When one person is taking most of the floor, thank them, briefly reflect their point, and invite someone who has not spoken to contribute. When several people want to speak, make the order visible and call on them in turn. If the table is too large for meaningful participation, change the format rather than trying to solve a room-design problem by correcting one person.
How to redirect one person without shutting them down
A chair can recognize a contribution and still move the discussion forward. Keep the acknowledgement brief, summarize the point so the person knows they were heard, then direct the next invitation to the room.

For example: “Thanks, that gives us a useful starting point. I’d like to hear from people who haven’t had a chance yet. What are you seeing?” Maine DHHS facilitation guidance recommends thanking the speaker, restating the point, and asking other group members for input. Looking toward people who have not spoken can make the invitation clearer: Maine DHHS, Table Talks Facilitator How-To Guide.
After asking, leave a few seconds of silence. The University of Illinois’ facilitation guidance notes that silence is acceptable and recommends allowing a few seconds of wait time: Best Practices for Facilitation.
#1 Best Overall
- Omnidirectional Microphone - It is not a Speaker or Speakerphone, it is a condenser microphone. The microphone has an omnidirectional pickup pattern with a pickup distance of 11.5 ft, making it easy to capture the most subtle sounds from 360° directions and transmit the sound more loud and clear. Participants can hear each other without raising their voices.
- Made for Conferences - This microphone is perfect for small or medium meetings over an internet network by using Skype/GoToMeeting/WebEx/Hangouts/Fuze/VoIP/Zoom and other softwares. You can also use it for court reports, seminars, remote training, business negotiations, video chats, etc.
- Plug & Play, No Drivers Required - The microphone is compatible with all operating systems - both Windows and macOS. You just need to plug the microphone to start recording. If there is no response after inserting the mic, please go to the microphone setting of your computer and select the mic as the INPUT device.
- Convenient Mute Button - Quickly mute/unmute your microphone. The built-in blue indicator light for checking whether the USB microphone is working.
- Well Designed Cable - The microphone is constructed of sturdy and metal material and the base is fitted with an anti-slip mat which keeps it stable on desktop during use. It is small, convenient and does not require much space when in use. Connected with a 1.8m nylon shielded wire, it effectively eliminates signal interferences to achieve the best recording results.
If the same person continues, name the process rather than criticizing their character: “Let’s make sure we leave room for several perspectives before we return to this point.” If necessary, set a direct, neutral boundary: “I’m going to pause you there so we can hear from others, then we can come back if time allows.” University of Kansas guidance recommends respectful intervention when one person or a small group is dominating, and conference moderator guidance supports tactfully stepping in when a participant takes too much time: University of Kansas Community Tool Box; National Council on Family Relations moderator guidance.
A simple intervention ladder
- Redirect lightly: Acknowledge and summarize the point, then invite someone who has not spoken.
- Name the shared process: Ask for two other perspectives before returning to the topic.
- Set a boundary: Pause the current turn so others can contribute and the session can stay on time.
- Change the structure: Use an ordered queue or smaller groups if the format is making balanced participation difficult.
These are practical options in facilitator guidance, not guaranteed or comparatively ranked interventions. The aim is useful discussion and fair access to the floor, not a public rebuke.

How to manage several people seeking the floor
Do not reward whoever speaks loudest or fastest. Use a visible speaking order, sometimes called “stacking”: ask who wants to contribute, identify the order, call on each person, then check whether anyone else wants to add something. The Council of Europe’s facilitator manual describes this approach: Manual for Facilitators.
Try: “I see several people want to come in. I’ll take these in order, then check whether anyone else wants to add a point.” For a session with a strict limit, state the time rule up front. For example, the National Council on Family Relations suggests around one minute per comment or question in its 2025 conference-session guidance. That is an example of a local format rule, not a universal conference standard: Instructions for Facilitators, Presiders, Moderators, and Chairs.

When the table is too large, change the format
There is no single maximum size that applies to every conference roundtable. The right setup depends on whether the session is an expert consultation, a rotating small-table conversation, or another format—and on whether everyone needs to speak in the plenary.
| Format | Participant guidance | How to use it |
|---|---|---|
| Expert roundtable | The UK Government Office for Science says roundtables normally involve 10–12 experts. | Treat this as a planning recommendation for that format, not a universal capacity limit. |
| World Café conversation | The US Environmental Protection Agency recommends no more than four participants plus the table host at each conversation. | Use small hosted tables for discussion that is meant to be shared among participants. |
The figures describe different formats, so they are not competing limits. See the Government Office for Science roundtable guide and the EPA World Cafés guide.

If a single table cannot give participants a reasonable chance to contribute, split into smaller groups, assign a host or facilitator to each, and bring the main points back to the full session. If splitting is not possible, narrow the prompt, use a round-robin with the option to pass, and offer a way to submit additional thoughts in writing. These are format options, not a one-size-fits-all redesign.

Set the session up to share the floor
Participation problems are easier to manage when expectations and the session design are clear before discussion starts. The Government Office for Science recommends agreeing on the purpose, preparing questions that fit the available time, and choosing a chair who can guide discussion and keep time; subject-matter expertise is not essential to the chair’s role.

- Choose for facilitation. Select a chair who can guide discussion and manage time.
- Consider the setup, not just the speaker. The Canada School of Public Service recommends considering underlying drivers of participation challenges, including group setup, session design, and equity gaps: Facilitation Essentials: Navigating Participation Challenges.
- Make ideas easy to capture. EPA lists paper, pens, markers, and sticky notes as materials for World Café discussions. The World Bank describes a table tent or red sticky note as an optional signal that participants are ready to wrap up a topic: Discussion and Facilitation Strategies.
The Government Office for Science’s time and question recommendations are planning guidance for its roundtable format, not measured guarantees of participation: How to guide: Roundtables.
