First note the exact error code, check that the installed Windows edition matches your license, and run the built-in Activation troubleshooter. The right fix depends on whether the problem is a missing or mismatched license, a hardware change, a device limit, or a connection issue.
Before troubleshooting, record the error and check your Windows version
Open Settings > System > Activation and copy the full error code and message. Microsoft recommends updating Windows and confirming that the device is running Windows 11; you can use winver to see the installed version and build. Check the code again after troubleshooting or another activation attempt, because it may change.

A product key and a digital license are different ways Windows can be licensed. A key is a 25-character code; a digital license is associated with the device and may be linked to your Microsoft account. Microsoft explains the distinction in its Windows activation guide.
Run the Windows 11 Activation troubleshooter
- Sign in to Windows with an administrator account.
- Go to Settings > System > Activation.
- Select Troubleshoot and follow the instructions. Windows 11 users can also start the automated Windows Activation troubleshooter in Get Help, as described in Microsoft’s activation error guide.
- Return to the Activation page and note the current status and error code.
The Settings troubleshooter is available only when Windows is not activated, and it requires administrator access. It may identify a digital license or tell you that the installed edition does not match the one licensed for the device. See Microsoft’s guide to using the Windows Activation troubleshooter.

Use the error code to choose the next step

These are possible causes and remedies, not proof that a particular key is counterfeit or that a replacement is required. Microsoft’s Windows activation error guidance is organized by code; follow the instructions for the code currently displayed.
Reactivate Windows after a major hardware change
A major hardware change, such as replacing the motherboard, can prevent Windows from matching the device to its digital license. If the license was linked to your Microsoft account, use the account that was linked before the change:

- Sign in as an administrator with that Microsoft account.
- Open Settings > System > Activation > Troubleshoot.
- Select I changed hardware on this device recently and sign in if prompted.
- Choose This is the device I’m using right now, select the current device, and then select Activate.
If the device does not appear, check that you are using the Microsoft account previously linked to the license. Microsoft’s detailed instructions are in Reactivating Windows after a hardware change.
Know who to contact—and when a new license is necessary
- Preinstalled Windows fails on first activation: contact the device manufacturer.
- You bought the Windows key or device from a reseller: contact the reseller.
- The device is organization-managed: contact the organization’s administrator.
- The error remains unresolved after the applicable steps: contact Microsoft Support.
Consider buying a replacement only after checking that the license cannot be recovered and that the problem is not an edition mismatch, hardware-change reactivation, device-use limit, or temporary connection or service issue. If you establish that no valid license is available, choose a genuine license for the installed Windows edition. Microsoft directs users to the Microsoft Store in applicable cases; its activation instructions explain the process.
