If Windows 11 asks you to create a PIN again after each reboot, Microsoft says security updates or other system changes may be involved. That is a possible explanation, not a confirmed cause for every PC. First check the exact screen: a request to create a PIN is different from a normal request to enter your existing PIN or an error message. Then work through the steps below.
Check Windows for updates
Microsoft lists security updates or system changes as possible reasons Windows may ask you to create a PIN again. Check for available updates, install them, and restart to see whether the same setup prompt returns. Updates are worth checking, but they are not a guaranteed fix. Microsoft’s Windows Hello troubleshooting guidance does not identify one universal cause for repeated prompts.

Reset or recreate the PIN from Settings
If you can sign in, open Settings > Accounts > Sign-in options > PIN (Windows Hello). Pick the option that matches your situation:

Your Windows Hello PIN is a sign-in credential for that device; it is not the same as your Microsoft account password. Changing the account password does not, by itself, change the PIN. Microsoft’s PIN reset instructions cover the available routes.

If you cannot get past the sign-in screen
At the sign-in screen, look for I forgot my PIN. Microsoft documents this reset link for Microsoft accounts, not local accounts. If it is missing, select Sign-in options, choose password sign-in, and enter your account password. Once signed in, reset or recreate the PIN through Settings.
If the prompt keeps returning
Microsoft’s published guidance does not establish a single fix for a PIN-creation prompt that returns after every restart. The cause can depend on the exact prompt, Windows build, account type, update history, and whether the PC is managed by work or school. Collect these details before seeking help:

For a work- or school-managed device, contact the organization’s IT administrator. Device configuration and policy can affect which sign-in options are available. Microsoft’s Windows Hello configuration guidance notes that available options vary by device and configuration.
Use other sign-in methods only as alternatives
Depending on the device and its configuration, Windows 11 may offer a PIN, face recognition, fingerprint recognition, or security-key sign-in. Face and fingerprint require compatible hardware; a security key is a separate physical sign-in method. These can provide another way to sign in, but Microsoft does not present them as a repair for recurring PIN setup. Microsoft’s sign-in options overview describes the methods and their requirements.

When sign-in trouble extends beyond the PIN prompt
If you are also having broader sign-in problems, restart the PC and use Microsoft’s general sign-in troubleshooting guidance. Safe Mode can help diagnose some Windows problems, but PIN and biometric sign-in are unavailable there; you must sign in with a password. Safe Mode is a diagnostic option, not an established direct fix for a PIN-creation prompt that returns after reboot. Microsoft’s sign-in troubleshooting steps explain the broader options.
