If an airline moves you from business class to a lower cabin, ask it to confirm the change in writing, keep your travel records, and make a written claim. The amount you may recover depends chiefly on the route: covered EU and UK journeys use distance-based percentages of the ticket price, while US rules generally provide the fare difference if you travel in the lower cabin. These rules are not interchangeable, and they do not apply worldwide.
First, confirm that it was a cabin downgrade
A legal downgrade generally means you were moved to a different, lower cabin—for example, from business class to economy. Under the European Commission’s interpretation of Regulation 261/2004, a worse seat, meal, or other service while remaining in the same cabin is not, by itself, a cabin downgrade. A paid service that was not provided may still be addressed separately under the carrier’s terms or national law. Read the European Commission’s interpretative guidance.

Ask the airline to confirm the cabin you booked, the cabin you were assigned, and that the change was involuntary. Note the operating carrier and the affected flight segment. If your itinerary has connections, establish whether they were booked together on one ticket.

The rules depend on the journey and the applicable jurisdiction. In particular, EU/UK percentage reimbursements are not the same calculation as the US fare-difference refund.

Covered EU and UK journeys
Under Article 10 of EU Regulation 261/2004, when an operating carrier places a passenger in a lower class, it must reimburse a percentage of the ticket price within seven days. The applicable percentage depends on the flight’s distance and route:
| Route covered by the EU/UK distance bands | Reimbursement |
|---|---|
| Flights of 1,500 km or less | 30% of the ticket price |
| Intra-EU flights longer than 1,500 km, subject to the French overseas departments exception; and other flights between 1,500 km and 3,500 km | 50% of the ticket price |
| Flights not covered by the preceding bands, including flights between the EU and French overseas departments | 75% of the ticket price |
These are percentages of the ticket price, not necessarily the difference between the business- and economy-class fares. For a single-ticket journey with connecting flights, EU passenger guidance says the reimbursement applies to the flight that was downgraded, not automatically to the entire journey. Do not assume that a round-trip ticket receives the percentage on both directions when only one segment was affected. The governing rule is in Article 10 of Regulation (EC) No 261/2004; see also EU passenger-rights guidance.

The UK Civil Aviation Authority says its guidance applies to flights departing from a UK airport on any airline; flights arriving in the UK on a UK or EU airline; and flights arriving in the EU on a UK airline. It says reimbursement is likely limited to the downgraded portion of the journey. Check your route and carrier before relying on the UK rules. See the CAA’s downgrading guidance.
Journeys to, from, or within the United States
US Department of Transportation guidance treats an involuntary move to a lower cabin as a significant change. If you continue your trip in the lower cabin, the carrier must refund the difference between the original fare and the fare for the downgraded travel. Ask how the airline calculated that comparison and request a written breakdown if the amount is unclear. Read the DOT’s refund guidance.

If you decide not to travel because of the downgrade, DOT guidance says you may seek a refund. State in writing that the downgrade is why you are declining the proposed travel, and be clear about whether you accepted any travel credit or other compensation; the DOT’s stated refund entitlement applies when you do not accept those alternatives. If you bought through a travel agent, start with the seller about processing the refund and keep the airline’s response.

The rules above do not establish the remedy for every country or itinerary. For a flight outside the UK/EU or US scopes described here, check the aviation regulator and passenger-rights law relevant to the departure, destination, and operating carrier, as well as the ticket’s conditions of carriage. Do not apply the EU/UK percentages globally.

What to do at the airport
- Ask for the reason and written confirmation. Ask the gate agent or airline representative to record why you were moved and confirm both the cabin booked and the cabin assigned.
- Check whether the original cabin is still possible. Before departure, ask whether the airline can place you in business class on another flight or offer another arrangement. Compare the consequences of rerouting with continuing in the lower cabin; what is available depends on the itinerary, applicable law, and the airline’s response.
- Read any offer before agreeing. A voucher or travel credit is not automatically equivalent to cash or to a statutory reimbursement. Check its terms and understand what you are accepting.
- Save evidence while it is accessible. Keep or download your booking confirmation, e-ticket receipt, boarding pass, seat assignment, downgrade notice, rebooking messages, and any written offer. Save relevant records from the airline app before they disappear.
How to make a written claim
- Identify the booking and the affected segment. Include your booking reference, ticket receipt, operating carrier, flight number, date, route, and the cabin booked and flown. Note whether connections were on one ticket.
- State what remedy you are requesting. If you traveled in the lower cabin, request the EU/UK percentage reimbursement where those rules apply, or the US fare difference where US rules apply. If you declined to travel under the US rule, explain that the downgrade caused you not to accept the proposed travel and request the refund.
- Point to the applicable rule and attach proof. Include your booking confirmation, boarding pass, written downgrade confirmation, and receipts or correspondence that support your claim. For a US fare-difference claim, ask for the carrier’s calculation if it has not explained the amount.
- Send it to the appropriate seller or carrier and retain the reply. Contact the airline or, if you purchased through an agent, begin with the seller about processing the request. Keep copies of your submission and any response.
If the airline refuses or does not resolve it
Use the regulator or national enforcement body complaint route for the jurisdiction that applies to your itinerary. There is no single escalation channel established for every country. Keep the complaint factual and include your itinerary, proof of the cabins, your claim, and the airline’s calculation or refusal. If the dispute involves an unusual itinerary or a contested calculation, an appropriately qualified passenger-rights adviser may be an option; check that the adviser covers your jurisdiction.

A cabin change is not automatically an involuntary denied-boarding incident. DOT distinguishes the remedies: a passenger downgraded but still carried is entitled to the fare difference, and the downgrade alone does not qualify the passenger for denied-boarding compensation. A separate incident in which you are denied a seat may raise separate rules and exceptions. See DOT guidance on bumping and oversales.
