First identify what has happened: a market-price decline, an asset that is hard to sell, a platform blocking withdrawals, and a suspected scam are different problems. A price drop alone does not prove fraud or create a guaranteed way to recover a loss. If you suspect a scam or unauthorized transfer, stop sending money, preserve the evidence, and report it promptly.
How to tell which problem you have
| What you see | What it may mean | What to do first |
|---|---|---|
| The quoted price has fallen, but you can still trade or transfer the asset. | A market-value loss. It may reflect volatility or reduced demand; it does not by itself establish fraud. | Do not assume the price will rebound. Review your own financial circumstances and the asset’s risks before deciding what to do. |
| There are few buyers, trades are difficult to execute, or a market appears to have disappeared. | Low liquidity or no functioning market. A displayed price may not mean you can sell at that price, or sell at all. | Check whether there is a functioning market and what the platform says about trading. Keep records of prices, orders, and notices. |
| An exchange or custodian will not let you withdraw. | A platform-access or custody problem. The platform may have suspended withdrawals, be experiencing operational problems, or be failing. | Save account records and notices; contact the platform using a verified official channel and review the product and custody documents. |
| You did not authorize a transfer, or someone persuaded you to send crypto under false pretenses. | A possible scam or unauthorized transaction. | Stop sending funds, preserve transaction evidence, contact the exchange or kiosk operator involved, and report the incident. |
These situations can overlap. For example, an asset can lose value while the platform holding it also suspends withdrawals. Separate what you can verify—market activity, account access, and transaction history—rather than treating every loss as the same kind of event.

If the investment has fallen in value or become hard to sell
Crypto assets can be highly volatile and illiquid. A market can deteriorate sharply or disappear, and a quoted balance is not a promise that you can sell for that amount. The SEC’s Office of Investor Education and Advocacy warned in its March 23, 2023 investor alert that speculative crypto investments can result in total loss. Its guidance says: “The only money you should put at risk with any speculative investment is money you can afford to lose entirely.”
A falling price does not tell you whether the asset will recover. Avoid treating a rebound as certain, or adding money simply to lower your average purchase price. There is no product or recovery service that can restore a market loss. Consider your own risk tolerance and financial situation; the cited agency guidance does not determine what action is right for an individual investor.

If an exchange or custodian blocks withdrawals
Keep a record of what you can see and what the platform tells you. Save account statements, transaction histories, screenshots, relevant terms, and platform notices. Record when you tried to withdraw and the exact error or response. Contact the platform through its verified official website or another independently verified contact channel—not a link or phone number supplied by an unsolicited caller or message.
Review the documents for the specific service you used. A platform balance, exchange account, custodial product, and self-custodied wallet are not interchangeable arrangements. The documents may help clarify what service the platform provided, but an on-screen balance alone does not establish immediate access to funds or settle a legal ownership question.

The SEC warns that crypto-related entities may suspend withdrawals, fail, or enter bankruptcy, and that customer recovery in bankruptcy can be uncertain. If the platform remains inaccessible, preserve new notices and communications as they arrive. Legal rights and available remedies depend on the facts, the relevant agreement, and jurisdiction; the cited U.S. agency guidance cannot establish an individual customer’s recovery prospects.

- Stop the outflow. Do not send more crypto or pay an extra charge to “unlock,” verify, or recover funds. Never disclose a seed phrase, private key, or login code to someone contacting you about the incident.
- Preserve the evidence. Keep wallet addresses; the cryptocurrency type and amount; the date and time; transaction hashes; exchange or kiosk details; relevant messages and communications; names, phone numbers, websites, or apps; and screenshots. Do not delete messages or account records that could help identify the transaction.
- Contact the sending exchange or kiosk operator. Use its independently verified official contact information, report the transaction as fraudulent, and ask what its fraud process requires. The FTC cautions that crypto payments can be difficult to recover; a report or request does not guarantee a reversal.
- Report through appropriate official channels. In the United States, the FBI’s Internet Crime Complaint Center (IC3) accepts reports at www.ic3.gov; the FTC directs scam victims to ReportFraud.ftc.gov. The FBI/IC3’s August 24, 2023 guidance asks victims to provide as much transaction information as possible. These are U.S. reporting routes, not universal channels, and filing a report does not guarantee recovery.
The FBI/IC3 guidance states: “If you believe you or someone you know may be a victim of a cryptocurrency scam, immediately submit a report to the FBI Internet Crime Complaint Center (IC3) at www.ic3.gov or contact your local FBI Field Office and provide as much transaction information as possible.” If you are outside the United States, use the relevant official reporting channels in your jurisdiction.

How to handle offers to recover lost crypto
Be wary of unsolicited recovery businesses, supposed officials, tracing services, or lawyers who promise results and demand advance fees, taxes, private keys, or sensitive identity or banking information. The SEC warns that fraudsters may target people who have already lost money. The FBI says private recovery companies cannot issue seizure orders; it also warns that recovery schemes may take an upfront fee, disappear, or demand further payments.
Verify any claimed government or law-enforcement connection using contact details you find independently. Do not grant account access or pay a recovery fee because someone says a transaction can be reversed or seized. A company’s ability to trace transactions is not the same as authority to freeze or return assets.

What the reported loss figure does—and does not—tell you
In an August 11, 2023 announcement, the FBI’s Internet Crime Complaint Center said victims reported losing more than $2.5 billion in cryptocurrency investment fraud in 2022. That figure concerns reported investment-fraud losses, not ordinary declines in crypto market value, and it cannot be used to estimate whether a particular person will recover funds.

Keep your records organized and continue using verified channels for platform or law-enforcement communications. The next steps depend on whether the issue is a market loss, a lack of liquidity, blocked access to a custodian, or suspected fraud—and on the asset, custody arrangement, and jurisdiction.
