Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →If Windows 11’s Recovery page or Advanced startup button is missing or unresponsive, you can still try another route into Windows Recovery Environment (WinRE): use Shift + Restart, let Automatic Repair appear after failed starts, or boot from a recovery drive or Windows installation USB. First distinguish a missing Settings link from a recovery environment that is unavailable—and protect your files and BitLocker recovery key before choosing reset or reinstall options.
Why are my Windows 11 recovery options missing?
A missing Recovery link does not by itself show that WinRE is broken. The cause cannot be determined from the missing menu alone: Windows build, device model, and work or school management policies can affect what you see. Check whether Windows still starts, then try another entry route before changing partitions or reinstalling.

- Windows starts: try the Settings route or Shift + Restart.
- Windows starts but WinRE appears unavailable: check its status with
reagentc /info. - Windows will not start: try Automatic Repair or bootable recovery media.
Some manufacturers provide a dedicated recovery button or button combination. Its behavior is model-specific, so consult the device manual rather than assuming a universal key.

Why won’t Advanced startup open?
If Windows is usable but the Advanced startup control does nothing, try the keyboard shortcut route:

- Open Start, then select Power.
- Hold Shift while selecting Restart, and keep holding it until the restart begins.
You can also use Settings > System > Recovery > Advanced startup > Restart now when that control is available. A manufacturer recovery button may be another option; follow the instructions for your exact model.
What does reagentc /info show?
If Windows starts but you cannot reach recovery, ask Windows whether WinRE is registered before attempting repairs:
- Open Command Prompt as an administrator.
- Run
reagentc /info. - Check the reported status and Windows RE location. A registered installation shows a Windows RE location.
A disabled status or missing location is a reason to consult current Microsoft instructions and device-specific support—not to delete or resize a recovery partition as a generic fix. Microsoft’s KB5028997 covers a specific WinRE update-servicing issue and lists Windows 11 versions 21H2, 22H2, and 23H2 among applicable products. In that context, Event ID 4502 with ErrorPhase 2 is likely related to insufficient space on the recovery partition; it is not a general explanation for every missing Recovery menu. The article’s partition steps depend on disk layout and include destructive operations, so seek qualified help if that specific issue applies and you are not experienced with partition servicing.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCan I open Windows recovery options if my PC won’t boot?
Yes. If Windows repeatedly fails to start, Automatic Repair may appear and provide an Advanced options route. If it does not, boot from recovery media or a Windows installation USB.
Use a recovery drive you already created
Connect the recovery drive and start the PC from it. The boot method varies by manufacturer; use the device’s boot-menu or recovery instructions if the drive does not start.

Boot from Windows installation media
- On another working PC, create Windows installation media on a USB drive with at least 8 GB of capacity, following Microsoft’s instructions.
- Connect the USB to the affected PC and start the computer from it. If Windows Setup does not appear, the PC may not be set to boot from that drive; check the manufacturer’s boot-order instructions.
- At the setup screen, proceed past the language and preferences choices, then select Repair my PC to enter recovery. Do not select an installation path if your goal is to reach WinRE without starting a Windows installation.
Creating a Recovery Drive is a separate option: Microsoft says to use an empty USB drive because the process erases its existing contents. See Microsoft’s Recovery Drive instructions.

Once you reach WinRE, choose a repair path that fits what changed and how much risk to your data you can accept.
| Option | When it may help | Data and access considerations |
|---|---|---|
| Startup Repair | Some startup failures, including missing or damaged system files, corrupted boot configuration data, damaged master boot record, incompatible drivers, or registry errors. | It is a repair attempt, not a guarantee that WinRE access will be restored. A BitLocker recovery key may be required. |
| Uninstall Updates | The boot problem began after a recent Windows update. | Use the available update-removal options in WinRE; do not treat this as a general fix for unrelated causes. |
| System Restore | You want to roll back system files and settings to a restore point. | Microsoft says System Restore preserves personal files, but it rolls back system changes. |
| Reset this PC | Repair options have not resolved the issue and you are prepared to reinstall Windows. | Choose carefully: keeping personal files is an option, but apps and settings are removed. Back up important files where possible. |
| Reinstall from a recovery drive or installation media | Other recovery options have not worked or Windows needs a fresh installation. | A recovery-drive reinstall removes personal files, apps, and settings. Installation-media outcomes depend on the path selected; a clean installation removes data from the selected drive. |
Run Startup Repair
In WinRE, select Troubleshoot > Advanced options > Startup Repair. Microsoft describes Startup Repair as scanning for certain startup problems, including damaged system files and boot configuration data; success is not guaranteed. On an encrypted device, you may need the BitLocker recovery key to complete the task. See Microsoft’s Startup Repair guidance.
Use reset or reinstall only after considering the data impact
Before a reset or reinstall, back up important files if possible and make sure you can access the BitLocker recovery key. Microsoft’s Windows recovery options guidance explains the available routes. A USB used to choose Repair my PC takes you into WinRE; it does not, by itself, mean you have started a clean installation.
What if none of these routes works?
- If a recovery or installation USB will not boot, check the PC manufacturer’s guidance for boot order and any model-specific recovery controls.
- If WinRE opens but its tools do not resolve the problem, Microsoft recommends using a recovery drive if available, creating installation media on another working PC if not, or contacting IT for a work- or school-managed PC.
- If you are considering partition changes, pause and get qualified support rather than improvising commands; the correct procedure depends on the disk’s partition layout.
Manufacturer recovery images may include hardware-specific drivers and factory applications that generic Microsoft installation media may not. For a device-specific recovery image or button procedure, consult the manufacturer.
