Start by reading the decision email, then check whether your application clearly establishes your identity, organization, defensive work, requested access tier, and ability to meet its security controls. These are practical checks—not a guarantee of approval or a promise that Anthropic will reconsider the decision.
Can you appeal a CVP denial?
Anthropic’s CVP Help Center guidance describes eligibility factors and how to apply through its Verification Portal, but it does not describe a formal appeal route or a deadline for requesting reconsideration. Read the decision email carefully for any case-specific request or direction. Do not assume there is a public appeal form or guaranteed path to reapply.

The Help Center says Anthropic aims to email a decision or request for more information within seven business days. Its October 6, 2026 program announcement gives different estimates by tier: a few days for Defense Access and a few weeks for Red Team Access. These are targets, not guaranteed deadlines; Specialized Access receives an in-depth review.
Why might an application be denied?
Anthropic says eligibility depends on the nature of the work, whether it can verify the applicant and organization, the operating environment and risks of diversion or compelled access, the eventual customer or beneficiary, and the tier requested. These general factors do not establish the specific reason for an individual denial.
#1 Best Overall
- Organizations whose main business is outside defensive security may not qualify.
- Anthropic says it takes a more cautious approach when an organization primarily serves military, intelligence, or law-enforcement customers.
- A mismatch between the work described and the requested tier may matter; CVP tiers cover different kinds of activity.
- Unclear identity, organization, work, or security controls may make it harder to verify eligibility.
Check the application against the tier you need
Before taking any further step, compare the work you actually do with the program’s published scope. Individual applicants may apply for Defense Access on a paid plan; Red Team and Specialized Access are organization-only. Anthropic says organizations should apply once and have administrators designate users. Independent researchers, open-source maintainers, and bug bounty hunters apply as individuals.
| Tier | Published scope and applicant type | Review expectation |
|---|---|---|
| Defense Access | Defensive security work such as security operations and incident response, malware reverse engineering, and vulnerability analysis and validation. Anthropic lists security teams, critical infrastructure operators, smaller security firms, open-source maintainers, and individual researchers with a vulnerability-reporting track record as examples. Individuals may apply. | Anthropic says it aims to respond within a few days in its October 6, 2026 announcement; the Help Center gives a general target of seven business days for a decision or request for more information. |
| Red Team Access | Adds authorized penetration testing and red teaming; currently for organizations. Testing must be authorized, and some actions that could cause physical harm or mass disruption remain blocked. | Anthropic expects review to take a few weeks. The announcement says qualifying organizations are enrolled in Defense Access while their Red Team application is reviewed. |
| Specialized Access | For a limited set of verified organizations authorized to test systems whose failure could affect lives or disrupt markets. | Anthropic describes an in-depth review in collaboration with the U.S. government; it does not state a target timeline. |
What to review before contacting Anthropic or applying again
- Make the work and authorization clear. Describe defensive work and identify the systems your team owns or maintains, or the systems it is explicitly authorized to test.
- Make verification straightforward. Ensure the application accurately answers the identity and organization questions and clearly explains what the applicant or organization does.
- Choose the tier that fits. Do not request Red Team Access for testing that is not authorized, or Specialized Access without the qualifying organization and high-impact testing context.
- Confirm the controls are feasible. Check the current CVP Security Requirements for the tier and ensure the organization can attest to and maintain them.
- Coordinate organization applications. If you are part of an organization, work with its administrator rather than submitting a separate individual application.
- Follow any case-specific direction. Use the decision email as the guide for what to do next; public guidance does not establish a universal reconsideration process.
These checks address Anthropic’s published eligibility factors, but they cannot guarantee access.
Use the official application route and check platform eligibility
The published application route is Anthropic’s Verification Portal. Applicants provide information about themselves and their organization, describe their security work, and attest to controls for the requested tier. The exact steps depend on where they use Claude: first-party accounts apply through the portal; supported cloud-platform customers must link the appropriate account or subscription; third-party platform users need an enrollment link from that platform. The third-party route supports Defense and Red Team Access only. Amazon Bedrock availability is limited to customers eligible for Enterprise Frontier Safeguards.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteIf you were approved but Claude still blocks a request
A block after approval is not necessarily a denial. Anthropic advises checking whether an administrator provisioned the user for the relevant CVP grant, whether a Claude Console user is in the correct workspace, and whether the activity is within the approved tier.
Rank #3
CVP is not required for every security task. Anthropic says its generally available models can still help with secure code review, threat modeling, patching known issues, finding vulnerabilities in your own source code, and triaging security alerts. Other work, including malware analysis or exploit validation, may be interrupted by safety classifiers. Do not use another person’s access or try to bypass controls; the Usage Policy still applies.
Review security and data-handling terms
CVP has tier-specific security obligations. Current requirements include a named security contact and incident reporting. Defense Access requires MFA, with phishing-resistant MFA due by December 15, 2026; credential rules also restrict long-lived credentials, with temporary API-key conditions before that cutoff. Red Team and Specialized Access impose stronger identity, credential, user, device, and network controls. Consult the current security requirements page for the applicable details.
Rank #4
Anthropic says program data retention enables monitoring for cyber misuse. Its announcement describes zero data retention for eligible organizations in specified circumstances involving Claude Fable or Mythos access, and identifies Enterprise Frontier Safeguards as a future option on the announcement’s timeline. Because availability and terms can change, verify current Help Center terms before deciding whether CVP fits your data-handling needs.
What CVP benchmark results do—and do not—show
Anthropic reported that, in five attempts at each of ten CyScenarioBench challenges for Claude Opus 5.5, 46 of 50 trials were blocked at some point in Defense Access; the remaining four tasks succeeded. In Red Team Access, 34 of 50 tasks completed with no blocks, which Anthropic said was effectively equivalent to the model’s 67.6% success rate in that evaluation with no safeguards applied. These are Anthropic’s results on a defined benchmark, not evidence about whether an application will be approved or a promise that a particular request will not be blocked.
