Do not delete an unowned cloud resource on sight. First decide whether the agent is causing active harm or merely created something that lacks a visible owner. If it is harmful or violates policy, contain the agent promptly, as Microsoft guidance advises. For a routine inventory, billing, or audit finding, preserve evidence, trace the creating identity and authority, understand the resource’s purpose and dependencies, then agree on containment, ownership, retention, or deletion with the responsible service team.
1. Triage the finding before touching infrastructure
An “ownerless” resource can mean several different things: the owner tag was never set, the resource belongs to an automated deployment, the agent used a shared identity, or the accountable team is recorded somewhere other than the resource itself. Treat the alert as an attribution and safety problem, not proof that the resource is abandoned.

Separate active harm from routine remediation
Ask whether the agent is still making changes, whether the resource is exposed to the internet, whether it handles sensitive data, whether it grants access, and whether it is consuming material capacity or cost. A policy violation, unauthorized access, destructive behavior, or continuing compromise requires containment. Microsoft’s agent-governance guidance says to stop the agent first when its behavior is harmful or violates policy.

Open an incident record
Use your normal incident and change-management system. Record the alert or discovery source, the person who detected it, the time zone and timestamp, and an initial severity. Assign an incident lead even if the eventual resource owner is unknown; someone must coordinate evidence, decisions, and communications.
2. Capture a defensible evidence set
Take a snapshot of what exists before permissions, tags, or activity logs change. Store copies according to your organization’s retention and incident procedures.
- Cloud provider, account, subscription, project, region, resource group, and full resource identifier.
- Creation time, current state, SKU or size, deployment name, tags or labels, and any displayed creator or principal.
- Attached identities, role assignments, network interfaces, public endpoints, firewall rules, secrets references, storage locations, and backup relationships.
- Recent management and data-plane activity, including create, update, start, stop, permission, and deletion events.
- Agent registration or application identifiers, service-principal details, assumed roles, workflow or deployment identifiers, and request or correlation IDs.
- The billable meter, current usage, and an estimate of continuing cost, clearly marked as an estimate if billing has not settled.
- Screenshots or exported records showing the console state, with timestamps and the account used to view them.
Do not “clean up” tags or rename the resource before preserving the original state. Those edits can destroy useful clues about the deployment path and can make later audit reconstruction harder.

- Agent registration: In the Microsoft 365 Admin Center, open the agent’s registration details and inspect listed owners. Check the associated Microsoft Entra objects for owners, sponsors, application contacts, and lifecycle information.
- Resource permissions: Open the resource group, choose Access control (IAM), then review Role assignments. Owners, Contributors, deployment identities, and team groups are useful leads. A privileged role is evidence of authority, not proof that the person is the sole accountable business owner.
- Activity Log: Filter around the creation time and resource ID. Examine create and update events, the caller or principal, operation name, subscription, and correlation ID. Later events can identify the team currently managing the resource even when the original event is ambiguous.
- Deployment context: Follow deployment, automation, or pipeline references in the activity records. The identity that executed a template may be different from the human who requested the work.
Use the labels exactly as they appear in your tenant; portal views and permissions can differ by service and role. These are Azure examples, not a universal procedure for every provider or resource type.
Equivalent checks in other clouds
Across providers, look for the same evidence categories rather than assuming identical console names:
- The service identity, application, workload identity, or role session that performed the operation.
- The effective role and scope at the moment of creation, including inherited organization, folder, account, project, or subscription permissions.
- Audit events for create and update operations, plus the deployment or orchestration record that triggered the agent.
- The human request, ticket, pipeline run, chat command, or workflow execution that supplied intent.
- Session, request, trace, or correlation identifiers that connect the agent action to surrounding events.
Log names and fields differ by provider and service. Do not claim attribution merely because an identity appears in a log; verify that it had the effective permission and that the event’s target matches the resource.
4. Build an attribution chain, not a single-name guess
Your incident record should answer six questions:
- Which distinct agent identity acted?
- What role, token, session, and effective scope did it use?
- What exact action occurred, and at what time?
- Which resource and dependent objects were touched?
- Which request, workflow, or correlation ID links the events?
- Was a human user carried through as “on behalf of,” or is the action purely machine-initiated?
Microsoft guidance recommends logging the agent identity, role, effective scope, action, resource, correlation ID, and any on-behalf-of user. AWS Well-Architected guidance similarly favors distinct service identities; reusing a role or shared account can make it impossible to tell whether an action came from an agent or a person. Preserve both the raw events and your interpretation of them.

When evidence conflicts, record the uncertainty. For example, a pipeline identity may have created the resource, while a team identity later configured it. Those are different facts and may imply different owners, approvers, and cleanup responsibilities.
5. Establish what the resource does before changing it
Contact the likely service team, application owner, security operations lead, and finance or cloud-cost contact as appropriate. Ask for a plain-language purpose and verify it against observed configuration.
Dependency and production checks
- Does a production application, scheduled job, data pipeline, or customer-facing endpoint depend on it?
- Is it referenced by DNS, load balancers, queues, event rules, deployment templates, backup policies, or monitoring?
- Is it receiving traffic or scheduled work now, and what is the failure consequence if it stops?
Security and data checks
- Does it contain, process, or reach personal, financial, health, confidential, or regulated data?
- Is it publicly reachable, connected to sensitive networks, or configured with broad inbound or outbound access?
- Which identities, keys, roles, secrets, and service accounts are attached, and could they be reused elsewhere?
Cost and operational checks
- What fixed and usage-based charges continue while it runs?
- Is it a temporary test, a one-time migration artifact, or an intended long-lived service?
- What logs, snapshots, backups, or retained data would remain after a stop or delete operation?
These questions are an operational safety checklist, not a claim that every provider prescribes one identical sequence. If no team can explain the resource, escalate to the cloud platform and security owners rather than treating silence as consent to delete.

| Response | Use it when | Required safeguards |
|---|---|---|
| Pause or stop the agent | The agent is acting harmfully, violating policy, or continuing unauthorized changes. | Preserve logs first when safe; revoke or narrow credentials; confirm that stopping it will not interrupt an approved workflow. |
| Revoke or narrow access | The resource may be legitimate, but the agent’s authority is excessive or compromised. | Identify dependent jobs, replace broad roles with task-scoped permissions, and test the replacement path. |
| Isolate the resource | Exposure or active processing is risky, but immediate deletion would destroy evidence or availability. | Use network, identity, or service-level controls; monitor for retries and preserve data needed for investigation. |
| Assign an accountable owner | The resource has a valid purpose but lacks a named sponsor or service team. | Record the owner, approver, purpose, dependencies, cost center, and review date in the inventory. |
| Retain under managed service ownership | The original team is gone or the resource is still required. | Adopt it formally, rotate credentials, document operations, and set lifecycle and budget controls. |
| Delete | Purpose, dependencies, data, and retention obligations have been checked and an authorized owner approves removal. | Capture evidence, take required backups or exports, follow change control, and verify that attached access and scheduled recreation are removed. |
Microsoft’s guidance supports stopping an agent for active harmful behavior and coordinating routine work with resource owners. It does not define a universal cross-provider quarantine or deletion runbook, so apply your organization’s incident, backup, and change policies.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Execute the response step by step
- Freeze uncontrolled change: If the agent is still acting, stop it or remove only the dangerous permission, according to the urgency assessment. Note the exact time and control used.
- Notify stakeholders: Send the evidence summary to the likely service owner, cloud platform team, security, and finance contact. State the proposed action, deadline, and business impact of inaction.
- Protect dependencies and data: Before a stop or delete, confirm traffic, schedules, backups, retention requirements, and downstream references. Export configuration and logs when permitted.
- Apply the approved control: Isolate, reassign, retain, or delete through the provider’s supported interface and your normal change record. Avoid ad hoc console edits that cannot be reviewed.
- Verify the result: Check that the resource state changed as intended, no automation recreated it, access paths were removed or narrowed, and cost meters behave as expected.
- Record closure: Attach the final owner, decision, evidence, residual risk, and follow-up tasks to the incident and inventory record.
8. Prevent another ownerless agent resource
Give every agent an accountable human structure
Assign a named owner or sponsor and an approver for each agent. Document its purpose, supported workflows, data classification, dependencies, maximum runtime, and retirement condition. Microsoft states: “Use a unique, dedicated agent identity with a named owner/sponsor and approver.” A registration record without a reachable owner is not a complete control.
Use dedicated, least-privilege identities
Keep agent identities separate from human accounts and from unrelated workloads. Scope permissions to the resources, actions, regions, and time windows required for the job. Remove inherited or unused roles, and review access after a material change to tools, workflow, data, or deployment.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteAWS guidance adds practical defenses such as permission boundaries, temporary credentials, contextual conditions, organization-level guardrails, and least-privilege recommendations derived from observed CloudTrail usage. Adapt those principles to your provider’s identity system rather than copying control names that do not exist in your environment.
Best Value
Make actions attributable and costs visible
Enable action-level logging that connects identity, effective scope, operation, target resource, and correlation context. Carry the initiating human or workflow where the platform supports it. Tag or label resources by agent and use case so finance and platform teams can group costs; Microsoft specifically recommends this approach for cost breakdowns. Tags support attribution but cannot replace identity logs or an accountable owner.
Test revocation, not just creation
Run a controlled exercise that disables the agent, rotates or invalidates credentials, removes stale permissions, and confirms that scheduled jobs cannot silently restore access. Record expected recovery time and the person authorized to re-enable the agent. Repeat after major changes and include orphan detection in regular inventory reviews.
9. A control checklist for provider or tool evaluations
When comparing cloud governance capabilities, score each option against the same operational questions:
| Capability | Evidence to require |
|---|---|
| Attribution | One agent identity per workload, with the initiating human or workflow preserved where applicable. |
| Scope | Controls for resources, actions, regions, conditions, session duration, and inheritance. |
| Intervention | A tested way to disable the agent, revoke credentials, and remove access quickly. |
| Auditability | Logs linking identity, effective scope, action, target, timestamp, and correlation context. |
| Impact visibility | Dependency, exposure, data, backup, runtime, and recreation information before cleanup. |
| Cost ownership | Tags, labels, or billing dimensions that group spending by agent or use case. |
10. When the investigation cannot identify an owner
Escalate rather than guessing. Have the cloud platform owner place the resource under a temporary service owner, security preserve evidence and assess exposure, and finance flag ongoing spend. Set a deadline for a named team to accept ownership or approve retirement. If the deadline passes, use the organization’s documented orphan-resource policy and executive or change authority; do not invent an informal deletion rule during the incident.
The durable outcome is not merely a removed resource. It is a record that connects an agent to a human sponsor, a narrowly scoped identity, an auditable action trail, a known cost owner, and a tested way to stop or revoke it. As Microsoft puts it, “Infrastructure governance is a shared responsibility.”
