Inventory where it is used, prioritize exposed systems and data that must remain confidential for years, and migrate new operations and existing encrypted data as separate workstreams. Test decryption, backups, recovery, and interoperability before rolling out the replacement.
What does “no longer secure” mean?
An algorithm weakness, a bug in one library implementation, and an unsupported library are different problems. They can affect different versions, configurations, and cryptographic functions, so do not assume every use of a named algorithm is equally exposed—or that changing a library alone fixes an algorithm-level weakness.
Establish whether the affected use is encryption, key establishment, signatures, hashing, key wrapping, or another function. Check the relevant vendor or maintainer advisory, the applicable standard or regulator, and downstream dependency advisories. Record affected versions and settings, the announced risk, exploitability, and any required transition deadline. NIST SP 800-131A Rev. 2 is a transition reference for stronger keys and more robust algorithms; NIST’s publication page identifies Rev. 3 as an initial public draft, not a final replacement. Rev. 2 was published March 21, 2019.
How should you find and prioritize every affected use?
Build an inventory before making changes. Cryptography may be implemented in application code, inherited from a platform, or supplied by a service, so searching source code alone can miss important dependencies. Record the use and its owner, but never copy secret key material into the inventory.

- Algorithm, parameters, protocol, library and version, including platform-managed implementations.
- Purpose and location: applications, endpoints, databases, data in transit, stored data, certificates, signed artifacts, backups, and external services.
- Key or certificate identifier, data-retention or trust lifetime, dependencies, supported upgrade path, and migration blockers.
- Responsible owner, applicable requirements, and the migration route or reason it is blocked.
Prioritize according to exposure, how long information must remain confidential, and how difficult a component will be to update. Include OWASP’s post-quantum migration guidance as an inventory and dependency-planning reference, even if the immediate issue is not post-quantum cryptography: it calls for assigned ownership and migration paths.
What should change first: new operations or old ciphertext?
Handle these as separate workstreams. As soon as the assessed risk and policy require, configure supported implementations for new encryption, signatures, or connections. Separately decide how existing ciphertext and artifacts will remain accessible. A safe transition must avoid both continued use of the affected protection for new activity and accidental loss of access to older material.

How should you migrate stored data and keys?
Choose between re-encryption and legacy decryption
For stored ciphertext, decrypt and re-encrypt under the replacement algorithm and keys when practical. OWASP generally prefers re-encryption because it can simplify application logic and key management. If bulk migration is not feasible, retain explicit key identifiers and keep the old decryption path under a controlled legacy policy; document its scope and how it will end.

Plan key-encryption-key retirement separately
Do not confuse migrating data-encryption keys with rotating or replacing the key-encryption key that wraps them. OWASP’s Key Management Cheat Sheet describes re-wrapping stored data-encryption keys under the replacement key before retiring the old key-encryption key. Keep legacy keys for as long as needed to recover old backups, and prove that backup restoration and key recovery work before retiring them.

How do you choose and deploy a replacement?
There is no universal replacement that can be selected from the algorithm or library name alone. Evaluate options against the purpose and security properties required, standards and regulatory acceptance, implementation maturity and maintenance, interoperability, performance, and support across dependent systems. OWASP’s key-management guidance recommends authenticated modes where available for symmetric encryption, discusses AES with secure modes for storage, and warns against custom algorithms. Those general recommendations do not replace a system-specific review or applicable compliance requirements.
Use a maintained library or supported implementation, and make algorithm choice and versioning explicit enough to change safely. Replacing an interface or wrapping the old implementation does not help if vulnerable cryptographic operations still protect new data or traffic.

- Validate the transition in a representative environment. Test representative old ciphertext, migration of data and keys, relevant old signed artifacts, backup restoration, key recovery, client/server interoperability, and error handling.
- Start with a limited rollout. Migrate a bounded group of services or clients and monitor negotiation, decryption, and operational failures. Do not log secrets while diagnosing problems.
- Expand only after checking protection and compatibility. Confirm that intended new operations use the replacement and that dependent systems still function.
- Bound exceptions. Give every temporary fallback an owner, scope, and expiry or retirement criteria. Where policy requires the replacement, prevent silent downgrade to the affected configuration.
- Retire the legacy path deliberately. Remove exceptions and old key access only after required data, artifacts, and backups can be recovered through the approved path.
OWASP’s post-quantum migration guidance recommends testing recovery, staged rollout, a rollback plan, monitoring, and removing temporary exceptions after required paths have migrated. Adapt those controls to the specific transition rather than treating rollback as permission to continue insecure operation indefinitely.
How can you make the next cryptographic transition easier?
Crypto agility is the capability to replace or adapt cryptographic algorithms across protocols, applications, libraries, software, hardware, firmware, and infrastructure while preserving security and ongoing operations. NIST CSWP 39-upd1, published December 19, 2025, uses this definition. NIST notes that transitions can be costly and time-consuming, create interoperability problems, and disrupt operations.

Build agility through maintained dependencies, configurable cryptographic choices, inventories with accountable owners, supplier coordination, and migration procedures that are tested before an emergency. Avoid hard-coding a single choice so deeply that a future transition requires redesigning the whole system.
When should you involve a specialist?
Get a qualified security or cryptography review when the advisory’s scope is unclear, data has a long confidentiality lifetime, a migration could make records or backups unrecoverable, or legal, regulatory, or contractual requirements apply. The correct replacement and timeline depend on the affected use, product and protocol versions, threat model, retention period, compatibility constraints, and backup design; a general migration guide cannot assess those details for a particular system.
