First identify what is failing: the drone’s own navigation, its remote-identification tracker, or its record/account in ERA-GLONASS. The Russian government system receives remote-identification data; it is not the drone’s onboard GPS and cannot restore an aircraft’s position fix. The checks below help isolate the problem without guessing at a reset or repair that may not fit your equipment.
Work out what “cannot locate” means
Check whether the aircraft itself reports coordinates in its controller or flight app, and whether it has a GNSS position fix. If it does not, treat this as an aircraft-navigation issue and follow the drone manufacturer’s manual. ERA-GLONASS is a separate system that receives remote-identification information; it does not provide the aircraft’s navigation fix. The Ministry of Transport describes the system’s role and data flow in its 24 September 2026 announcement and 11 August 2025 release.

If the aircraft reports its position but its remote-identification information is missing from ERA-GLONASS, check the identification device, how it transmits data, and the aircraft and owner records in the system. A missing system record does not by itself mean the drone has lost its navigation fix.

Check the account and aircraft record
Sign in to the owner’s personal account and confirm that it is active and that the aircraft’s details are correctly reflected. The Ministry’s announcement dated 24 September 2026 says that, from 1 October 2026, flight plans submitted to the Russian air-traffic organization will be rejected without confirmation of an active ERA-GLONASS personal account. This is a Russia-specific requirement; consult the official announcement for current implementation details.

Identify the remote-identification device type
Find the make, model, and type of tracker installed on the aircraft. The Ministry says ERA-GLONASS accepts data from cellular, satellite, hybrid, and broadcast-type identification devices. Do not assume every unit needs a cellular connection or uses the same setup procedure.
- Check the tracker’s own status indicators and error messages against its manual.
- Verify that the device is intended to work with your drone and meets the applicable Russian requirements.
- Use the manufacturer’s instructions for device-specific checks. The official sources do not provide generic pairing, reset, SIM replacement, firmware, or antenna procedures.
Distinguish a cellular outage from a position problem
No cellular signal does not, on its own, prove that the drone has lost GNSS positioning. It also does not guarantee that the tracker’s information will appear in every app or system view.
A government report dated 6 July 2026 describes a particular demonstration in which a tracker automatically broadcast over Wi-Fi and a standard smartphone was used to identify drones in an area without cellular coverage. That report documents one configuration, not a universal fallback for all trackers. Wi-Fi broadcasting does not solve a lost GNSS fix.

If the aircraft record remains absent, give the tracker supplier or system operator enough information to distinguish a navigation fault from a transmission or account issue:

- Drone make and model.
- Tracker make, model, and transmission type: cellular, satellite, hybrid, or broadcast.
- The tracker’s status indicators and exact error text, if any.
- Whether the owner account is active and the aircraft details appear correctly in the system.
- When and where you attempted the connection.
- Whether the aircraft itself reports coordinates in its controller or app.
Ask for instructions specific to that tracker and system record. The cited official material does not give a universal recovery sequence or an operator-facing account-recovery procedure, so do not reset, reflash, replace a SIM, or alter an antenna unless the device manual or manufacturer directs you to do so.

In its 24 September 2026 announcement, the Ministry said remote-identification equipment was to be fitted to drone aircraft over 250 g from 1 March 2026, and that active personal-account confirmation would be required for flight-plan acceptance from 1 October 2026. These dates and requirements concern Russia’s civil-drone system; check the Ministry’s announcement for current rules before acting.
A separate Ministry release dated 11 August 2025 described ERA-GLONASS receiving remote-identification data every second and integration with the State Corporation for Air Traffic Management’s flight-plan service and commercial platforms Jupiter, Nebosvod, and Fly Drone. That is a dated description of integrations, not a guarantee that a particular account, platform, or device is currently connected.
