Re-applying is a resubmission—not an automatic appeal or reversal. If your application is delayed, check IDLI for document objections, payment demands, or other pending requirements, then ask DDA in writing for the specific action still needed.
First, identify what is holding up the application
Sign in to DDA’s IDLI System and review the application status, notices, and any listed dues. Keep the application number, submission proof, status screenshots, notices, payment records, and correspondence together. The right next step depends on the reason shown.

Document or application defect
Follow the specific deficiency notice and upload or provide the requested material through the channel DDA specifies. A 2014 DDA conversion brochure says an applicant with a defective or incomplete application should be given 30 days to supply missing prescribed documents or remove defects; it also says failure to do so could result in deemed rejection. That is older brochure guidance, not a verified deadline for today’s online workflow. Follow the deadline in your current notice and retain proof of your response.
Outstanding dues
Use IDLI’s “Check Dues” option to review any demand. DDA’s current FAQ says an application may be made while dues are pending, but conversion is allowed only after applicable dues are paid. Depending on the property, listed dues may include misuse charges, damages, sub-letting charges, ground rent, or service and maintenance charges. If you believe a demand is incorrect, verify it against the property record and send DDA a reasoned written dispute through its channel; do not assume that a dispute itself clears the dues requirement.

Court case or title dispute
DDA says conversion is not allowed while a matter is sub judice. Its 2019 FAQ also says conversion follows resolution of a property-title dispute by the court. Re-applying will not resolve an active ownership dispute; obtain legal advice if litigation or a legal notice is involved.
Encroachment on government land
DDA’s FAQ identifies encroachment on government land as a bar to conversion. Treat this as a substantive issue to resolve, not a routine application defect that re-application alone will cure.
No reason shown or prolonged inactivity
If IDLI does not explain the delay, ask DDA in writing for the current status and the exact pending action. Include the application reference and a concise chronology: submission date, later notices or payments, your responses, and the date of your enquiry.

How to re-apply after an online rejection
- Sign in to DDA’s IDLI System and open the rejected conversion application.
- Read the stated rejection reason or deficiency carefully. Resolve the issue or provide the requested documents; check any dues separately.
- Keep copies of the rejection notice and the material or payment proof addressing it.
- Select “Re-apply” in the portal or use DDA’s direct re-application link, then follow the live instructions for the case.
- Save the new submission acknowledgement and reference details, and monitor the application for further notices.
DDA describes this route as re-application. Its FAQ does not say that resubmission automatically overturns the earlier rejection, so keep the rejection record and seek written clarification if the stated reason is unclear or cannot be addressed through the portal.
Where to ask DDA for help
For a status request or escalation, DDA publishes [email protected] and helpline 1800 110 332 as grievance redressal contacts. Its contact page lists walk-in public hearings on Mondays and Thursdays from 2:30 to 4:30 PM for specified officials and departments. Confirm the current schedule and applicable department before travelling, since arrangements may change. Include your application number and chronology in any representation.
What DDA’s published timelines do—and do not—establish
DDA’s 2014 conversion brochure states a 30-day period to cure an incomplete or defective application and says an application “found in order” would be disposed of within 45 working days after prescribed formalities are completed. These are figures in an older brochure, not independently verified service guarantees for the current IDLI process. Use the deadline and instructions in your live application notice, and retain evidence of when you completed the required formalities.
Rank #4
A DDA circular dated 18 September 2008 referred to a three-month conversion-case period in the Citizen Charter and directed special handling or reporting for cases pending more than six months. Those figures describe DDA’s historical approach and should not be treated as current deadlines or measured performance statistics.
Is there a formal appeal for a conversion rejection?
DDA’s website lists a circular dated 30 April 2020 titled “Guidelines for dealing with conversion/mutation applications in case of complaints/disputes” and separately lists appellate authority orders. The listing information does not establish a conversion-specific appeal right, the authority that would hear it, a filing deadline, or whether a listed route applies to a particular rejection. Obtain the complete circular and your written decision before relying on an appeal route. For a title dispute, court matter, or legal notice, consult an appropriately qualified Indian property-law professional.
