A budget announcement does not, by itself, show what your child will experience or whether the school is meeting its individual obligations. Ask for the decision and implementation details, put child-specific concerns in writing, use the district’s public input channels, and follow up once the change begins.
Find out what was decided—and what is still proposed
Budget announcements can describe different stages: a proposal under discussion, an adopted budget, or a school-level implementation decision. Ask the district or school which stage applies and request the relevant budget notice, board material, or implementation plan.

Chicago Public Schools’ budget page and budget transparency materials illustrate how one district publishes information about its own process and priorities. They are not a forecast for other schools. Your district’s choices, deadlines, and effects depend on its local decisions.
- Which school, grade, program, or service is affected?
- Is the change proposed, approved, or already being implemented?
- When would it start, and is it temporary or ongoing?
- Where can you find the supporting budget or board documents?
- Who is responsible for explaining how the decision will work at your child’s school?
Ask how the change will affect your child
Move from the district-wide headline to your child’s daily experience. A cut might or might not affect a particular student; ask the school to explain the specific plan rather than assuming a service will disappear or remain unchanged.

- Will your child’s class, teacher, class schedule, or access to instruction change?
- Will an aide, transportation, tutoring, extracurricular program, nurse access, counseling, or another support change?
- If a service or staff assignment changes, which adult will be responsible for it?
- How will the school monitor attendance, academic progress, safety, and wellbeing after the change?
- What replacement support, if any, is planned, and how will the school decide whether it is working?
If the district offers alternatives, ask it to compare who is affected, the start date and duration, the support provided instead, how outcomes will be monitored, and what review channel is available. These questions help you understand the trade-offs; they do not establish that one option is automatically best.
Put your concern in writing and keep a record
A concise email can make it easier for school staff to respond to the actual issue. State your child’s need, the announced change, what remains unclear, and what you are asking for—such as written information or a meeting. Keep dated copies of announcements, emails, plans, and responses.
For example, you could write: “I understand that [specific change] is planned for [date]. My child relies on [specific support or routine]. Please explain whether and how this will change, who will be responsible, and how the school will monitor the effect. I would like to meet with [relevant staff] and receive the written plan.” Tailor the request to the facts; do not assume a particular outcome before the school explains its plan.

Use the district’s budget and public-comment channels
Check your district’s current budget materials, school board agenda, public-comment rules, parent advisory groups, and school council channels. Ask for the deadline and the required format for comments, since procedures differ by location.
When commenting, describe observable student effects: which students or services may be affected, what access or support is at stake, and how the district should monitor the alternative. Halton District School Board’s budget and finance information is a Canadian example of public budget input, not a guide to U.S. rules or a process that applies to U.S. families.
If your child has an IEP or Section 504 plan
A general budget decision does not determine whether the school is meeting an individual student’s disability-related needs. Focus on what your child is supposed to receive and what the school proposes to do.

For a student covered by IDEA
Federal IDEA regulations provide parents access to relevant education records and participation in meetings concerning identification, evaluation, educational placement, and the provision of a free appropriate public education (FAPE). See 34 C.F.R. § 300.501 and the record-access rules in 34 C.F.R. § 300.613.

For a student covered by Section 504
The U.S. Department of Education’s Section 504 information and complaint guidance describes public-school responsibilities for qualified students with disabilities and procedural safeguards regarding identification, evaluation, or placement. The department’s Office for Civil Rights accepts complaints and provides technical assistance. A budget reduction alone does not establish a Section 504 violation; the relevant concern is how the school handles the student’s disability-related educational needs and services. For an individual dispute, check current federal and state guidance and consider seeking qualified advice.
Get advice before changing placements
Do not assume that withdrawing your child from public school will lead to reimbursement for a private placement. Under 34 C.F.R. § 300.148, reimbursement may depend on whether the public agency made FAPE available, whether the parent-selected placement is appropriate, and whether notice requirements were met; exceptions and other limits apply. Seek individualized advice before taking that step.

Keep track of concrete observations: missed services, schedule changes, attendance, work completion, or what your child reports about school. Share concerns with the teacher or principal, ask what action will be taken and by when, and agree on a date to check in again. If a disability-related service is involved, document what the current plan specifies and what your child actually receives.
