An IRS delay that goes more than 30 days beyond regular processing time.
- The IRS did not respond or resolve the issue by a date it promised.
- An IRS system or procedure did not work as intended.
- An IRS action threatens basic necessities or income, creates significant costs, or risks irreparable harm.
These are potential grounds, not a guarantee of assistance. Explain how the unresolved IRS issue affects you and why ordinary IRS contact has not solved it.

Request assistance
You can submit Form 911, use a submission method listed on the TAS contact page, contact a local TAS office, or call 1-877-777-4778. When preparing a request, it is useful to summarize the issue, prior IRS contacts, any promised response date, the harm or deadline involved, and why you believe TAS criteria apply. This practical checklist is not a claim that every item or attachment is required in every case.

Can a Low Income Taxpayer Clinic help with an IRS dispute?
An LITC may be a suitable route if you cannot afford representation or need information about taxpayer rights in English as a second language. LITCs are independent of both TAS and the IRS. They may represent qualifying taxpayers in audits, appeals, collection matters, and other disputes before the IRS or in court, usually free or for a small fee.
Income limits and clinic acceptance rules apply, and capacity varies. The disputed amount is usually less than $50,000 under current IRS program guidance, but that is a general guideline rather than an absolute cutoff. Use the TAS LITC locator or IRS Publication 4134, then contact a clinic to ask whether it can take your case.

What if the problem is a collection action?
If you disagree with a collection action, the appeal route depends on the specific IRS action and your contact history. The Collection Appeals Program (CAP) can cover certain lien, levy, seizure, and installment-agreement actions. TAS guidance describes first asking for a conference with a Collection manager and then seeking review by the IRS Independent Office of Appeals if the disagreement remains unresolved. The process can differ, including depending on whether a revenue officer has contacted you.

If you owe a balance, verify the account before choosing a solution
A balance due may stem from an amount you dispute, an account issue, or another circumstance. TAS guidance recommends checking an IRS Online Account, contacting the IRS about the balance, or requesting an account transcript as appropriate. What to do next depends on why the amount is owed and your circumstances; verify the account and the notice before choosing a response.
Which route fits your situation?
| Route | Best suited to | Cost and limits |
|---|---|---|
| TAS | Potentially qualifying cases involving hardship, IRS delays or system failures, or fairness concerns | Free; an advocate makes the final acceptance decision after reviewing the request. |
| LITC | Qualifying taxpayers seeking representation, taxpayer-rights education, or language outreach | Usually free or low-cost; income rules and clinic capacity apply. The disputed amount is usually below $50,000 under IRS guidance. |
| IRS Independent Office of Appeals through CAP | Certain disagreements about collection actions | Administrative review; eligibility, sequence, forms, and deadlines depend on the action. |
| Paid tax professional | Taxpayers who want individualized paid assistance | Fees and services vary. Consider free TAS help or an eligible LITC first if either may fit. |
What TAS and LITCs report about their work
TAS reported that in 2024 it represented more than 21,000 taxpayers, educated more than 175,000 taxpayers and service providers, secured more than $10 million in refunds, and decreased or corrected more than $53 million in tax liabilities. These are program-level figures, not a forecast of what TAS will do in an individual case. LITC services and eligibility are described in the IRS and TAS guidance linked above.
