What to Do If an Embassy Website Has Been Hacked

Treat an embassy website defacement or suspicious change as a security incident. Contain exposure, preserve evidence, investigate connected access, clean and test the full site, then request any Google security review.

If an embassy website shows unauthorized changes, treat it as a security incident—not just a damaged webpage. Contain the exposure, preserve evidence, investigate whether accounts or connected systems were affected, and restore the site only after responders have closed the access path. The embassy should follow its foreign ministry’s incident plan and the applicable host-country laws and reporting rules; U.S. government guidance offers useful operational practices, but it does not establish another country’s legal obligations.

What to do first

Use a clean device and a trusted contact method to alert the embassy’s IT or security lead, incident commander, hosting or cloud provider, and communications leadership. Do not use contact details displayed on a page you suspect has been altered. The incident team should decide how to limit public access under its response plan and coordinate with whoever controls the hosting environment.

CISA’s incident-response guidance puts the priority plainly: “Immediately isolate affected systems.” Isolation does not automatically mean shutting down every service. Depending on visitor risk, mission continuity, and the infrastructure available, the team may take the site offline, restrict access, or serve a safe holding page. The objective is to stop unsafe content or attacker access without causing avoidable disruption to other mission functions.

1. Contain the incident without destroying evidence

Limit exposure

Ask the hosting provider or internal administrators to help restrict the affected service while the team establishes what is compromised. If visitors might encounter phishing, malicious downloads, redirects, or other harmful content, keeping the affected pages publicly available can expose them to further risk. Google’s general guidance for hacked sites also advises taking a site offline while its owner investigates, fixes, cleans, and secures it.

Choose the least disruptive containment that is safe and technically reliable. A holding page is appropriate only if responders can serve it from a known-safe state; changing visible text on the compromised site is not itself containment. If the service cannot be isolated safely, or the scope is unclear, favor the incident team’s security plan over the desire to keep the normal site online.

Preserve useful records

Before deleting files or rebuilding, preserve relevant logs, data, and artifacts where feasible, while avoiding any delay that leaves visitors exposed. CISA recommends collecting and reviewing relevant records and says responders should consider forensic images and memory captures for affected systems. The right collection plan depends on the actual hosting architecture, so qualified responders should determine what to capture and how to protect it.

Record what was observed and when, who made containment changes, and which systems or accounts were involved. Keep this incident record in the organization’s approved process and share evidence through trusted channels. These records can help responders determine the scope, explain actions to leadership, and support any later investigation or required reporting.

2. Determine how far the compromise reaches

A changed homepage does not prove that only the homepage was affected. Investigate the website and the systems and accounts that can change or serve it. The scope may involve unauthorized public content, malware or unwanted software, social-engineering content, or access beyond the web pages.

Check the connected access paths

With the hosting provider and qualified responders, examine the server, content-management system, administrative accounts, plugins, hosting control plane, DNS, email, databases, and other connected services as relevant to the deployment. Look for unauthorized access, changes, or activity that could explain how the attacker entered or maintained access. Do not assume a visible defacement identifies the initial vulnerability or the full set of affected systems.

Google Search Console’s Security Issues report separates categories such as hacked content, malware or unwanted software, and social-engineering content. Its example URLs can help guide investigation, but Google cautions that the examples are only a sample and may not identify every affected page. Use the report as one source of evidence, not as a complete inventory of the incident.

Establish whether people or information may be affected

Determine whether the site presented phishing pages, malicious downloads, or harmful redirects, and whether information may have been accessed. The facts will shape the response: a content change, exposed credentials, and possible access to information are not interchangeable outcomes. Coordinate any visitor notices, diplomatic communications, and legally required notifications with security, legal, communications, and foreign-ministry teams.

The relevant cyber authority, law-enforcement body, notification rules, and deadlines cannot be identified without knowing the countries involved, the host jurisdiction, the incident facts, and the types of information affected. CISA’s playbooks are tailored to U.S. federal civilian agencies; they are operational references, not a statement of legal duties for every embassy.

3. Remove the cause, then restore safely

Replacing an attacker’s visible text is not a complete cleanup. Responders need to remove unauthorized content and code, close the vulnerability or stolen-access route, review related accounts and systems, and test the repair. Google warns that fixing only some listed pages is insufficient; the entire affected site and all identified issues need attention.

Choose between a verified backup and a clean rebuild

Google describes replacing affected files from the last known-good backup or removing injected content as possible cleanup approaches. Neither is safe merely because it is convenient. Before restoring, consider:

  • Whether the backup is known to predate the compromise and has been verified as clean.
  • Whether the original vulnerability or access path will be closed, rather than restored along with the files.
  • Whether connected services, accounts, and credentials have been reviewed for signs of compromise.
  • Whether the response requires evidence preservation before affected systems are changed.
  • How quickly mission-critical functions need to return, and what safe continuity options are available.

A clean rebuild may be preferable when responders cannot establish that existing files or systems are trustworthy. Restoring a known-good backup may be practical when its integrity and timing are established and the underlying access path is addressed. The incident team should make that choice based on evidence and the hosting setup, rather than treating either method as a universal rule.

Bring services back in a controlled way

Test the repaired site and relevant connected functions before restoring normal public access. Confirm that unauthorized content is gone, the identified weaknesses have been addressed, and the restored service behaves as intended. NIST Special Publication 800-184 frames recovery around prioritized resources, realistic recovery plans, and continuity of important mission functions. That makes recovery planning broader than simply getting the homepage to load again.

If the internal team lacks the expertise to investigate or clean the site safely, seek qualified incident-response or website-recovery help through established procurement and security channels. Google recommends finding a reliable professional able to clean, fix, and secure a hacked website; NIST likewise discusses seeking a trustworthy external party experienced in incident response and recovery. For an embassy, the provider must be qualified for the mission’s security and procurement requirements.

4. Secure accounts and protect visitors

After containment, review privileged access and credentials that may have been exposed. Revoke access where appropriate, rotate affected credentials, and strengthen authentication in line with the organization’s identity policy. Do this as part of the incident response: changing a password alone does not remove malicious code, repair a vulnerable application, or establish that connected systems are safe.

CISA’s #StopRansomware Guide recommends phishing-resistant multifactor authentication for services—particularly email and VPN—and for accounts that access critical systems. A hardware security key is one possible implementation category, subject to compatibility and organizational policy. Stronger authentication helps protect accounts going forward; it is not a substitute for containing an active compromise.

Communications staff should coordinate with security and legal teams before publishing incident statements or contacting potentially affected visitors. Explain confirmed facts accurately, avoid claiming that the incident was limited to a defacement unless investigation supports that conclusion, and follow applicable notification obligations. Which messages or deadlines apply depends on the jurisdiction and the incident’s actual impact.

5. Request removal of Google warnings after cleanup

If Google Search Console reports a security issue, use the Security Issues report to review what Google has detected. First fix all listed problems across the site and test the repairs. Then use that report to request a review, explaining the issue and what was done to remediate it.

Google says review timing varies: malware reviews may take a few days, while reviews for hacked spam may take up to several weeks; its Search Console guidance describes reviews more generally as taking several days to weeks. Warning systems may take additional time to reflect approval, so the embassy should not promise immediate warning removal. A review request is not a replacement for completing cleanup or checking the live site.

How to choose a containment and recovery path

There is no universally correct choice between taking the website fully offline and serving a holding page. The incident team should weigh the risk to visitors, whether the compromised service can be isolated safely, mission-continuity needs, and who controls the hosting environment. The same principles apply to recovery: the choice between restoring files and rebuilding depends on confidence in the backup, the ability to close the original access path, the integrity of connected systems and credentials, evidence needs, and the time required to restore important functions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the decision tied to the incident facts. A page that looks normal after a quick edit is not proof that the compromise is contained, and a warning that remains after cleanup does not by itself establish that the cleanup failed. Responders should verify the technical state; communications and legal teams should determine what can responsibly be said to visitors and authorities.

After the site is stable

Once the immediate response is complete, use the incident findings to improve the response plan and recovery readiness. Confirm that the team knows who can isolate the site, who can contact the hosting provider through trusted channels, how relevant records will be preserved, and how mission-critical functions can continue safely. Review the access route that enabled the incident and apply appropriate authentication and security controls to accounts that administer the site and connected systems.

Keep responsibility for technical recovery, visitor communications, and jurisdiction-specific reporting coordinated but distinct. Technical staff establish what was accessed and repaired; leadership and communications determine how to describe confirmed facts; legal and foreign-ministry teams assess applicable obligations. This separation helps prevent an operational update from being mistaken for a conclusion about the incident’s full scope.
